HomeMy WebLinkAbout20210823.tiffRESOLUTION RE: APPROVE GRANT APPLICATION FOR CORONAVIRUS (COVID-19) EMERGENCY SUPPLEMENTAL FUNDING (CESF) PROGRAM AND AUTHORIZE ELECTRONIC SUBMITTAL WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with a Grant Application for the Coronavirus (COVID-19) Emergency Supplemental Funding (CESF) Program for Providing Supplemental Personal Protective Equipment in the Weld County Jail to Mitigate Coronavirus Infection from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Sheriff's Office, to the Colorado Department of Public Safety, Division of Criminal Justice, Office of Adult and Juvenile Justice Assistance, commencing January 21, 2021, and ending January 31, 2022, with further terms and conditions being as stated in said application, and WHEREAS, after review, the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. The Coronavirus Emergency Supplemental Funding (CESF) Program provides resources to assist in protection for incarcerated people and staff working in jails. The Weld County Sheriff's Office would like to apply for $71,085 to purchase additional Personal Protective Equipment. The break down in funding amount is: • N95 and cloth masks $31,120 • Goggles $2,247 • Fentanyl Resistant Gloves $37,718 The PPE will provide additional protection for inmates and staff against the corona virus. The PPE funding estimate takes the approved Weld County Sheriffs Office PPE budget of $40,492 into account. Sheriff Reams is in support of this application. What options exist for the Board? (include consequences, impacts, costs, etc. of options): • Authorize the WCSO Budget Manager to submit the CO Division of Criminal Justice FY 2021 Coronavirus Emergency Supplemental Funding grant application in the amount of $71,085 via ZoomGrants. • Deny the grant application. This will lead to either increased general fund dollars to fight the Corona Virus outbreak. • Schedule a work session to discuss further. Project Summary Provide a concise description of your project, include your goals, how they will be measured, The Weld County Sheriffs Office would like to use 2021 CESF funds to purchase additional Personal Protective Equipment to shield inmates and employees in the jail from Coronavirus. Masks, gloves and eye protection are being used on a day to day basis by inmates and staff. The need for these items are high during the ongoing pandemic.The goal is to provide additional masks, eye protection and gloves in the Weld County jail throughout 2021 . 20. Describe how do you anticipate the CESF grant assisting your agency in preventing , preparing for and/or responding to COVID? Fentanyl resistant gloves are worn by jail deputies while on the job and disposed after each shake or pad down of an inmate or their cells to mitigate cross contamination . This CDC recommended procedure with the onset of the pandemic increased the need and utilization of gloves tremendously compared to operations prior to the COVID19 pandemic. In addition to the gloves , masks are also worn for protection ; both by the inmates and the jail staff. These masks need to be replaced frequently and therefore increase the operational cost of the jail . Eye protection was supplied to all jail staff mitigating the risk of COVID19 infection . The 2021 CESF grant will enable the Weld County Sheriffs Office to buy additional PPE in the response to COVID19 and reduce infection . 21 . Example 2 : If Sally normally works 30 hours/week, but increased her hours to 40 hours/week directly related to the COVID-19 crisis, you may only charge 10 hrs/week to the grant). When 2021 Weld County Sheriffs Office budget was prepared , $40 ,492 were budgeted for future PPE need in the jail . Because the budget was prepared in 2020, the agency did not know how significant PPE demand would become . It was difficult to forecast what the actual 2021 demand and need for PPE would be, not knowing at that point in time how the pandemic would evolve. Although funds have been allocated for the jail's PPE purchase in 2021 , it is not enough to cover the need . For example, $40,492 buys 202,460 single gloves at current price of $0.20 per glove and will last an estimated 16 weeks . Not only do the deputies use significantly more gloves, the price has tripled compared to prices prior to the pandemic. Mask and eye protection inventory will be used up and need to be replenished . Project Summary Provide a concise description of your project, include your goals, how they will be measured, The Weld County Sheriffs Office would like to use 2021 CESF funds to purchase additional Personal Protective Equipment to shield inmates and employees in the jail from Coronavirus. Masks, gloves and eye protection are being used on a day to day basis by inmates and staff. The need for these items are high during the ongoing pandemic.The goal is to provide additional masks, eye protection and gloves in the Weld County jail throughout 2021 . 20. Describe how do you anticipate the CESF grant assisting your agency in preventing, preparing for and/or responding to COVID? Fentanyl resistant gloves are worn by jail deputies while on the job and disposed after each shake or pad down of an inmate or their cells to mitigate cross contamination. This CDC recommended procedure with the onset of the pandemic increased the need and utilization of gloves tremendously compared to operations prior to the COVID19 pandemic. In addition to the gloves, masks are also worn for protection; both by the inmates and the jail staff. These masks need to be replaced frequently and therefore increase the operational cost of the jail . Eye protection was supplied to all jail staff mitigating the risk of COVID19 infection. The 2021 CESF grant will enable the Weld County Sheriffs Office to buy additional PPE in the response to COVID19 and reduce infection. 21 . When 2021 Weld County Sheriffs Office budget was prepared, $40,492 were budgeted for future PPE need in the jail. Because the budget was prepared in 2020, the agency did not know how significant PPE demand would become. It was difficult to forecast what the actual 2021 demand and need for PPE would be, not knowing at that point in time how the pandemic would evolve. Although funds have been allocated for the jail's PPE purchase in 2021 , it is not enough to cover the need. For example, $40,492 buys 202,460 single gloves at current price of $0.20 per glove and will last an estimated 16 weeks. Not only do the deputies use significantly more gloves , the price has tripled compared to prices prior to the pandemic. Mask and eye protection inventory will be used up and need to be replenished.
