RE: APPROVE EMERGENCY BID #B2100098, CORONER MORGUE X-RAY EQUIPMENT,
AND WAIVER OF TEN-DAY WAITING PERIOD FOR CONSIDERATION AND
INVESTIGATION - CORONER'S OFFICE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Purchasing Department has requested waiver of the ten-day waiting
period for Emergency Bid Request #B2100098, Coroner Morgue X -Ray Equipment, for the
Coroner's Office, due to the new morgue and autopsy facility needing to be fully operational by
June 14, 2021, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said emergency bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for Emergency Bid Request #B2100098,
Coroner Morgue X -Ray Equipment, for the Coroner's Office, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bid from Rocky Mountain
Radiographics, in the amount of $58,500.00, be, and hereby is, accepted on an emergency basis.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 17th day of May, A.D., 2021.

Re: X -Ray Machine Emergency Purchase Authorization
We appreciate the Board's consideration of our request to immediately purchase the previously -authorized
digital x-ray machine for the new morgue following the completion of the bid process, and within the funds
allocated by the Board in the 2021 budget. We make the request on this urgent basis because the morgue
and autopsy facility will open on or about June 14, 2021.
As the commissioners may recall, the Board authorized the sum of $63,000 in the 2021 budget for the
Coroner's Office to purchase a refurbished x-ray machine and related radiographic equipment for the new
morgue. As the morgue came closer to completion, we sought to identify the correct vendor and machine.
Until recently, we believed that we could spend only about $40,000 to acquire an adequate machine.
However, during consultation with radiology experts and our newly -hired morgue manager —who is herself
an experienced coroner x-ray operator — we have learned that the machine we need to penetrate obese
patients or those who are decomposed must be more powerful. We were particularly concerned that the
smaller machines identified earlier would not produce digital images sufficient for courtroom presentation
or to recover projectiles from some decedents with multiple wounds at autopsy.
Therefore, we specifically requested bids for a GE AMX-4 refurbished x-ray machine because we knew
that such a machine would have sufficient power and would be available with funds already allocated by
the Board. The bids were opened on May 13, and ranged from $37,250 to $299,000.
The lowest bid was $37,250, for one of the noted smaller machines that was not within the published
specifications nor adequate for the penetration of certain decedents.
The second -lowest bid was from Proximus, an Ohio company, was (with necessary add -ins) $43,999 for an
AMX-4 and availability within 4 to 6 weeks. While the machine offered in this bid would potentially be
adequate, there were caveats within the proposed contract that make it inappropriate for Weld County.

First, the company would not be responsible for assisting in the compatible connection of the digital
software with our own information technology staff; our county IT has been very clear that collaboration
to ensure compatibility is critical. Second and of great importance, Proximus would deliver and plug in the
machine — according to the submitted contractual materials, it specifically declines to guarantee that the
machine will pass the mandatory state inspection that all x-ray machines must have to be used in Colorado.
Third, the x-ray tube is neither new nor with a meaningful warranty. That's important because the tube is
like a flash on the camera being used at night — if the tube doesn't work, the images will be of very poor
quality. Finally, and of real importance to the Coroner's Office, it does not appear that the machine can be
guaranteed for delivery prior to the opening of the new autopsy facility.
The the third lowest bid was from Rocky Mountain Radiographics, a Colorado company based in
Englewood that has supplied digital x-ray machines to other morgues in Colorado, including the Arapahoe
County Coroner. This bid, with necessary add-ons, totals $58,500, including a new x-ray tube warranty
and extended warranty on the equipment as a whole.
Rocky Mountain's bid was for the correct machine, but with the option of a brand-new x-ray tube and
corresponding warranty. The company specifically agrees to work with our IT to assure compatible
connectivity; we know from our contacts in Arapahoe County that they successfully did so at that coroner's
office. Rocky Mountain also guarantees that the equipment will pass state inspection, and that it would
actually come with the necessary approval "sticker" from CDPHE that would allow the machine to be used
immediately, rather than wait between 45 days and 60 days for approval. Critically, Rocky Mountain can
provide the x-ray device to us before the autopsy suite opens.
Three other bids were received from companies in other states that did not offer the requested machine and
that were priced between $74,479 and $299,000. One of those machines would require the decedent to be
standing upright.
Based upon the totality of the circumstances, we believe that the Rocky Mountain Radiographics equipment
and installation are clearly more appropriate and a much better value than any lower bidder — and frankly,
any higher bidder. May we therefore respectfully request the permission of the Board of County
Commissioners to select the bid of Rocky Mountain Radiographics for $58,500 on an emergent basis and
move forward with the completion of the purchase for the new morgue.
