Include, at a minimum, the following: a. Type of use for which the application is being made. We are proposing outdoor storage of oil field support equipment and supplies. Drill Platforms will not be stored at this facility. Pipe, tanks, separators, loaders, backhoes, trucks, trailers, pickups are an example of anticipated items. Up to 20 Conex boxes may be added to store smaller items if necessary. b. Current or previous use of the land, if any. Agricultural farmland with several existing Oil and Gas facilities in operation along the N orth section of property. c. Include a statement delineating the need for the proposed use. A There is currently oil and gas support equipment on the site that we are attempting to get permitted. d. Describe the uses surrounding the site and explain how the proposed use is compatible with them. The surrounding uses are agricultural in nature. They mainly consist of residences with varying acres of pasture. There is a commercial composting facility to the east. e. Describe the proximity of the proposed use to residential structures. The nearest residential structure is to the north approximately 450' from the Northeast corner/property line. f. Describe the hours and days of operation (e.g. Monday thru Friday 8:00 a.m. to 5:00 p.m.). This is an un-manned site but could be accessed during daylight hours. 7 days a week. Describe the number of shifts and the maximum number of employees per shift. N ot applicable this is an un-maned site h. Describe the maximum number of users, patrons, members, buyers or other visitors that the use by special review facility is designed to accommodate at any one time. We think there will be less than 10 total people at the site at any time i. List the types and maximum numbers of animals to be on the site at any one time (for dairies, livestock confinement operations, kennels, etc.). We have read Chapter 22 - Comprehensive Plan and believe that the principles, goals and policies are in alignment with our rights as a property owner. 3. Explain how this proposal is consistent with the intent of the zone district in which it is located. (Intent statements can be found at the beginning of each zone district section in Article III of Chapter 23.) This use is permitted by a Use by Special Review 4. Explain how this proposal will be compatible with future development of the surrounding area or adopted master plans of affected municipalities. The current oil and gas facilities on the facility dictate the oil and gas use for the near future and we are continuing that use. 5. Explain how this proposal complies with Article V and Article XI of Chapter 23 if the proposal is located within any Overlay Zoning District (Airport, Geologic Hazard, or Historic Townsites Overlay Districts) or a Special Flood Hazard Area identified by maps officially adopted by the County. This property is not in any special district. 6. If the proposed use is to be located in the A (Agricultural) Zone District, explain your efforts to conserve prime agricultural land in the locational decision for the proposed use. This area has no irrigation water and is not prime ag land 7. Explain whether this proposal interferes with the protection of the health, safety and welfare of the inhabitants of the neighborhood and the County. It does not. If there will be fuel storage on site, indicate the gallons and the secondary containment. Statethe number of tanks and gallons per tank. N o fuel storage is planned. 6. If there will be washing of vehicles or equipment on site, indicate how the wash water will be contained. N o washing of equipment is planned or will be allowed 7. If there will be floor drains, indicate how the fluids will be contained. There will be no floor drains for the storage areas 8. Indicate if there will be any air emissions (e.g. painting, oil storage, etc.). The air quality will not be affected with this outside storage. 9. Provide a design and operations plan if applicable (e.g. composting, landfills, etc.). There is not a operations plan for outside storage 10. Provide a nuisance management plan if applicable (e.g. dairies, feedlots, etc.). • We do not anticipate any nuisance conditions from outside storage 11. A traffic impact study may be required. Improvements to adjacent streets/roads may be necessary to provide adequate safe and efficient transportation to and from the site. An Improvements Agreement may be required. a. The projected number of vehicle trips (average per day, maximum per day. peak hour data) to and from the site and the type of vehicles (passenger, semi -truck, etc.). b. Towers including.. but not limited to, wind and telecommunication towers. 3. Releases from the site shall comply with the Weld County Storm Drainage Criteria, including dewatering. Topographical information shall be provided. 5. An individual parcel with an unobstructed flow path and no other parcel(s) between the Federal Emergency Management Administration (FEMA) regulatory floodplain channel and the project. 9. A parcel greater than 1 gross acre and less than, or equal to, 5 gross acres in size is allowed a one- time exception for a new 2,000 sq. ft. building or equivalent imperviousness. 10 A parcel greater than 5 gross acres in size is allowed a one-time exception for a new 4,500 sq. ft. building or equivalent imperviousness. 11 Concentrated Animal Feeding Operation (CAFO), Animal Feeding Operations (AFO) and Housed Commercial Swine Feeding Operation (HCSFO) which are covered and approved by the Colorado Discharge Permit System (CDPS) regulations. GENERAL LOCATION AND DESCRIPTION A. Location The project site is located in the southwest quarter of Section 19, Township 3 North, Range 68 West of the Sixth Principal Meridian in Weld County, Colorado. The site lies at the northeast corner of Highway 66 and County Road 1. The current site address is 19234 County Road 1. See the vicinity map included in this report for the project site. The proposed development will consist of outdoor storage. B. Description of Property The site currently is approximately 45.4 acres. The existing site contains existing oil & gas tanks, facilities and numerous metal buildings and sheds. There are several gravel areas and access roads currently on the site. The subject site is comprised of four (4) classified soil types, according to the Natural Resources Conservation Service Web Soil Survey. The onsite soils are as follows: Soil Name Map Unit Symbol Hydrologic Group Aquolls and Aquepts, flooded 4 D Heldt Silty Clay, 1 to 3 percent slopes 27 C Nunn Clay Loam, 1 to 3 percent slopes 42 C Shingle Loam, 3 to 9 percent slopes 59 p 1 Hydrologic Group "C was used in determining runoff coefficients for the historic and proposed drainage basins The purpose of the drainage design for the subject site will be to provide water quality capture volume as well as detention volume for the 100 -year event There are existing channels and drainages along the western and southern portion of the site Currently, the subject site generally drains from north to south From the southern project boundary, storm drainage is conveyed under Highway 66 in an existing 72° RCP II DRAINAGE BASINS AND SUB -BASINS A Major Basin Description There is no Weld County Master Drainage Plan for this site Furthermore, the site is not within a mapped area for FEMA Map Number 08123C1860E (FIRM panel #1860), effective January 20, 2016 See Firmette map in included in this report Histoncally the site generally slopes from the north to south at roughly 1%-5% slopes The are existing drainage channels and culverts along the westem and southern portions of the site There is offsite flow that enters the site from the north The offsite flow will be routed through the site and to the proposed detention pond and the runoff will be pass -through in the detention pond The existing offsite flow will generally follow the historic flow pattern with the proposed development B Sub -Basin Description The proposed development design will provide for water quality capture volume and 100 -year detention in a pond located along the southern boundary of the site The pond will have a design drain time of 40 hours for water quality capture volume, per Urban Drainage criteria The offsite flow from property to the north will be routed through the site and into the detention pond The offsite flow will be passed -through the pond and not detained 2 ■ Water quality calculations and detention pond sizing will be included for the site in the final report. The assumed developed imperviousness for the site is 70%. The total drainage area used in this analysis is 45.4 acres. For this preliminary report, the development was divided into one (1) drainage basin as appropriate for the purpose of routing stormwater flows through the site, to the proposed detention pond. A short description for the basin can be found below: Sub -basin P1: Sub -basin P1 contains 45.4 acres and includes the entire proposed site. Stormwater runoff from this sub -basin will be conveyed via overland flow, swales and drainage pipes to the southern portion of the site where the proposed detention pond will be located. As mentioned above, the assumed imperviousness for the developed site is 70%. III. Drainage Facility Design A. General Concept The general design concept for the subject site is to design and construct a storm drainage detention pond with outlet structure and an emergency spillway in the southern portion of the subject site. The 100 -year developed flow will be released through the outlet structure and will be conveyed under Highway 66. The expected release rate from the site is 8.72 cfs (5 -year historic runof), with time of concentration of 18.6 minutes. Site grading will direct proposed stormwater flows from the northern to southern portion of the site to the proposed detention pond. The stormwater will be routed to the pond via a combination of overland flow, swales and drainage pipes. 3 ■ B Specific Details The preliminary calculations show that approximately 400,000 cubic ft of detention will be required for the site The final detention pond requirements will be provided with the final report IV Sediment and Erosion Control Several erosion control methods will be utilized during and after construction After completion of over lot grading, temporary seeding will be placed on the ground in areas that will be exposed for over 30 days A vehicle tracking control pad will be placed at the construction entrance and a concrete washout area will be located on site Additional sediment and erosion control measures will include straw wattles within swales and along slopes and tops of banks to prevent degradation of existing conveyances V Stormwater Quality Permanent BMPs will be incorporated into the project site Water Quality Capture Volume will be provided within the onsite pond, and all disturbed areas will be reseeded VI Design Methods Worksheets are presented in the appendix of this report to show the methods and data used to design the drainage facilities for the project site Most of these worksheets come from worksheet programs supplied by the Urban Storm Drainage Cntena Manual Other worksheets are provided by the design engineer, using techniques recommended in the Urban Storm Drainage Cntena Manual (USDCM) The imperviousness of the drainage basins is assumed based on the expected nature of development of the subject site The hydrological data is calculated using the Rational Method The water quality capture volume and detention pond size was calculated using the Urban Storm Drainage spreadsheets 4 VII. Conciusions The project design for the subject site will be completed in general compliance with the Urban Storm Drainage Criteria Manual and the Weld County Code. Erosion control methods such as silt fence, a vehicle tracking control pad and a concrete washout area will be utilized during construction. After completion of the project, disturbed areas will be reseeded. Pavement, concrete curbs, and proposed landscaping will mitigate erosion in other disturbed portions of the site. VIII.Maintenance The following is the proposed drainage/site maintenance plan for the project. 1 At times erosion that may occur, the measures shall be corrected as soon as possible to mitigate the chance of eroded materials leaving the site. 2 Culverts shall be inspected regularly and cleaned if necessary. 3 Seeded areas that are not covered with vegetation shall be re -seeded and irrigated as necessary to establish permanent vegetation. 4.
