HomeMy WebLinkAbout20211176.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, MAY 3, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 3, 2021, at the hour of 9:00 a.m. • ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman - EXCUSED Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly • MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of April 28, 2021, as printed. Commissioner James seconded the motion, and it carried unanimously. • CERTIFICATION OF HEARINGS: Commissioner James moved to approve the Certification of Hearings conducted on April 28, 2021, as follows: 1) USR21-0003 - State of Colorado, State Board of Land Commissioners, do Kiewit Infrastructure Company. Commissioner Buck seconded the motion, which carried unanimously. En PUBLIC INPUT: Jessica Joy, County resident, spoke concerning human trafficking and working to protect children from child pornography. She also promoted various issues affecting childrens' identities in schools, and encouraged the Home Rule Charter structure at the municipal level. Fi AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Commissioner Buck reported the Department of Human Services has approved $914,868.00 in Emergency Rental Assistance funding, processed 689 requests, and evaluated 461 households. She also announced 288 job seekers attended the Young Adult Job Fair, with 38 employers participating, and Foster Care Appreciation will be recognized throughout O1102f I Minutes, Monday, May 3, 2021 Page 1 2021-1176 BC0016 the month of May. Commissioner Saine referenced testifying against Senate Bill 21-200, titled 'Reduce Greenhouse Gases Increase Environmental Justice,' as an economic jobs killer. She commended the Weld County Oil and Gas Energy Department and County Attorney's Office for working with the Colorado Department of Public Health and Environment to establish a Memorandum of Understanding which aligns the agencies' objectives and affords more certainty for the oil and gas industry while generating the necessary taxes to support local government functions. Commissioner James reported the Department of Information Technology has overseen a switch to a new County website. Lastly, Chair Moreno shared Upstate Colorado Economic Development representatives expressed their appreciation to the Health Department for doing a great job administering vaccinations with drive-thru opportunities. PROCLAMATIONS: 1) FOSTER CARE MONTH - MAY 2021: Chair Moreno read the certificate proclaiming May 2021, as Foster Care Month. Jamie Ulrich, Director of the Department of Human Services, recognized the community partnerships and foster families who provided safe and stable environments throughout the COVID-19 Pandemic Health Emergency. Heather Walker, Department of Human Services, introduced the Child Welfare staff, as well as Scott and Amanda Nix, Foster Parents, who have been recognized by the State of Colorado for providing culturally sensitive care for teens. The Commissioners, in turn, expressed their appreciation for foster care providers who rise to the challenge of fostering kids with the goal of returning them to their families, when possible. They noted the community partnerships are also essential to support kids who are vulnerable and may also have medical and psychological needs. Each of the group attendees were introduced for the record, and Jennifer Snyder, Realities for Children, shared her appreciation of Weld County for working with churches, business owners and local agencies to make the Foster Care Program stronger. Mr. Nix recognized the staff who support all of the foster families. (Clerk's Note: The group gathered for a photo opportunity.) ,.1 2) NATIONAL MENTAL HEALTH MONTH — MAY 2021: Chair Moreno read the certificate proclaiming May 2021, as National Mental Health Month. Larry Pottorff, Executive Director of North Range Behavioral Health (NRBH), introduced the board members and staff present, and stated this year it is more important than ever to raise awareness of the harm and depression that can be caused by isolation related to the COVID-19 Pandemic Health Emergency. He stated they aim to treat the whole person and are constantly looking for opportunities to communicate the importance of seeking help. Jim Riesberg, Board member, stressed the importance of elevating awareness of mental and physical health issues. He noted they are also working with school districts and law enforcement agencies to serve in de-escalation situations. Mr. Pottorff stated, during his tenure of 38 years, he has learned how well Weld County agencies collaborate, which helps reduce costs and improve efficiencies. The Commissioners, in turn, commended NRBH and other County agencies for working to legitimize the impacts of mental health, which also affects peoples' physical well-being, and expressed their appreciation to the leadership team for the extraordinary efforts made during the pandemic, ensuring the appropriate staff was available 24/7 to assist the public in any situation. (Clerk's Note: The group gathered for a photo opportunity.) le WARRANTS: 1) GENERAL WARRANTS - APRIL 30, 2021: Commissioner James moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously. 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS — April 27, and 30, 2021: Commissioner James moved to approve the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner Buck seconded the motion, and upon a roll call vote, the motion carried three to one, with Commissioner Saine opposed. Minutes, Monday, May 3, 2021 Page 2 2021-1176 BC0016 • BIDS: 1) PRESENT BID #B2100092, COVERT SURVEILLANCE PLATFORM IN A TOOLBOX - SHERIFF'S OFFICE: Rob Turf, Purchasing Department, stated 33 suppliers downloaded the specifications; however, only one (1) bid was received. Staff will review and make a recommendation on May 17, 2021. le NEW BUSINESS: 1) CONSIDER ANNEXATION AGREEMENT AND PETITION FOR ANNEXATION OF PORTIONS OF CR 13 (WINDSOR COUNTY ROAD 13-KYGER ANNEXATION) AND AUTHORIZE CHAIR TO SIGN - TOWN OF WINDSOR: Bruce Barker, County Attorney, stated the Town of Windsor is interested in annexing County Road (CR) 13, extending from State Highway 392 to CR 68.5, with each half of the right-of-way being split between Larimer and Weld Counties. He recommended approval of the Petition and Annexation Agreement, with the removal of Exhibit C (Larimer County half), as it is not applicable to Weld County's decision. Carlin Malone, Windsor Chief Planner, confirmed the town's support of the request. Commissioner James moved to approve said agreement and petition, with the removal of Exhibit C as recommended by the County Attorney, and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. • 2) CONSIDER TEMPORARY CLOSURE OF CR 18.5 BETWEEN U.S. HWY 85 AND CR 29.5: Amy Mutchie, Department of Public Works, requested approval of the temporary closure from May 18, 2021, through May 25, 2021, for upgrade and repair of a railroad crossing. She explained Weld County will construct the approaches, one mile of the detour route is paved, and the remaining portion has been treated with magnesium chloride for dust control. Commissioner James moved to approve said temporary closure. Commissioner Buck seconded the motion, and it carried unanimously. El 3) CONSIDER CONTRACT ID #4721 PERMANENT EASEMENT AGREEMENT FOR WASH BAY AND WELDING BUILDING AND AUTHORIZE CHAIR TO SIGN - PUBLIC SERVICE COMPANY OF COLORADO: Toby Taylor, Director of Facilities Department, stated this easement agreement is necessary for Xcel (also known as Public Service Company of Colorado) to provide power to the wash bay and welding facility that is currently under construction. Commissioner Buck moved to approve said easement agreement and authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried unanimously. • 4) CONSIDER CONTRACT ID #4722 MEMORANDUM OF UNDERSTANDING CONCERNING USE OF MISSILE SILO PARK AND AUTHORIZE CHAIR TO SIGN - BOY SCOUTS TROOP 88 / PACK 57: Mr. Taylor stated this item will authorize waiver of the fees for the Boy Scouts Troop to camp at the Weld County Missile Silo Park from June 4-6, 2021. The motion to approve said memorandum of understanding and authorize the Chair to sign was made by Commissioner James, seconded by Commissioner Buck, and it carried unanimously. 5) CONSIDER CONTRACT ID #4725 AMENDMENT #2 TO CONTRACT FOR JAIL BASED BEHAVIORAL HEALTH SERVICES AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Sonja Kohlgraf, Sheriff's Office, explained this amendment extends the term through June 30, 2022, for the amount of $293,792.00 to be used for support and assessment of individuals in the jail for substance use disorders, along with release planning and continuing resources once released back into the community. Commissioner Buck moved to approve said amendment and authorize the Chair to sign. The motion was seconded by Commissioner James, and it carried unanimously.
