The purpose of these funds and the established goal for JAG 2021 is to support implementation of sustainable programs or to provide resources that prevent or reduce or address crime, delinquency, recidivism, or improve outcomes for those affected by crime, using innovative, multidisciplinary, evidence based, promising or best practices. The State anticipates that approximately $3.9million will be available for the 2021 JAG subgrant application and approximate $1.9 million for Body Worn Cameras in order to be in compliance with Senate bill 20-217 The Sheriff's Office would like to submit two applications: 1. Forensic 3D Scanner with reporting and diagramming software, maintenance and warranty for one year and onsite training. The 3D forensic scanner has the ability to scan a crime scene and records 45 million data points versus 250 data points using our current and very manual method (digital photography, videos). The data recreates the crime scene and the software can analyze blood patterns and reconstruct shooting incidents. The high -quality reports and 3D images will be used for crime scenes analytics, forensic investigations and court reporting. The implementation of this equipment will create cost savings in form of less hours spent on a crime scene for the entire team, enhancement in court presentation and increased accuracy in capturing the details of a crime scene. The SO Investigations Unit is also planning to utilize the machine for team trainings. Estimated cost $62,890 Includes 3D Forensic Scanner, software licenses, Dell Computer tower to process data, batteries, tripod, maintenance & warranty for one year and an onsite training for 4 employees Future year maintenance contract estimated at $8,200 2. 130 Body Worn Cameras for WCSO Jail and Court Unit and 4 waypoint (wireless offload/storage units). The SO would like to outfit their jail and court officers with a body worn camera and comply with Senate Bill 20- 217, specifically addressing the section on "contacts" and use of "anticipated force". This will affect jail deputies, used as "rovers" in the jail, as they are primary responders to disturbances in the jail, as well as court deputies, who are routinely in contact with citizens attending court, arresting individuals for warrants or committing offenses in the court complex. The Weld County Sheriffs Office is seeking JAG2021 funding to purchase, deploy and implement up to 130 body worn cameras (BWCs) for its jail and court officers and 4 waypoints which are wireless offload/storage units. The goal is that officers wear the BWCs which in turn can help ensure that public expectations are met with Office review of BWC videos, dissemination and discussion. Colorado Senate Bill 20- 217 now requires all law enforcement agencies to implement BWC systems when a "contact" is initiated or use of force is anticipated by a law enforcement officer. The project goal is measured by documenting the number of contacts per the requirements of SB20-217 and through video from the BWC. The purchase and implementation of the BWCs for the Weld County Sheriffs Office jail and court unit officers meets the 2020 JAG goal by providing a resource that will address crime and improve outcomes for those affected by crime. 8. Colorado Senate Bill 20-217 now requires all law enforcement agencies to implement BWC systems by 07/1/2023. The Weld County Sheriffs Office (WCSO) Detentions and Court Divisions currently are not outfitted with body worn cameras. hltps://www.zoomgrants.com/printprop.asp?ripidu=2571467DE2E 148F1 BD5D01 F70F9927BE&propidu=573455DD56AC4EA2B6A9A1 B24OAB950C&.. 2/9 2/19/2021 Print/Preview Both, the jail and courts unit are affected by the new ruling under SB 20-217 Section 2, part 9, 24-31-901 (1) definition for "contacts" and 24-31-902 2(D) "anticipated use of force". The detention division can often be in "contact" with citizenry, whether inside the facility or out. For "anticipated" use of force incidents, BWC is mandated. This will include deputies used as "rovers" in the facility, as they are primary responders to disturbances within the jail's walls. The Courts division is routinely in contact with citizens attending court, arresting individuals for warrants or committing offenses in the Court complex. As that is now defined per statute as a "contact" initiated by law enforcement, they are required to have BWC. By providing the necessary equipment, our Office aligns with the requirements of SB20-217, and helps ensure fair, consistent application of the law. A citizen who knows they're being recorded may have less propensity for disruptive behavior, and a deputy who knows he/she is recording may apply de-escalation techniques more liberally. The addition of BWCs in the Detentions Division environment can positively affect inmate behavior in that the inmates will be consciously aware of how their actions will be documented. While the jail does have overhead "facility" cameras, those devices lack audio capability and they are static, not moveable. These overhead cameras are incapable of recording incidents at the ground level, for instance the interaction between deputies and the inmates in their cells. This is often where deputy uses of force, or altercations between inmates occur, and overhead cameras can miss that critical evidence. Specific language in SB20-217 also mandates that when a "peace officer fails to activate a body -worn camera...there is a permissive inference...that the missing footage would have reflected misconduct by the peace officer." Specific to the Courts Unit deputies, they regularly interact with members of the public in or around the Courts Complex. This includes arrests, preliminary investigations and other contacts. As stated previously, current Courts deputies are not equipped with BWCs, and the hope is this effort will amend that shortcoming. Detentions deputies also conduct "jail" business outside the confines of the detention facility. Medical or inter -agency transports both have detentions deputies leaving the secure walls of the jail. During outside "perimeter checks", detentions deputies encounter citizenry or recently released former inmates. Occasionally, these contacts result in criminal investigations. Jails are understanding the need for BWC's for their deputies. Sweetwater County in Wyoming deployed BWCs in its County Jail at the end of 2019 and beginning of 2020. They too had stationary cameras within the facility and found they didn't always capture the correct angles necessary and were devoid of audio recording. (Queram, 2020). Weld County Jail is currently housing upwards of 60 inmates awaiting transfer to the Colorado Department of Corrections. As they are sentenced inmates, many have little regard for adhering to the rules and regulations of our County Jail. There are a few consequences that can be imposed with enough meaning to an inmate who should only be in the facility for a few weeks more. Having video evidence of both transgressions and exemplary behavior can have tremendous impact on that specific population, as that documentation can be more impacifully shared with our State partners in the Department of Corrections. The WCSO is requesting these grant funds as primarily, the State of Colorado is mandating the implementation of BWC's no later than July 2023. As this is an endeavor our agency has started with the Patrol Division, there is a larger need for the Detentions Division. There are more than twice the number of deputies in Detentions than in Patrol, and this unfunded mandate has caught many law enforcement agencies woefully unprepared. Particularly in a time of law enforcement scrutiny, we must cooperate with our State and Federal partners to find solutions. Grant funding is one such avenue, and in fact may be the most responsible direction. Our office is currently in the budget building process for 2022. This current year's budget was made and approved prior to June 2020, when 5820-217 was legislatively signed and approved. There was zero time or chance to anticipate the immediate need for this project. 9. Implementation Plan: What do you plan to do? What are the steps in your process? What plans have you made for expanding and sustaining the program? This proposed project will equip Detentions Deputies with body worn cameras. This will include deploying devices to the Courts Unit and select groups within the jail proper. Data that will be collected largely centers on anticipated uses of force. As such, training can be specified toward uses of force as the need arises. When appropriate, exemplary de-escalation techniques will be highlighted and disseminated within the agency toward improvement for all. As stated previously, the window of opportunity for local funding was missed, because this mandate came late in the year (2020). Also, as the mandatory implementation period is fast approaching, there's little time to implement a full request for proposal, training and deployment process absent this funding opportunity. If approved, this project can almost immediately be implemented as we have a current contract with Utility for our Patrol Division. There would be a potential delay with receiving the equipment (many components are manufactured overseas), and training of a whole Division. Installation of the waypoints, (individual) account setup and coordination with other County entities (information technology) will be considered as well. Overall responsibility for this project rests with the grant application author, the Administration Captain. Daily management of the project will be directed by the current Body Worn Camera Manager, a deputy level position in the agency. Potentially, an additional BWC Manager may be assigned if workload is untenable for one individual. Challenges throughout the grant period will be evaluated on a bi-monthly basis, looking for additional equipment needs or changes in practice. For the future of this program, as mandated by SB20-217, local funding would necessarily be requested for long term viability.
