HomeMy WebLinkAbout20220284.tiffMINUTES WELD COUNTY COUNCIL July 19, 2021 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, July 19, 2021, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: The meeting was called to order by President James Welch. Councilmembers Nancy Teksten, Tonya L. Van Beber, Rupert Parchment and Elijah Hatch were present, constituting a quorum of members. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilmember Teksten made a motion to approve the agenda, seconded by Councilmember Parchment and carried. APPROVAL OF DOCUMENTATION: Approval of June 21, 2021, Minutes Councilmember Hatch made a motion to approve the June minutes, seconded by Councilmember Teksten, and the motion carried. REVIEW PROGRAM: Doug Erler, Justice Services Mr. Erler, Director of the Weld County Justice Services, reports directly to commissioners. The department was developed by commissioners in 2008. Since then, the department has gained 39 staff members. Mr. Erler explained his department does everything the sheriff and district attorney do not. One of the biggest parts of his department relates to community corrections. He described it as a unique model, funded by the state, to run a community corrections facility. He described it as a residential facility where individuals can be sent instead of prison. The facility can also be used as a step down before parole. Clients are monitored, drug tested and focused on employment. If a client violates the rules, he can be sent to prison. A board of directors has oversight responsibilities. It decides who is accepted to the facility. Prior to Covid, the facility had 194 clients. Currently, it has about 163 with 41 clients in a non- residential supervisory program. Clients can earn privileges including visiting loved ones or overnight furloughs. The program offers GED classes, life skills classes and intensive treatment for substance abuse. Mr. Erler estimated that roughly half of the clients work at JBS. Another service his department offers is pretrial services. This includes an initial risk screening of someone newly booked into jail and pretrial supervision and monitoring. While the facility is co-ed, females receive different services, Mr. Erler said. He said woman's services are more focused on life -skill issues including support for pregnancy. The department's electronic home monitoring program blew up during Covid. The program was managed by the sheriffs department until about five years ago. For additional information, please see Addendum 1. NEW BUSINESS: Coordinator Reports/Councilman Reports Councilmember Hatch said the extension office is hoping to have a new director hired and in place within about 30 days. Bills Councilmember Van Beber made a motion to approve bills, it was seconded by Councilmember Parchment and carried. Community Corrections Administration (West Annex office, 901 10th Ave. Greeley) — Performs fiscal oversight and guidance to the Weld County Community Corrections Board and sub -contracted service vendor based at the Weld County Community Corrections Facility, overall contract administration and program coordination with the State Division of Criminal Justice, Department of Corrections, and District Courts — Primary contact is Community Corrections Technician III, Sharon Behrens. Community Corrections Program (1101 H Street, Greeley) — Intervention Community Corrections Services ("ICCS) is the current provider of community corrections services in Weld County and they lease use of the Weld County Community Corrections Facility. Contracted services began July 1, 2008. ICCS is a Colorado based, non-profit agency. Local services include residential and non-residential supervision of adult offenders sentenced directly by a Colorado District Court or from the Department of Corrections as a step-down transition to the community. The program provides an array of onsite or by referral, services to offenders to include job placement assistance, vocational and educational assistance, drug and alcohol, domestic violence and anger management treatment. Close monitoring of the movement and behavior of offenders while in the facility and/or in the community, frequent drug and alcohol testing and area/personal searches conducted. 2. Pretrial Services (West Annex office, 901 10th Ave. Greeley) — Performs daily pretrial release assessment of new arrestees at the jail and community supervision of adult defendants released from jail or on summons during the pretrial stages of their criminal cases - Primary contact is Pretrial Services Manager, Lindsay Kelly. 3. Work Release Facility (1390 N. 17th Ave., Greeley) — Alternative sentencing program option for the Courts in lieu of using the Weld County Jail for sentenced misdemeanants, traffic violators and/or certain felony offenders. Primary contact is Alternative Sentencing Programs Director, Dianna Campbell. 4. Electronic Home Monitoring (1390 N. 17th Ave., Greeley and vendor, 810 9th St., Greeley) - Alternative sentencing program option for the Courts in which offenders are ordered to remain at their approved residence with placement on a GPS tracking device, in lieu of a traditional sentence to the Weld County Jail. Services are delivered by a sub- contracted vendor, with daily coordination and oversight by the department. Primary contact is Alternative Sentencing Programs Director, Dianna Campbell. Some basic numbers...as of today. Pretrial Services —1,605 defendants currently on court -ordered pretrial release (community) supervision); 7 -days a week, pretrial personnel also screen new arrestees at the jail for daily bond hearings; since 1/1/2021, 1,272 risk assessments completed and 393 Domestic Violence Screening Instruments (DVSI) reports completed. Work Release Facility — 83 clients currently in facility (on 3/6/2020, when COVID hit it was 201); recently adjusted to increase our operational capacity to 128 clients (112 males, 16 females); 1 client tested positive for COVID over the weekend (Court ended placement and the client is no longer with the program); ongoingly work with WCDPHE to ensure safe protocols. ADMIN — since 1/1/2021, 455 offender referrals screened for placement by ICCS -3 Department/Community Corrections Board, all billings/invoices/auditing/tracking of ICCS is done by our Department.
