BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, AUGUST 23, 2021
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, Monday August 23, 2021, at the hour of 9:00 a.m.
e ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Steve Moreno, Chair - EXCUSED
Commissioner Scott K. James, Pro-Tem
Commissioner Perry L. Buck
Commissioner Mike Freeman - EXCUSED
Commissioner Lori Saine
Also present:
County Attorney, Bruce Barker
Clerk to the Board, Esther Gesick
Controller, Barbara Connolly
MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County
Commissioners meeting of August 18, 2021, as printed. Commissioner Buck seconded the motion, and
it carried unanimously.
• PUBLIC INPUT: No public input was offered.
• AMENDMENTS TO AGENDA: There were no amendments to the agenda.
El CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed.
Commissioner Buck seconded the motion, and it carried unanimously.
= COMMISSIONER COORDINATOR REPORTS: Commissioner Buck reported $4.2 million in
Emergency Rental Assistance funding has been approved, and staff has processed 2,102 requests.
Chair Pro -Tern James stated the E911 Public Safety Communications Board has approved the first -in
expenditure which will help with more of a computer automated fire dispatching endeavor.
• WARRANTS:
1) GENERAL WARRANTS - AUGUST 20, 2021: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously.

BIDS:
1) APPROVE BID #B2100112, 19999 CR 66 DEMOLITION PROJECT (HUNT PROPERTY) -
DEPARTMENT OF PUBLIC WORKS: Rob Turf, Purchaising Manager, stated staff recommends
selecting the lowest bidder who met specifications, Buxman Excavating, LLC, for a total amount of
$38,600.00. He noted the proposal is below the Engineer's estimate of $45,000.00. Commissioner Saine
moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried
unanimously.
NEW BUSINESS:
1) CONSIDER CONTRACT ID #5210 GRANT APPLICATION FOR INTERNET CRIMES AGAINST
CHILDREN (ICAC) TASK FORCE AND AUTHORIZE CHAIR TO SIGN - COLORADO SPRINGS
POLICE DEPARTMENT: Captain Alan Caldwell, Sheriff's Office, on behalf of Daren Ford, Director of the
Northern Colorado Regional Forensic Laboratory, stated this application is requesting $11,615.25 to be
used for software that allows the extraction of cell phone data, additional software which allows lab
technicians to copy hard drives of Mac computers, registration for a technician to attend the ICAC
conference, and purchase of two (2) digital evidence transport bags, as well as a laptop to process
evidence phones. He noted each of these items will be used on a regular basis to combat internet crimes
against children. Commissioner Buck moved to approve said application and authorized the Chair to sign.
The motion was seconded by Commissioner Saine and it carried unanimously.
2) CONSIDER APPOINTMENT OF DEPUTY DISTRICT ATTORNEY AND AUTHORIZE CHAIR TO
SIGN - ASH MCCUAIG: Commissioner Saine moved to approve said appointment and authorized the
Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. There were no Ordinances approved at this meeting.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board.
There being no further business, this meeting was adjourned at 9:08 a.m.
