HomeMy WebLinkAbout20212575.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, AUGUST 30, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, August 30, 2021, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro-Tem Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly CZ MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of August 25, 2021, as printed. Commissioner James seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner James moved to approve the Consent Agenda, as printed. Commissioner Freeman seconded the motion, and it carried unanimously. Ka COMMISSIONER COORDINATOR REPORTS: Commissioner Buck expressed 4.6 million dollars in Emergency Rental Assistance has been approved to date, which amounts to 2,214 requests being processed and 1,498 households being evaluated. She further expanded the Colorado Department of Human Services Pandemic EBT Food Assistance Program has issued 250 million dollars to ensure over 300,000 children have access to healthy food to assist families impacted by hybrid learning models. Commissioner James stated the Department of Information Technology and the Coroner's Office have reported difficulty in workforce recruiting and he is hopefull the hiring situation will start to be rectified on September 26, 2021, when certain types of funding will no longer be available. He also presented information about upcoming transportation meetings. Commissioner Saine stated the Colorado Association of Solar and Storage awarded both Weld County and Tom Parko, Director of the Department of Planning Services, for their work on solar development. Commissioner Freeman briefly discussed the l o/t°I Minutes, Monday, August 30, 2021 Page 1 2021-2575 BC0016 unemployment rate and need for a returned workforce throughout the nation. The Board also congratulated Commissioner Freeman on the birth of his new granddaughter. IrA PRESENTATIONS: 1) RECOGNITION OF SERVICES, DEPARTMENT OF HUMAN SERVICES - NORMA SOTELO: Chair Moreno read the certificate for the record. WARRANTS: 1) GENERAL WARRANTS - AUGUST 27, 2021: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously. Ira 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - AUGUST 17, 20, and 24, 2021: Commissioner Buck moved to approve the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner Freeman seconded the motion, and upon a roll call vote, the motion carried four (4) to one (1), with Commissioner Saine opposed. BIDS: 1) APPROVE BID #B2100114, DELL EMC DATA PROTECTION AIR GAP CYBER RECOVERY — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated staff received three (3) responses and recommends approval of the low bid from Lewan Technology, for the amount of $606,313.00. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner James and it carried out unanimously. 2) PRESENT BID #B2100079, EVIDENCE MANAGEMENT SYSTEM — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated four (4) responses were received, which staff will review and make a recommendation on September 13, 2021. El 3) REJECT BID #B2100115, COOLING TOWER REPLACEMENT (CENTENNIAL CENTER) - FACILITIES DEPARTMENT: Rob Turf, Purchasing Department, stated one (1) bid was received that exceeded the budget and staff recommends rejecting said bid to re-evaluate at later date when construction costs lower. Commissioner James moved to reject said bid. The motion, which was seconded by Commissioner Buck, carried unanimously. NEW BUSINESS: 1) CONSIDER TEMPORARY CLOSURE OF CR 16 BETWEEN CRS 15 AND 17: Amy Mutchie, Department of Public Works, requested the closure of County Road 16 from August 30, 2021, through September 2, 2021, for the replacement of an irrigation culvert, and noted the detour is paved. Commissioner Freeman moved to approve said temporary closure. Seconded by Commissioner James, the motion carried unanimously. 2) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES, AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Barbara Connolly, Weld County Controller, presented a list of equipment that is ready for auction and has been replaced. Commissioner James moved to declare certain equipment as surplus property, approve the sale of same at auction, and authorize the Controller to sign any necessary documents. Commissioner Freeman seconded the motion and it carried unanimously. 3) SECOND READING OF CODE ORDINANCE #2021-13, IN THE MATTER OF REPEALING AND Minutes, Monday, August 30, 2021 Page 2 2021-2575 BC0016 REENACTING, WITH AMENDMENTS, CHAPTER 29 BUILDING REGULATIONS, OF THE WELD COUNTY CODE (2018 INTERNATIONAL RESIDENTIAL CODE - RADON CONTROL METHODS): Commissioner James moved to read Code Ordinance #2021-13 by title only. Seconded by Commissioner Saine, the motion carried unanimously. Bruce Barker, County Attorney, read the title for the record. Tom Parko, Director of the Department of Planning Services, summarized the changes to Chapter 29 Building Regulations, specifically the International Residential Code, to add Appendix F, addressing radon levels in new construction. He acknowledged this was brought to his attention by Gabriella Vergara, Department of Public Health and Environment. No public testimony was offered concerning this matter. Commissioner Buck thanked the staff of the Department of Public Health and Environment for assisting the public. Commissioner James moved to approve Code Ordinance #2021-13 on Second Reading. Commissioner Buck seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2021-13 was approved on Second Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
