The Weld County Board of Health met on February 23, 2021, at 9:00 a.m. in the second -floor
hearing room of the Weld County Department of Public Health and Environment and by via
Microsoft Teams.
Those present included:
Board Members: Nicholas Berryman, Bree Lukens, Sandra Owens, Anthony Gallardo, Fred Hepner,
Tim Annable and Jeff Reck.
Others: Mark Lawley, Executive Director, Katie Sall and Lauren Light Environmental Health
Presenter: Elizabeth McEvoy- Health Data Specialist -Community Health Assessment Survey
APPROVAL OF AGENDA
The meeting was called to order at 9:03 AM. A motion was made by Tim Annable to approve the
agenda as presented. Jeff Reck seconded the motion and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the January 26, 2021 meeting. A motion was made to approve by
Fred Hepner and Tim Annable seconded the motion and the motion was carried unanimously
ADMINISTRATIVE REPORT: Mark Lawley
1. COVID — Health Care workers/1'responders & 70 + age group are currently receiving the l'
and rd dose of the vaccine.
2. We are taking calls and signing up people to pre -register for the 2nd shot vaccine.
3. We continue to do contact tracing
4. We are doing between 350 and 400 vaccines a week.
5. We have 40 providers in Weld County set-up to give the vaccine.
6. We will be having a mass roll -out at The Ranch on March 6-7 to give shots. People can go to
www.weldhealth.gov for more information.

BUSINESS
Biosolids Renewals
Denali Water Solutions, (Veris Environmental)- Katie Sall presented 12
biosolids renewal applications. No public comments or concerns were received. Environmental
Health recommends approval.
DS -201105, DS -201108, DS -201203, DS -201204, DS -201314, DS -201321, DS -201326, DS -
1800001, DS -1800002, DS -1800003, DS -1800004 and DS -1900004.
A motion was made by Fred Hepner to approve the renewals. Jeff Reck seconded the motion and the
motion was carried unanimously.
PRESENTATIONS
Elizabeth McEvoy — Health Data Specialist- Community Health Assessment Survey
What is community health assessment? We collect countywide data using random sample household
survey. We have done this in 2007, 2010, 2013, 2016, 2019. We received over 2,000 responses or
20%. Residents have air quality concerns from road vehicles, industry and from agriculture. The air
quality from vehicles varies by region, 81% from Greeley/Evans and 70% from other towns.
Some other concerns were not enough recycling, too many mosquitos, too many flies and excessive
flooding.
COVID 19 Questions:
1. 1 in 5 respondents were tested- Just over 2% were diagnosed with COVID.
2. 1 in 3 residents were worried about getting COVID.
3. Over 40% of residents worked from home due to COVID.
4. Statewide 66% said they would get the vaccine when available to them
Key takeaways from both surveys:
Residents express air quality and environmental health concerns
Residents report visiting family and friends despite adopting other preventative behaviors against
COVID 10.
Nearly 1 in 4 residents were unsure about getting a COVID vaccine
Resident comment the impact of COVID included employment status and mental health issues.
Staff Discussions-
OWTS changes coming and Bob Choate Assistant County Attorney will be next months presenter.
A motion by Fred Hepner to adjourn the meeting and was seconded by Sandra Owens. Meeting was
adjourned at 9:47 am. Next meeting is Tuesday, March 23, 2021.
