Supervisory personnel in most cases are long time employees which were placed in these positions as a result of their educational background or experience. We feel that all Supervisory personnel are well qualified for the positions they hold and are willing and able to work with and train new participants. D. Compensation of Participants The City of Greeley and Weld County have both established schedules of compensation. These include classification of employees, pay ranges and pay steps. Participants will be paid the same salary as regular employees hired to fill like positions. E. Maintenance of Effort The jobs to be filled under the Emergency Employment Act by Weld County have not been filled for the past two years. Funds were requested in the 1969, 1970 and 1971 county budgets but the requests were denied because of our low tax base and high mill levy. The work will not be performed unless E.E.A. funds are received. Filling of these positions will not displace current employed workers, either on a full-time basis or a parttime basis. Some funds have been provided in the 1972 county budget so as to be able to place at least 50% of the persons employed under the Emergency Employment Act Grant in full-.time employment when the grant period expires. ( - - • /04,.// MA 6=t,8B 1 t A. Methods of Recruitment and Selection The City of Greeley advertises all job vacancies and also posts them in the Civic Center Complex. Additionally, the State Department of Employment in Greeley is advised when these vacancies occur. Every effort is made to give veterans preference and when veterans are not available, unemployed are considered. Generally, from six to twelve applicants are inter- viewed for each position and the City' s job specifications are used as a guide in selecting qualified applicants. Needless to say, Vietnam war veterans will be given every consideration. If veterans are not available unemployed will be considered. Individuals who are presently employed will not be considered as applicants. B. Training for New Employees New employees will be given on-the-•job training by Superintendents, Supervisors, Foremen, and Co-workers. Partici- pants who exhibit some special skill and aptitude will be given an opportunity to enroll in correspondence school classes or classes at Aims College, in order to further develop their special job-related skills. Attendance and enrollment at special work- shops , seminars , and other training .media_will also be encouraged. C. Career Development The Personnel Department of the City of Greeley has re- cently revised and up-dated its entire range of job specifications. This has been done in order to more nearly reflect what is actually required of an employee in each job classification and to encourage advancement to more responsible employment. The Fire and Police Department of the City of Greeley are the only City Departments who are under Civil Service. Requirements for employment in these areas are not too restrictive. At present, the occupational fields most likely to expand are environmental quality, health care, public safety, recreation, maintenance of parks and streets, pollution control , housing and ' neighborhood improvement and conservation and beautification. Personnel Policies provide for established pay ranges which include annual cost-of-living increases and in some cases, merit increases. When job openings occur, information is posted and made available to all City and County employees. Employees who are interested in advancement are also encouraged to apply for the position. • Page 2 Contact is also maintained with the State Department of Employment in order to place individuals in fulltime, permanent jobs. The jobs being filled by participants are positions which the City has been desirous of filling for several years and every effort will be made to budget sufficient funds to absorb these participants into our own permanent staff. As a general rule, supervisory personnel are long-time employees who were assigned to these positions due to their educational backgrounds and experience. For this reason they are qualified to help train the new participants and give them the on-the-job help which is needed. D. Compensation of Participants The City of Greeley's pay schedule was established and is periodically up-dated by the City Council . The pay schedule in- cludes employee classification, pay ranges, and pay steps. All participants will be paid the same salary as regular employees who have been hired to fill similar or like positions. E. Maintenance of Effort The jobs which are to be filled under the Emergency Employment Act by the City of Greeley have not been filled for several years. Funds were requested in budgets submitted during 1969 , 1970, and 1971, but were deleted due to lack of funds. The work would not be performed otherwise, if E.E .A. funds were not received. Filling of these positions will not displace currently employed individuals, either on a full-time or part-time basis. Some funds have been provided in the 1972 City budget in order to place at least 508 of the persons employed under the E.E.A.
