HomeMy WebLinkAbout20211675.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, JUNE 28, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, June 28, 2021, at the hour of 9:00 a.m. int ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro -Tern Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly = MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of June 23, 2021, as printed. Commissioner Saine seconded the motion, and it carried unanimously. 'PUBLIC INPUT: No public input was given. al AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Saine seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Commissioner James reported on the opening of the new Coroner's building, relayed the IT Department has activated the new Intranet webpage, and stated Public Safety Communications has transitioned from using the Spillman software to the new Central Square software. Commissioner Buck relayed the Department of Human Services has issued $2.5 million in Emergency Rental Assistance payments, with 101,354 requests processed, and 921 households evaluated. She stated the Child Support Division received an Outstanding Large County Award, presented by the Colorado Family Support Council; in May, the Child Support team collected over $2,000,000.00; and she highlighted August is Child Support Awareness month. Lastly, she shared Employment Services will host a site -hiring event for the USDA July 1st and 2nd. Chair Moreno shared he and Commissioner James joined the virtual Legislation wrap-up from the University of Northern Colorado, naming those in attendance and providing a brief summary of the discussions. Chair Moreno 09/1 3 Minutes, Monday, June 28, 2021 Page 1 2021-1675 BC0016 stated he, along with Commissioners Freeman and Saine, attended the ceremony for the new truck given to the Weld County Food Bank, by Occidental. Commissioner Saine presented a slide show of photos from the CSU Extension's first Cow Costume Contest (Exhibit A), along with photos of the Dearfield Project's dig of artifacts (Exhibit B). • PRESENTATIONS: 1) GOVERNMENT FINANCE OFFICER'S ASSOCIATION (GFOA), CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING - BARBARA CONNOLLY, CONTROLLER, AND WELD COUNTY ACCOUNTING DEPARTMENT STAFF: Chair Moreno recognized the Accounting Department for achieving this award. Barbara Connolly, Controller, expressed her appreciation to the Commissioners and introduced the Accounting staff in attendance (Donna McNamara, Jessica Lucero, Teri McDaniels, Jessie Pacheco, Chris D'Ovidio, Vicki Mau, and Kim Dewey [not present]) and their respective responsibilities. Chair Moreno commended the staff for their excellence, noting the Department has received this award for 43 years. Mr. D'Ovidio commented, the team is only as good as their leader, and he hopes to continue the tradition of this award. The Commissioners, in turn, expressed their appreciation to the Department for an outstanding job, stating Ms. Connolly will be greatly missed in her upcoming retirement, but expressed confidence in the ongoing abilities of the team and future leadership. (Clerk's Note: Following the meeting, the group gathered for a photo opportunity.) • WARRANTS: 1) GENERAL WARRANTS - JUNE 25, 2021: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion, and it carried unanimously. Ei 2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - JUNE 25, 2021: Commissioner James moved to approve the Greeley -Weld County Airport Authority Warrants, as printed. Commissioner Freeman seconded the motion. Chair Moreno requested a Roll Call vote, which passed four to one, with Commissioner Saine being opposed. BIDS: 1) APPROVE BID #62100083, CISCO UNIFIED COMMUNICATIONS MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, introduced Zivaro, Inc., the sole bidder selected by staff and confirmed they met all specifications, for a total amount of $138,101.55. Commissioner Freeman moved to approve said bid. Commissioner James seconded the motion, and it carried unanimously. • 2) APPROVE BID #62100099, PAVING FABRIC SUPPLY - DEPARTMENT OF PUBLIC WORKS: Rob Turf, Purchasing Department, introduced Vance Brothers, Inc., as the sole bidder, and explained there are many distributors of the fabric, but only one in the area that does installation. He confirmed they met all specifications, for a total amount of $617,807.00. Commissioner James moved to approve said bid. Commissioner Buck seconded the motion, and it carried unanimously. j 3) APPROVE BID #B2100101, CR 47 AND SH 392 SIGNALIZATION PROJECT - DEPARTMENT OF PUBLIC WORKS: Mr. Turf introduced TAT Construction, LLC, the sole bidder selected by staff who met all specifications, for a total amount of $497,304.00. He explained the Engineer's estimate is $600,834.00, and the project is fully funded by the Colorado Department of Transportation (CDOT) and a grant from the Federal Highway Administration (FHWA). Commissioner Freeman moved to approve said bid. Commissioner Buck seconded the motion, and it carried unanimously. Minutes, Monday, June 28, 2021 Page 2 2021-1675 BC0016 4) PRESENT BID #B2100104, TANDEM AXLE TANK TRAILER WITH DUST PALLIATIVE SPRAY SYSTEM (QTY 2) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated nine (9) entities downloaded the specifications, he presented the one (1) bid received and stated staff will make a recommendation on July 12, 2021. (Clerk's Note: At staff's request, this item was relisted on June 30, 2021, and subsequently rejected.) ▪ NEW BUSINESS: 1) CONSIDER TEMPORARY CLOSURE OF CR 42 BETWEEN CRS 35 AND 37: Amy Mutchie, Department of Public works, stated the closure commencing July 6, 2021, and continuing through July 16, 2021, will include work on three (3) irrigation culverts in preparation for upcoming road work, and water will be utilized for dust control, as needed. Commissioner James moved to approve said temporary closure. Commissioner Buck seconded the motion, and it carried unanimously. ▪ 2) CONSIDER TEMPORARY CLOSURE OF CR 54 BETWEEN CRS 55 AND 57: Ms. Mutchie stated this closure will begin on June 28, 2021, through July 1, 2021, for replacement of an irrigation culvert, and water will be utilized for dust control. Commissioner Saine moved to approve said bid. Commissioner James seconded the motion, and it carried unanimously. El 3) CONSIDER TEMPORARY CLOSURE OF CR 43 BETWEEN CR 60.5 AND SH 392: Ms. Mutchie stated this closure will begin June 28, 2021, and continue through August 27, 2021. She relayed this is a multiple mile closure, stating the Haul Route Project (HRP) strategy is to start on the north end and move south prior to harvest operations later in the summer. In response to Chair Moreno, Ms. Mutchie stated the message board went up today. In response to Commissioner Freeman, she confirmed the 3.5 miles will be closed for two (2) months, with the intent of opening the completed portions of road as they progress, versus opening and closing various sections throughout the project. In response to Chair Moreno, Ms. Mutchie confirmed they have been in contact with adjoining property owners to coordinate schedules. Commissioner James moved to approve said temporary closure. Commissioner Buck seconded the motion, and it carried unanimously. • 4) SECOND READING OF CODE ORDINANCE #2021-10, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTER 21 AREAS AND ACTIVITIES OF STATE INTEREST, OF THE WELD COUNTY CODE (SITING OF SOLAR ENERGY FACILITIES): Commissioner James moved to read Code Ordinance #2021-10 by title only. The motion was seconded by Commissioner Freeman, and it carried unanimously. Mr. Barker read the title for the record. Tom Parko, Director of the Department of Planning Services, stated this ordinance deals with 1041 Solar Energy Facilities (SEF) located on a 160 -acre parcel, or greater, in the Near/Urban Area or for a facility located on a greater than 320 -acre parcel in Ag/Rural Areas. He relayed there have been no changes since First Reading. No public testimony was offered concerning this matter. Commissioner James moved to approve Code Ordinance #2021-10 on Second Reading. Commissioner Saine seconded the motion and commended staff for their great work on this Code Ordinance. There being no further comments, the motion carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2021-10 was approved on Second Reading. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
