This letter is in response to an August 24, 2020, request submitted by Mr. David Bergh, P.E., of Jacobs
Engineering Group, Inc., that the Department of Homeland Security's Federal Emergency Management
Agency (FEMA) issue a revision to the flood hazard information for your community in Weld County,
Colorado.
The requested Letter of Map Revision (LOMR) Case No. 20-08-0930P is one of many current and
upcoming LOMRs that tie-in to the new Colorado Hazard Mapping Program (CHAMP) study that
reanalyzes several identified flooding sources in Colorado. As outlined in the December 19, 2018, memo
from Boulder County, entitled "Procedure for LOMRs and CLOMRs on CHAMP Studied Streams in
Boulder County," and subsequently concurred upon by a February 6, 2019, response from Federal
Emergency Management Agency (FEMA) Headquarter's Engineering Services Branch, LOMRs within
Boulder county, Colorado, which are submitted to tie-in to the CHAMP analysis will be reviewed and
applied to the upcoming regulatory products associated with the CHAMP study, and will not be applied to
the current effective flood hazard data. Because this revision involves both Boulder and Weld counties,
the Boulder county approach has been applied to this revision request.
We have completed our review of this LOMR Case No. 20-08-0930P and have determined that the
preliminary Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS) report for your
community should be revised. The LOMR will tie-in to the new FIRM and FIS report because they
include the results of the CHAMP study. However, due to the anticipated timelines of both the CHAMP
study and the currently submitted LOMR request, this revision will not be able to be incorporated into the
preliminary FIRMs and FIS report at this time. As a result, the LOMR will be reopened at a future date to
revise the new FIRMs and FIS report once the effective date of the new study has been determined.

Because this revision also affects the City of Longmont and Unincorporated Areas of Boulder county, a
separate special response letter for those communities was issued on the same date as this letter.
Therefore, this letter hereby completes our processing of LOMR Case No. 20-08-0930P. If you have any
questions regarding this letter, please contact Mr. Brian Koper, of my staff in Washington D.C., either by
telephone at (202) 646-3085 or by e-mail at brian.koper@fema.dhs.gov, the FEMA Mapping and
Insurance eXchange (FMIX) toll free at (877) 336-2627 (877-FEMA MAP), or by letter addressed to the
LOMC Clearinghouse, 3601 Eisenhower Avenue, Suite 500, Alexandria, VA 22304-6426. If you have
specific questions concerning the upcoming preliminary FIRMs or overall study status, please contact Ms.
Jeanine D. Peterson, FEMA Region VIII, either by telephone at (303) 235-4830 or by e-mail at
