HomeMy WebLinkAbout20211225.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, MAY 5, 2021 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, May 5, 2021, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Steve Moreno, Chair Commissioner Scott K. James, Pro -Tern Commissioner Perry L. Buck Commissioner Mike Freeman Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Controller, Barbara Connolly El MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of May 3, 2021, as printed. Commissioner Buck seconded the motion, and it carried unanimously. • PUBLIC INPUT: Steve Teets, Greeley resident, thanked Commissioner James for providing the COVID-19 data from the County dashboard. Secondly, he inquired concerning potential Bustang routes from Sterling, Colorado, and Commissioner James offered to provide a copy of the two routes proposed by the North Front Range Metropolitan Planning Organization (NFRMPO). • AMENDMENTS TO AGENDA: There were no warrants for the Greeley -Weld County Airport Authority; therefore, Commissioner James moved to delete item #2 from Warrants. Seconded by Commissioner Buck, the motion carried unanimously. • CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Saine seconded the motion, and it carried unanimously. El PROCLAMATIONS: 1) MEAD MAVERICKS DAY, CLASS 4A BOYS BASKETBALL STATE CHAMPIONS - MAY 5, 2021: Chair Moreno read the certificate recognizing the accomplishments of the Mead Mavericks Boys Basketball team. Darin Reese, Coach, stated this is their first official State Championship which was won with perseverance and character, and he introduced each of the team members. The Commissioners, in turn, congratulated the team for their previous year's accomplishments that were cut short when the 051981 1 Minutes, Wednesday, May 5, 2021 Page 1 2021-1225 BC0016 tournament was cancelled as a result of the COVID-19 Pandemic Health Emergency, acknowledged this year's accomplishment as a repeat championship, and encouraged the athletes to continue working hard at all of their endeavors. (Clerk's Note: The group gathered for a photo opportunity.) • 2) NATIONAL NURSES WEEK - MAY 6-12, 2021: Chair Moreno read the certificate recognizing the dedication and compassion of nursing professionals and proclaiming May 6-12, 2021, as National Nurses Week. Mark Lawley, Director of the Department of Public Health and Environment, thanked the Board for recognizing the County nurses who go above and beyond in their daily responsibilities, in addition to working long hours facilitating clinics administering COVID-19 vaccines. At the invitation of Chair Moreno, each of the nursing staff introduced themselves and the work they perform within the Weld County Department of Public Health and Environment. Cynthia Horn, Chief Nursing Officer and Nurse Practitioner, thanked the Board for recognizing the team for all of their efforts during the past year. The Commissioners emphasized the compassion and professionalism of the Nursing Division staff who always strive to keep Weld County residents safe and healthy, as well as stepping up during the COVID-19 Pandemic Health Emergency. (Clerk's Note: the group gathered fora photo opportunity.) El WARRANTS: 1) GENERAL WARRANTS - MAY 4, 2021: Commissioner Freeman moved to approve the General Warrants, as printed. Commissioner Buck seconded the motion, and it carried unanimously. BIDS: 1) APPROVE BID #B2100082, CISCO MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated staff recommends selecting the lowest bidder who met specifications, Zivara, Inc., for a total amount of $169,165.54. Commissioner James moved to approve said bid. Commissioner Buck seconded the motion, and it carried unanimously. • 2) APPROVE BID #B2100084, DELL EMC MAINTENANCE AND SUPPORT — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose reviewed staff's recommendation to select Lewan Technology, the low bidder meeting specifications, for a total amount of $197,363.00. Commissioner Freeman moved to approve said bid. Commissioner Buck seconded the motion, and it carried unanimously. El 3) PRESENT BID #B2100088, DELL EMC IDPA DATA PROTECTION SOLUTION — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose introduced Lewan Technology as the sole bidder and stated staff will review and make a recommendation on May 19, 2021. • 4) PRESENT BID #B2100089, ZERTO REPLICATION SOLUTION — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose presented the four (4) bids received and stated staff will make a recommendation on May 19, 2021. • 5) PRESENT BID #B2100086, WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) ONE STOP OPERATOR — WELD COUNTY WORKFORCE DEVELOPMENT BOARD: Rob Turf, Purchasing Department, stated 24 vendors downloaded the specifications; however, only one bid was received, which will be reviewed by the Workforce Development Board who will make a recommendation on May 19, 2021. Minutes, Wednesday, May 5, 2021 Page 2 2021-1225 BC0016 • NEW BUSINESS: 1) CONSIDER CONTRACT ID #4711 AGREEMENT FOR RESPITE SERVICES AND AUTHORIZE CHAIR TO SIGN - BRIAN AND SHELBY WILSON: Gabe Kalousek, Assistant County Attorney, on behalf of Jamie Ulrich, Director of the Department of Human Services, reviewed the terms of the agreement. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner James, the motion carried unanimously. • 2) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY AND AUTHORIZE DONATION OF SAME TO PLATTE VALLEY AG DEPARTMENT: Barbara Connolly, Controller, explained the existing cattle pens have been replaced and are no longer needed by the CSU Extension Service, therefore, staff recommends donating the equipment for ongoing use. Commissioner James moved to declare said equipment as surplus property and authorize the donation to the Platte Valley Ag Department. Commissioner Saine seconded the motion, and it carried unanimously. El 3) CONSIDER DECLARING CERTAIN EQUIPMENT AS SURPLUS PROPERTY, APPROVE SALE OF SAME AT AUCTION WITH ROLLER AND ASSOCIATES, AND DELEGATE AUTHORITY TO CONTROLLER TO SIGN ANY NECESSARY DOCUMENTS: Ms. Connolly stated various pieces of equipment have been replaced and are now ready for auction. Commissioner Freeman moved to declare said equipment as surplus property, approve the sale at auction, and delegate authority to the Controller to sign any necessary documents. Commissioner Buck seconded the motion, and it carried unanimously. • 4) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CR 84 BETWEEN CR 33 AND U.S. HIGHWAY 85: Amy Mutchie, Department of Public Works, on behalf of C&H Excavation, explained the extension request will allow completion of turn lanes and ditch construction which were delayed by weather conditions and construction issues. She noted the existing message boards will be updated and remain in place, and the detour routes are paved. Commissioner James moved to approve said closure extension. Commissioner Buck seconded the motion, and it carried unanimously. • 5) FINAL READING OF CODE ORDINANCE #2021-07, IN THE MATTER OF REPEALING AND REENACTING, WITH AMENDMENTS, CHAPTERS 2 ADMINISTRATION AND 5 REVENUE AND FINANCE, OF THE WELD COUNTY CODE (WCPHE CLOSURES): Commissioner Freeman moved to read Code Ordinance #2021-07 by title only. Seconded by Commissioner James, the motion carried unanimously. Mr. Barker read said title for the record. Ms. Connolly reviewed the change eliminating any reimbursements for commuting mileage and the adjustments for work -related air travel. No public testimony was offered. Commissioner Buck moved to approve Code Ordinance #2021-07 on Final Reading, as amended. Commissioner Saine seconded the motion, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. Code Ordinance #2021-07 was approved on Final Reading, as amended. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
