RECORD OF PROCEEDINGS
MINUTES OF A MEETING WITH THE
BOARD OF SOCIAL SERVICES IN WELD COUNTY
The meeting convened at 1:30 p.m. on May 8, 1974 with the following present: Mr.
Harry S. Ashley, Chairman, Mr. Glenn K. Billings and Mr. Roy Moser, Members of the
Board, Mr. Barton Buss, Chief Accounting Officer for Weld County, Mr. Eugene McKenna,
Director of the Weld County Department of Social Services, and Mrs. Roberta iermansen,
secretary to Mr. McKenna.
The caseload status report for April was distributed and discussed. Public Assistance
caseloads and Food Stamp sales showed a slight decline compared with March, 1974. Aid
to the Seedy Disabled dropped by 13 individuals and Old Age Pension by 74 individuals.
A graph showing a caseload comparison trend from January, 1966 through April, 1974
was presented to the Board. There has been a downward trend since February, 1973.
The Board was verbally invited to the Department's Open House from 3:00 to 6:00 p.m.
on Thursday, may 16. They have also received a written invitation.
The building deficiencies have been corrected. Approval for release of funds to
Mr. Box was given by the Board. Concerning the water pipe that was cut by Green
Thumb, Mr. nails felt the bill for repairs for damage caused by them should be de-
ducted fron their payment.
Concerning getting reimbursement for the paving to be done at the Department's
building, the State Department favors a ten-year basis rather than a one-year basis.
If the amount for paving were to be paid out of the Public Welfare Fund, then it
could be reimbursed over a ten-year period. That would, though, make the Department
$22,275 short in the Public Welfare Fund. Because of transferring this money from
the Public Welfare Fund, there might need to be a supplemental appropriation made
toward the end of the year. Mr. Ashley suggested that the Board talk with Mr. Telep
about this matter. They would like to go this way if it is legal.
Concerning the Youth Services Bureau shelter home, Department staff is working with
Mr. Evan Green and studying housing available (Buell School) . Interviewing is being
done for a senior counselor and a director for the shelter home.
The Advisory Committee to the Department has elected not to hold regular, formal
meetings, since this is no longer mandated by the Federal government. They will
be available to the Department for consultation as needed and held in a reserve
capacity.
Mr. McKenna gave the board a copy of the Colorado Dental Service Newsletter. The
local dental society is a part of this Colorado Dental Service. Among other items,
the newsletter described a dental insurance program, a program that is in force at
Monfort's. Mr. McKenna thought the county might be interested in this for its em-
ployes. Mr. Buss will look into the matter.
There being no further business, the meeting adjourned at 2:20 p.m.
