HomeMy WebLinkAbout20220285.tiffMINUTES WELD COUNTY COUNCIL September 20, 2021 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, September 20, 2021, at the Weld County Administration Building, 1150 0 Street, Greeley, CO. ROLL CALL: The meeting was called to order by President James Welch. Councilmembers Nancy Teksten, Tonya L. Van Beber, Nancy Teksten, Elijah Hatch and Rupert Parchment were present, constituting a quorum of members. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA : Councilmember Teksten made a motion to approve the agenda, seconded by Councilmember Van Beber and carried. APPROVAL OF DOCUMENTATION: Approval of August 16, 2021, Minutes Councilmember Parchment made a motion to approve the August 16 minutes, seconded by Councilmember Teksten and the motion carried. 2"d Quarter Report to the People Councilmember Teksten made a motion to approve the 2nd Quarter Report to the People, seconded by Councilmember Parchment, and the motion carried. REVIEW PROGRAM: Tom Parko, Planning and Zoning e Mr. Parko presented an organizational chart showing his department has 39 full-time employees. The department will be moving to the Clerk and Recorders office probably in July of 2022. Mr. Parko said it's been an interesting year due to Covid and the local economy. Permit requests have been down while residential permits have been through the roof. He said there's been an increase in small businesses wanting to work out of their homes. He said it's been a challenge to find surveyors and engineers. Commodities such as building materials have been taking longer to acquire, presenting challenges. His department offers a small business incentive program, established in 2014. To date, they've assisted more than 20 small businesses. They've helped to recoup startup costs, permit fees and septic permit fees, for example. Please see his Population and Development Report and the Department of Planning Services Work Output Report Addendums 1 and 2. PUBLIC COMMENT: There was no public comment. CoMtAUr1:Go`+;o) Ol/IR/2a 2022-0285 NEW BUSINESS: Coordinator Reports/Councilman Reports Councilmember Van Beber complimented the clerk and recorder's office. She said it was a quick process to get her license plates recently. Councilmember Hatch said Hannah Swanbom was recently hired as the Director of the Extension office. Councilmember Van Beber made a motion to approve bills, it was seconded by Councilmember Hatch and carried. The bills were paid as follows: o Weld County Phone Bill for August $25.00 Revision to June 21 Minutes After discussion, Council agreed the June minutes were correct as presented and no changes were necessary. Clarification to Don Warden's succession plan was referenced in correspondence of an email. Mr. Warden stated: "'Jennifer OfteaBudget istrationwill 11be will eassuming Don Warden's budget eplac replacing Don Warden in 18 months as duties in 18 months. Ryan Rose, CIO/Director of Admni the Director of Finance and Administration." OLD BUSINESS: There was no old business. The County ranges in elevation from approximately 4,400 feet above sea level on Pawnee Creek at the eastern edge of the County to approximately 6,200 feet at the Pawnee Buttes on the Pawnee National Grassland. The County has a number of valuable streams, creeks, and rivers including the Big Thompson, the Cache la Poudre, and the St. Vrain, all of which flow into the South Platte. These rivers facilitate a water system that delivers water to farmland throughout the County through some of the largest and most complex reservoir and irrigation systems in the world.. The County consists of approximately 3,992 square miles and is the third largest in the state, making it also twice the size of the State of Delaware. Weld County is bounded on the west by Larimer and Boulder Counties, on the east by Morgan and Logan Counties, on the south by Adams and Broomfield Counties, and on the north by Laramie County, Wyoming, and Kimball County, Nebraska. The County seat and largest city in Weld County is the City of Greeley, located within an hour's drive of the majestic Rocky Mountains and six major municipalities including Denver, and home to the University of Northern Colorado. Among the 64 counties in Colorado, Weld County ranks ninth in total population. Between 2010 and 2020, the County population grew by over 30%, the second fastest growing county in the state by percentage, and an average annual increase of 3%. The state as a whore grew by 14.8% over the decade, The population of Weld County increased by 76,129, the fifth fastest growing county by numbers, For the population under the age of 18, Weld County ranks seventh and was the fastest growing county by far both in numbers and by percentage for the decade. A review of historical U.S. Census data reveals a steady increase in the County population every decade from 1870 to 2020, except for the 1930s, when it declined by 2%. Weld County's average annual percentage increase between 1960 and 2020 was 2.9%. The state Demography Office projects population growth in the County to slow but remain much higher than that of the state as a whole. In 2050, Weld County's projected population is over 076,000' almost 9% of the projected state population of 7, 895, 090. Weld County is projected to be the fifth most populous county in the state at that point. The number of children in Weld County increased by 23.8% (16, 747) compared to just 3.1% (38,529) for the state as a whole. Weld County's increase represents 43.5% of the state's total increase in children over the decade. US 34 and State Highways 14, 52, and 392 facilitate east/west transit. I-76 provides for broader east/west travel. The highway and road system in the County is managed by the Colorado Department of Transportation, the County, and the 32 municipalities, with the County maintaining 2,906 miles of publicly maintained county roads. The total amount of County -maintained roads decreases as roads are annexed to municipalities. Colorado's vacancy rate was estimated to be 9.4% in 2020. After July, 2019, several uses that previously required public hearings before the Planning Commission and Board of County Commissioners were made administrative approvals. In 2020, the County's subdivision regulations were updated to replace Recorded Exemptions with Family Farm Divisions and Subdivision Exemptions with Public Facility Divisions. Other changes included a new Rural Land Division for small subdivisions (up to four lots) in the Agricultural zone, a new process for Lot Line Adjustments, and a reduction in the minimum lot size in the Agricultural zone from 80 acres to 35. On April 20, 2020, the price of West Texas Intermediate crude oil for May delivery crashed into negative territory for the first time in history. She assigns addresses for parcels created by planning processes, building permits and as requested by customers. She facilitates property research as required, assigned or requested. Beginning February 1, 2010, a modification to our computer program (Accela V360) changed the process for initiating violations, Now a complaint is initiated, an inspection completed and, in some cases, a courtesy letter is sent before determining whether an actual violation case is initiated. Approximately 20% of complaint cases are closed without initiating a violation case. Violation case numbers are now counted differently. She issues and resolves building code violations. The Building code Compliance officer gathers evidence and materials for presentation of cases for violation hearings before the Board of County Commissioners. She represents the Weld County Building Division and assists the county Attorney with required legal action.
