WELD COUNTY COUNCIL
February 22, 2021
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, February 22, 2021, at the Weld County Administration
Building, 1150 0 Street, Greeley, CO.
ROLL CALL:
The meeting was called to order by President James Welch. Councilmembers Nancy
Teksten, Tonya L. Van Beber, Elijah Hatch and Rupert Parchment were present, constituting a
quorum of members. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Teksten made a motion to approve the agenda, seconded by
Councilmember Van Beber and carried.
APPROVAL OF DOCUMENTATION:
Approval of January 18, 2021, Minutes
Councilmember Hatch made a motion to approve the January minutes, seconded by
Councilmember Teksten and the motion carried.
Fourth Quarter Report to the People
Councilmember Teksten made a motion to approve the January minutes, seconded by
Councilmember Parchment and the motion carried.
REVIEW PROGRAM:
Bruce Barker, County Attorney
County Attorney Bruce Barker provides legal services for the county including legal advice to
elected officials and department heads. His office also provides assistance to the Department of
Health and Human Services regarding dependency and neglect cases.
The county attorney's office provides advice ranging from contract work, to civil or legal work
regarding contracts, and interpreting state regulations.
Mr. Barker's office has spent a lot of time recently working with the air quality control
commission in Denver related to oil and gas. He said the commission continues to put
regulations on oil and gas, claiming levels of methane and ethane produced has been growing.
His office disputes that narrative so they've been pointing that out to the commission.
The county attorney's office advises the sheriffs department, offering opinions regarding the
jail, operations and patrol. The office provides legal advice to the clerk and recorder's office
regarding elections and questions about recording documents.
Mr. Barker said he particularly enjoys advising the County Commissioners almost on a daily
basis. He said no day is the same, which makes for interesting work.
Councilmember Teksten asked about Covid affecting the number of dependency and neglect
cases among children. Mr. Barker said there's definitely been an increase in abuse cases,
especially with families in isolation and facing economic hardship from the virus.

There was no public comment.
NEW BUSINESS:
Coordinator Reports/Councilman Reports
Councilmember Teksten did some research about access to the Covid vaccine,
particularly for elderly residents. She said there's been much frustration regarding how and
where to receive a vaccine. She pointed out that many elder residents aren't tech -savvy and
therefore have not had access to vaccines.
She said many seniors didn't know where to get help. She advised they contact Sunrise
Community Health as it has been providing vaccines faster and more efficiently than other
resources.
Bills
Councilmember Van Beber made a motion to approve bills, it was seconded by Councilmember
Parchment and carried. The bills were paid as follows:
o Weld County Phone Bill for January $25.00
Review Program Modification
Discussion was held regarding rearranging some of the review program speakers. Please see
Addendum 1 for an updated list.
OLD BUSINESS:
There was no old business.
ADJOURNMENT:
By acclamation, the meeting was adjourned at 7:29 p.m.
