Weld County Department of Public Health and Environment

The Weld County Board of Health met on April 27, 2021, at 9:00 a.m. in the second -floor hearing
room of the Weld County Department of Public Health and Environment and by via Microsoft
Teams.
Those present included:
Board Members: Nicholas Berryman, Bree Lukens, Sandra Owens, Fred Hepner, and Tim Annable.
Others: Mark Lawley, Executive Director, Holly Smith Public Health Administration Manager, Dan
Joseph, Director Environmental Health, Lauren Light and Katie Sall Environmental Health

APPROVAL OF AGENDA
The meeting was called to order at 9:19 AM. A motion was made by Fred Hepner to approve the
agenda as presented. Tim Annable seconded the motion and the motion was carried unanimously.
APPROVAL OF MINUTES
The board approved the minutes of the March 23, 2021 meeting. A motion was made to approve by
Tim Annable and Bree Lukens seconded the motion and the motion was carried unanimously
ADMINISTRATIVE REPORT: Mark Lawley, Executive Director
Vaccine clinics now being held at new Weld County Clerk & Recorder Building Monday through
Friday from 9AM to 3 PM. For those people that do NOT have internet access can call the health
department at 970-400-2121 Monday -Friday from 8AM to 5 PM to set up their appointments. We
also have created a Spanish line.
Mark Lawley said that when we get a strategic Plan update from Kim Boyd he will share with the
board.

Biosolids Renewals
Denali Water Solutions, (Veris Environmental)- Katie Sall presented 7 biosolids
renewal applications. No public comments or concerns were received. Environmental Health
recommends approval.
DS -1700003, DS -1700006, DS -1700007, DS -1800005, DS -1800006, DS -1800007, DS -1900005.
A motion was made by Fred Hepner to approve the renewals. Tim Annable seconded the motion and
the motion was carried unanimously.
PRESENTATIONS

Accreditation- National Guidelines 2016-2021-
Reaccreditation Project plan for 2022. We have 12 Domains:
1. Conduct & Disseminate Assessments of Health Issues Facing Community
2. Investigate Health Problems & Environmental Health Hazards
3. Inform & Educate Public Health Issues & Functions
4. Engage with Community to Identify & Address Health Problems
5. Develop Policies & Plans
6. Enforce Public Health Laws
7. Identify & Implement Strategies to Improve Access to Healthcare Services
8. Maintain Competent Workforce
9. Evaluate & Continuously Improve Processes, Programs & Interventions
10. Contribute to & Apply Evidence Base for Public Health
11. Maintain Administrative & Management Capacity
12. Governing Entity Informed & Engaged with Health Department
We have another 4 to 5 months to complete. We will not have a site visit this year but will have a
virtual approval.
Staff Discussions- May meeting will have new biosolids and lots of biosolid renewals. Future
presenters will be HHW, Zoonosis and Food inspectors
Meeting was adjourned at 9:42 am. Next meeting is May 25, 2021.
