WHEREAS, a public hearing was held on May 13, 1974, in the chambers
of the Board of County Commissioners, Weld County, Colorado, for the pur-
pose of hearing the petition of the Town of Grover, Weld County, Colorado,
requesting approval of site for a sewage treatment facility on the following
described property, to-wit:
That portion of the Northwest Quarter of Section 4,
Township 10 North, Range 61 West of the 6th P.M. , County
of Weld, State of Colorado, more particularly described
as follows:
Considering the West line of said Northwest Quarter as
bearing South 0° 58' 00" West with all bearings contained
herein relative thereto.
Beginning at the Northwest Corner of said Northwest
Quarter; thence along the West line of said Northwest
Quarter South 0° 58' 00" West 828.82 feet to the True
Point of Beginning. Thence perpendicular to said West
line South 89° 02' 00" East 300.00 feet; thence parallel
to said West line South 0° 58' 00" West 800.00 feet;
thence perpendicular to said West line North 89° 02' 00"
West 300.00 feet to said West line; thence along said
West line North 0° 58' 00" East 800.00 feet more or less
to the True Point of Beginning.
The ab ove described parcel contains a gross acreage of
5.51 acres, more or less,
and,
WHEREAS, the petitioner was present and represented by Mr. Bill
Hendrickson of the firm of Hogan & Olhausen, 2300 West Eisenhower,
Loveland, Colorado 80537, and
WHEREAS, there was no opposition to the request of petitioner,
and
WHEREAS, the said requested sewage treatment facility is to be
located in an agricultural zone as set forth in the Weld County Zoning
Resolution, and
WHEREAS, according to Section 3.3(2) of the Zoning Resolution
of Weld County, a sewage treatment facility is permitted upon approval
of site by the Board of County Commissioners of Weld County, and
WHEREAS, the Board of County Commissioners heard all the
testimony and statements of those present; has studied the request of
the petitioner; and studied the recommendations of the Weld County
Planning Commission, and
WHEREAS, the said Board has carefully considered the petition,
evidence, testimony, petitions and remonstrances and given the same such
weight as it, in its discretion, deems proper, and is now fully advised
in the premises;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners,
that the application of the Town of Grover, c/o Mr. Bill Hendrickson of
Hogan & Olhausen, Loveland, Colorado, for site approval to locate a sewage
treatment facility on the premises indicated above, be, and it hereby is
granted under the conditions following:

1. That any and all sewage treatment facilities to be installed
shall be approved by the State Health Department.
2. That petitioner shall proceed with due diligence to construct
said sewage treatment facility and shall have up to one year year from
date hereof to begin construction of same; otherwise, the Board may, for
good cause shown, on its own motion, revoke the permit herein granted.
3. That all applicable subdivision regulations and zoning
regulations shall be followed and complied with in accordance with the
Zoning Resolution of Weld County, Colorado.

The Weld County Planning staff has reviewed the application by
t,,e Town of Grover for federal assistance to install a municipal
sewer system. We recommend that the application be approved.
The entire town is presently on septic tanks , and this has re-
tarded location of needed industrial development and retail
• services . The septic tanks have created a pollution problem
which , although not serious as yet , could become a more serious
one if not corrected soon .
The Town of Grover has prepared a comprehensive plan in cooper-
ation with the Lerirer-Weld Regional Planning Commission. The
pr°noosed sewer system conforms with the Future Development Plan
-- Grover and would Greatly aid in its implementation . _ Instal -
lation of a municipal sewer system would create a more viable -
town . Improvements of the kind proposed would also enable
Grover to serve better the surrounding agricultural community.
In light of the two basic principles of proposed Weld County
Co:-orehensi ve Plan , the fostering of viable urban communities
and the enhancement 07 agriculture , we strongly recommend that
this application be approved _ -

A.8. (a) Relationship of this facility to Area-Wide Plan
The Town of Grover is located within a very remote/sparsely
dense area. An area-wide plan for treating wastewater will
probably never be formulated for this area. Additional
capacity to the proposed facility will be obtained through
expansion programs.
(b) Flood Plain Date
The wastewater treatment facility is not located within a
flood plain.
(c) Maintenance and Operation
The Town of Grover will employ two persons for maintaining
the sanitary sewer collection system and wastewater treatment
facility. The employees will be enrolled within the certified
operator's training course.
The wastewater treatment facility has been designed and
will be maintained and operated to minimize the emittance
of odors.
