Dear Mr. Ashley:
Thank you for the first biennial compliance report on the former
Federally-owned surplus property known as Atlas "E" Missile Site
(C-Colo-501-A).
The report indicates that the County is behind schedule in its
program for development of the site; however, we discussed the
situation with your Chief Accounting Officer, Mr. Buss, in a
telephone conversation on July 1.
While he verified that the site was still not utilized, he re-
affirmed the County's desire and intention to develop the property
and indicated that he expects work to begin by late summer or, at
the latest, next spring. On the basis of his assurances, we accept
the report as fulfilling the compliance requirements for the past
two-year period.
In addition to accepting the biennial report, a representative of
this office will schedule an on-site inspection of the property
next summer. We will contact you to set up an inspection date.

Dear Mr. Anderson:
The former Federally-owned surplus property, known as Atlas "E"
Missile Site (C-00L0-501A), was conveyed by the United States to
the Weld County Board of County Commissioners by Instrument of
Transfer dated June 9, 1972, for public park and recreation pur-
poses. This was accomplished under the provisions of the Surplus
Property Act of 1944 (58 Stat. 770), as amended, and the Federal
Property and Administrative Services Act of 1949 (63 Stat. 377),
as amended. The provisions of the document require each grantee
to file biennial reports setting forth use of the property during
the preceding two-year period and other pertinent data establishing
its continuous use for the purpose of its conveyance.
The first biennial report, covering the period from June 1972 to
June 1974, is due and should be submitted to this office, in
duplicate, by June 28, 1974. The enclosed outline of the suggested
contents is recommended for the preparation of your report.
A field investigation of the area may be made by a representative
of the Bureau of Outdoor Recreation after receipt of the biennial
report. We will advise you in advance of any inspection scheduled.

As required by terms of the deed, biennial reports on use are to be submitted.
The information requested below should be provided. Additional information to
show use of the property such as photographs, plans, and sketches should be
included, whenever possible. The following questions should be answered,
whenever feasible. If additional space is required to explain any one of
these questions more fully, an extra sheet should be attached.
1. Has the proposed Program of Utilization been followed in maintaining and
improving the property? If not, give explanation. Not as yet.

maintenance program which enables the public to enjoy the areas as a
recognized park, recreation area, or historic monument?
