WHEREAS, the Board of County Commissioners, Weld County, Colorado, Ji has long been concerned with the costs of the operation of the County driver's Li license office; and WHEREAS, the County lacks the necessary funds to continue the high /31 quality operation of this facility of the Colorado State Department of Revenue; and, WHEREAS, the Colorado State Department of Revenue has the funds and is willing to assume the operation of such office in Weld County; and / . M. , and the Board of County Commissioners of the County of Weld, having heard the testimony and evidence adduced upon said hearing and having considered the testimony, evidence, petitions and remonstrances filed with said Board, and having carefully weighed the same, now makes the following findings: 1. The evidence discloses that the applicants are the lessees of said premises sought to be licensed within the meaning of the statute. 2. Very truly yours, WELD COUNTY BOARD OF COUNTY COMMISSIONERS •e�'' �-e` • • cc: Mr. Eugene McKenna, Acting Director Weld County Department of Public Welfare TRANSFER MONIES FROM CONTINGENT FUND TO COUNTY GENERAL FUND: WHEREAS, the Colorado Tax Commission, on December 15, 1969, advised the Weld County Commissioners that upon receipt of the Weld County application for a 6.45 mill levy for the County General Fund for 1970, that it was 1.45 cg 11 mills in excess of the statutory limit as set forth in 1963 C. R. S. 36-3-1, and WHEREAS, the Colorado Tax Commission reduced the 6.45 mills to 5 mills, the maximum statutory levy for the General Fund and placed 1.45 mills into the Contingency Fund, and WHEREAS, the Board of County Commissioners was then advised that said monies raised by the 1.45 mills could be transferred from the Contingency Fund into the County General Fund when the need arose, and WHEREAS, the need has now arisen whereby the County General Fund is in need of this money in the amount of $267,500.00 to meet the budgeted obligations of Weld County, and WHEREAS, in the opinion of the Board of County Commissioners, this is a transfer of funds as authorized and approved by the Colorado Tax Commission and as contemplated by the statutes of the State of Colorado. NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Weld County, Colorado, that $267,500.00 shall be transferred from the Contingency Fund of Weld County, Colorado, into the County General Fund of Weld County in accordance with the instructions of the Colorado Tax Commission; PROVIDED, however, that said transfer shall not be effective until after a public hearing is had on such proposed transfer; that which such hearing is hereby called and set for 10:00 o'clock A. M., December 23, 1970, at the office of the Board of County Commissioners in the Weld County Courthouse. BE IT FURTHER RESOLVED, that public notice of such hearing shall be given by publication of a notice thereof, same for said time and place in the official newspaper of said County; to-wit: The Greeley Booster, a public newspaper, not less than ten days before such hearing. BECKER COMPANY. WHEREAS, on December 10, 1969, the Board of County Commissioners, Weld County, Colorado, agreed by Resolution to employ the Carl S. Becker Company to implement the recommenda- tions contained in prior studies made by said company, and WHEREAS, on February 18, 1970, the Board agreed by Resolution to amend said contract to include the development of a work outline as recommended by the State of Colorado Department of Social Services, and WHEREAS, said studies by the Carl S. Becker Company have now been continuing for a period of nine months, and WHEREAS, the recommendations contained in these studies point toward significant improvement in the operation and policies of the Weld County Department of Public Welfare, and WHEREAS, these studies have not been fully completed on 1/ schedule due to delays within the total welfare system for which the Carl S. Becker Company can in no way be held responsible, and due to the further necessity to achieve the stated objectives and to pursue these objectives in greater depth, and WHEREAS, the State Department of Social Services is desirous and agreeable to fund and pay for eighty per cent (80%) of said Becker report. NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners of Weld County, Colorado, hereby agrees to an extension of the aforementioned agreements, under the same terms as the original agreement, for an additional period of six (6) months from the 16th day of February, 1971 to the 16th day of August, 1971. RESOLUTION IN THE MATTER OF PLACING ALL WELD COUNTY EMPLOYEES ON A UNIFORM PAYMENT, VACATION, SICK LEAVE, INJURY LEAVE AND RETIREMENT BASIS, AND ESTABLISHING A PERSONNEL RECORDS FILE: WHEREAS, the Board of County Commissioners, Weld County, Colorado, deems it advisable to have uniformity in a payment, vacation and sick leave policy for all Weld County employees, and including a complete Personnel Records File in the County, and WHEREAS, this Board has determined that Weld County should have a unifrom and complete personnel record file and a definite and consistent policy relative to payment, vacation and sick leave, that all County officials and departments can follow; NOW, THEREFORE, BE IT RESOLVED, that all Weld County personnel shall be subject to and abide by the following payment, vacation and sick leave policy, to-wit: (a) PAY PERIODS: Employees paid on a monthly basis shall be paid on the last day of each month. In cases where the last day falls on Saturday or Sunday or any of the officially established holidays, the employee shall be paid on the last working day of the month. (b) VACATION LEAVE: Paid vacation leave is given so that regular, full-time employees may have a chance to relax from the every- day work routine and yet not suffer any loss of pay. All regular, full time employees shall be allowed one day of paid vacation for each twenty- six days of continuous employment, however, all employees shall have worked continuously for six months before he shall be entitled to any of the vacation time he may have accumulated. In no event shall more than ten working days of vacation leave be accumulated and same shall be taken in the same calendar year in which it is earned or as soon as it is practicable, however, under no circumstances shall accumulated vacation time be payable on termination of employment, unless recommended by the Department Head.
