County, Colorado, at 10:00 o'clock A. M. , with the following present:

The minutes of the 8th instant were read, and there being no corrections
or objections thereto, same were ordered approved.
The following resolutions were presented:
MEDICAL SERVICES CONTRACT
FOR THE YEAR, 1971
WELD COUNTY MEDICAL SOCIETY:
WHEREAS, the Weld County Medical Society has submitted a medical
contract to the Board of County Commissioners for the year, 1971, a copy of
which is hereto attached and made a part of this resolution, and
WHEREAS, after careful review and consideration, the Board believes
1)AC it to be in the best interest of the County to accept said contract.
�V NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners
of Weld County, Colorado, that the medical contract as submitted by the Weld
County Medical Society for the year 1971, be and the same is hereby accepted
and signed.

RESOLUTION
WHEREAS, Gordon Lacy, Rt. 1, Box 4, Ault, Colorado, has
requested permission for expansion of an existing poultry operation
on the following described property, to-wit:
A parcel of land located in the East Half of the East
Half of the Southwest Quarter (EzEZSW.) of Section
Eleven (11), Township Seven (7) North, Range Sixty-
six (66) West of the 6th P. M. , Weld County, Colorado,
and
WHEREAS, the said requested expansion of an existing poultry
operation is located in an agricultural zone as set forth by the Weld
County Zoning Resolution, and
WHEREAS, according to Section 3. 3(3) of the Zoning Resolution
of Weld County, said poultry operation or any expansion thereof may
be authorized upon the approval of the Board of County Commissioners

RESOLUTION
WHEREAS, a public hearing was held on Monday, March 8, 1971
at two o'clock p. m. in the chambers of the Board of County Commissioners
of Weld County, Colorado, for the purpose of hearing a petition of Frank
C. Stewart, P. O. Box 365, Platteville, Colorado, requesting a change of
zone from "A" Agricultural District to "C" Commercial District, and
WHEREAS, the petitioner was present, and
WHEREAS, there was no opposition to the change of zone, and
WHEREAS, the Board of County Commissioners heard all the
testimony and statements of those present, and
WHEREAS, the Board of County Commissioners has studied the
request of the petitioner and studied the recommendations of the Weld
County Planning Commission, and having been fully informed;

The petition of Donald Coulson and Betty Coulson, Rt. 3, Box
320, Golden, Colorado, for permission to locate a dog kennel operation
on the following described property, to-wit:

A parcel of land located in the Southwest Quarter (SW-41-)
of Section Twenty-five (25), Township Four (4) North,
Range Sixty-five (65) West of the Sixth P. M. , Weld
County, Colorado, more particularly describes as
follows:
Commencing at the Southwest corner of said Section;
thence East along the South line of said Section 160 2/3
rods to a point; thence North at right angles 160 rods;
thence West at right angles 160 2/3 rods to the West line
of said Section; thence South at right angles 160 rods
along the West line of said Section to the point of
beginning; excepting therefrom right of way conveyed

of the above-described premises, and having carefully weighed the same,
now makes the following findings:
1. The evidence and investigation shows that the location of said
dog kennel operation lies in a potential growth area and same would be too
visible and unsightly and not indicative of good planning.
2. The evidence and further investigation shows that the inhabitants
of the immediate vicinity and of the surrounding area are unanimously
opposed to having a dog kennel operation at the proposed location.
3. Still further investigation by the Board shows that said location
for a dog kennel operation would be a noise nuisance to the surrounding
property owners, including owners of cattle herds.
4. That each of the preceding findings, in and of themselves and
independent of each other, constitutes a separate and individual ground
for denial of the request for said dog kennel operation.

Planning Commission, and given the same such weight as it in its
discretion deems proper, and is now fully advised in the premises;
NOW, THEREFORE, BE IT RESOLVED, that the petition of Donald

road purposes or both:

RESOLUTION
WHEREAS, by Quit Claim Deed dated June 5, 1948 and recorded
July 2, 1948 in Book 1228, Page 483, of Weld County Records, Kazuma
Mikawa conveyed to Weld County, Colorado, 2. 8 acres, more or less, for
gravel excavation purposes, and
WHEREAS, all gravel deposits have now been excavated and
Weld County has no further use for this land, and
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, is of the opinion that it is in the best interests of the County to
re-convey this land to present contiguous land owners thereby again placing
same on the County tax rolls.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that it does by these presents
remise, release forever and quitclaim unto the present owners of contiguous
property thereto the following described property, to-wit:
A tract of land located in the Southeast Quarter of the

RE: APPOINTMENT OF HARRY S. ASHLEY AS A MEMBER OF THE WELD
COUNTY MUNICIPAL AIRPORT BOARD FOR A TERM EXPIRING
JANUARY 1, 1972.
WHEREAS, heretofore and on January 1 , 1971, by
Resolution of the Board of Weld County Commissioners, Marshall H. Anderson,
was reappointed as a member of the Weld County Municipal Airport Board by
virtue of and pursuant to Resolution of the Board of County Commissioners of Si
April 17, 1968, and
WHEREAS, County Commissioner Marshall H. Anderson has
submitted his resignation from said Airport Board and has recommended that
County Commissioner Harry S. Ashley be appointed as the County Commissioner
represented on said Airport Board.
NOW, THEREFORE, BE IT RESOLVED, that Harry S. Ashley,
County Commissioner, Weld County, Colorado, be and he hereby is appointed

WHEREAS, a vacancy now exists on the Weld County Municipal
Airport Board by virtue of the resignation of Harry S. Ashley who is now a
County Commissioner, District No. 2, Weld County, Colorado, and
WHEREAS, it has been recommended that Ogden Williams,
1857 12th Avenue, Greeley, Colorado, be appointed to fill said vacancy.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County

WHEREAS, the Weld County Welfare Director and the Weld County
Chief Accounting Officer have informed the Board of County Commissioners that
the 1970 operating expense of the Weld County Department of Public Welfare shows
a deficit cash balance of $27,508.30, and
WHEREAS, the Board, after diligent inquiry into the matter, has
determined that the Welfare Department could not have reasonably foreseen
such a contingency at the time of the adoption of the 1970 Welfare Budget.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners
of Weld County, Colorado, that $27,508.30 shall be transferred from the Contingency
Fund of Weld County, Colorado, into the County Public Welfare Fund of Weld County.
PROVIDED, however that said transfer shall not be effective until after
a public hearing is had on such proposed transfer; that such hearing is hereby
called and set for 11:00 o'clock A. M., May 26, 1971, in the Office of the

WHEREAS, a public hearing was held on Monday, April 12, 1971
at ten o'clock A. M. in the chambers of the Board of County
Commissioners of Weld County, Colorado, for the purpose of hearing

have up to one year from date hereof to begin
construction for the expansion thereof.
3. That no construction of any permanent nature
be placed upon said premises within 50 feet of
the County road.

WHEREAS, a public hearing was held on Wednesday, November 4,
1970 at•2:30 P. M. in the chambers of the Board of County Commissioners
of Weld County, Colorado, for the purpose of hearing a petition of
Foundation For Urban And Neighborhood Development (F. U. N. D. ), by
Roger Lauen, Director, 944 Osage Street, Denver, Colorado, requesting
change of zone from "A" Agricultural District to "R-UD" Residential Unit
Development, in accordance with official development plat and plan, copy
attached, to be recorded in the office of the Weld County Clerk and Recorder,

The application of David Bixler Reynolds for retail 3. 2 fermented
malt beverage license came on for hearing April 21, 1971 at 2:00 P. M. ,
and the Board of County Commissioners of the County of Weld having
heard the testimony and evidence adduced upon said hearing and having
1- considered the testimony, evidence, petitions and remonstrances filed
with said Board, and having carefully weighed the same, now makes the
following findings.
1. The evidence discloses that the applicant is the owner of said
premises sought to be licensed within the meaning of the statutes.
2. That no question was raised nor objection offered as to the
applicant concerning the standing, character or motives of said applicant.
3. The applicant has proven a prima facie case as to the reason-
able requirements of the neighborhood.
4. The desires and needs of the inhabitants of the immediate
neighborhood, as well as the needs of the traveling public and transients
are not fulfilled, inasmuch as there presently is no retail 3. 2 fermented
malt beverage license, for consumption both on and off premises, in the
area designated as the neighborhood.
RESOLUTION
WHEREAS, the Board of County Commissioners of the County of
Weld, has heard the application of David Bixler Reynolds for a retail 3. 2
fermented malt beverage license, for consumption both on and off premises,
at a location described as follows:
A parcel of land located in the Northeast Quarter of the
Northeast Quarter (NE*NE4) of Section Ten (10), Township
One (1) North, Range Sixty-three (63) West of the Sixth
(6th) Principal Meridian, Weld County, Colorado, more
particularly described as follows:
Beginning at a point 30 feet south and 55 feet west of the
Northeast Corner of said Section 10; thence west and
parallel to said north section line a distance of 54 feet;
thence south and parallel to the east section line of said
section a distance of 144 feet; thence east and parallel to
the north section line of said section a distance of 54 feet;
thence north and parallel to the east section line of said
section a distance of 144 feet to the place of beginning,
and
WHEREAS, the said Board has made its findings on the evidence,
testimony, petitions and remonstrances submitted to it, which findings
precede this Resolution and by reference are incorporated herein and made
a part hereof, and
WHEREAS, the said Board has carefully considered the
application, evidence, testimony, petitions and remonstrances and
given the same such weight as it, in its discretion deemed proper,
and is now fully advised in the premises;
NOW, THEREFORE, BE IT RESOLVED, that the application
of David Bixler Reynolds for a retail 3. 2 fermented malt beverage
license, for consumption both on and off premises, at a location at
Prospect, Colorado, and as hereinabove described in metes and bounds,
be and it hereby is granted and that the license applied for shall be

WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado, that there is an urgent need for a comphrensive
river basin water pollution and liquid waste control program in the
Cache la Poudre, The Big Thompson and South Platte River basins in
Larimer County and in Weld County, and Lik(1,
NOW, THEREFORE, BE IT RESOLVED, that the Board of County b
c.> Commissioners, Weld County, Colorado, does strongly recommend
and support the investigation, evaluation and development of a com-
prehensive program for the Larimer-Weld Regional Sewer and Water
Study and for the implementation of the necessary plans and programs
in connection therewith.
BE IT FURTHER RESOLVED that the Board strongly supports the
action of the Larimer-Weld Regional Planning Commission in its
application for federal funds to effect such regional water-waste program
in Larimer and Weld Counties.

RESOLUTION
RE: MENTAL HEALTH WEEK IN WELD COUNTY.
WHEREAS, the Board of County Commissioners of the County of
Weld, State of Colorado, has long been concerned with the needs and
welfare of its citizens, and
WHEREAS, the Board recognizes the importance of the continuing
awareness of the needs of the emotionally disturbed in Weld County,
Colorado, and
WHEREAS, the Board is of the opinion that it would be in the best
interests of the County to emphasize the importance of the Mental Health
Center of Weld County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners, Weld County, Colorado, that the week of May 10, 1971
to May 14, 1971 inclusive be, and it hereby is, officially designated as
Mental Health Week.
BE IT FURTHER RESOLVED, that the Mental Health Center of
- Weld County will have an open house on Thursday, May 13, 1971 from

RE: AGREEMENT BETWEEN WELD COUNTY AND NELSON, HALEY,
PATTERSON AND QUIRK, INC.
• WHEREAS, it is apparent to the Board of County Commissioners,
Weld County, Colorado, that there is an urgent need to construct a new•
Weld County Services Building adjacent to the present County Courthouse
in downtown Greeley, Colorado, and
WHEREAS, the Ken R. White Company, Denver, Colorado, and
Nelson, Haley, Patterson and Quirk, Inc. , Greeley, Colorado, have
submitted proposals for investigating, evaluating and developing a com-
prehensive program for a new County Services Building adjacent to the
present courthouse in downtown Greeley, Colorado, and
WHEREAS, the Board believes it to be in the best interest of
the County to enter into the agreement as proposed and submitted by
Nelson, Haley, Patterson and Quirk, Inc. upon the basis recited therein.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County
Commissioners, Weld County, Colorado, that said agreement with Nelson,
Haley, Patterson and Quirk, Inc. providing for such services, per copy
of proposal attached hereto and made a part hereof by reference, be, and
it hereby is approved.
BE IT FURTHER RESOLVED, that the Board be, and it hereby is
authorized to execute the agreement as submitted by Nelson, Haley,
Patterson and Quirk, Inc. , and to make the same effective forthwith.

1 WHEREAS, by Conservator's Deed recorded February 29, 1952, in
Book 1325, Page 177, of the Weld County Records, Frank James Wells and
Katherine Wells, as the Conservators of the Estate of Frances Wells,
