BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MONDAY, AUGUST 8, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, August 8, 2022, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine - EXCUSED

MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of July 25, 2022, as printed. Commissioner Freeman seconded the motion and
it carried unanimously.
CERTIFICATION OF HEARINGS: Commissioner Freeman moved to approve the Certification of
Hearings conducted on July 25, 2022, as follows: 1) PCSC22-0010 — Paul Page. Commissioner Buck
seconded the motion, which carried unanimously.
1.0 PUBLIC INPUT: No public input was given.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as printed.
Commissioner Freeman seconded the motion and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: Commissioner Buck expressed her pride in the
2022 Weld County Fair, stated it was outstanding, and thanked the community for their support in
surpassing the auction proceeds from 2021. Commissioner Freeman agreed with Commissioner Buck,
and stated the Weld County Fair is recognized as the most successful County Fair in the State of
Colorado, with the record -breaking auction sales in 2021, at $1,340,000.00, and this year at
$1,570,000.00. He further congratulated the youth that participated and thanked the community for their
support of the 4H and Future Farmers of America (FFA) programs. Commissioner Moreno thanked
Commissioner Freeman for stepping in as Chair at the Front Range District Meeting. He further stated

he and Commissioner Buck both serve on the Board for United Way of Weld County, and reported there
was a Meet -and -Greet with the two (2) internal candidates being considered to fill a vacancy. Chair James
concurred with the statements on the 2022 Weld County Fair, reported he attended the
Interstate 25 (1-25) Coalition, and stated it is great to see communities come together to advocate for the
1-25 roadway. He further stated he finds it interesting the need to advocate so aggressively when the
Colorado Department of Transportation (CDOT) should voluntarily take care of the Interstate.
Chair James also reported on the Statewide Transportation Advisory Committee, where updates were
made to their ten (10) year plan, which likely will take longer than proposed. He noted the Upper Front
Range Transportation Planning Region (UFRTPR) is reviewing updates on Multi -Modal Option Funds
(MMOF), and stated Weld County's proposed project will be heard by the Total Planning Committee on
September 1, 2022. Lastly, Chair James stated he attended the North Front Range Metropolitan Planning
Organization (NFRMPO), where they continue to advocate for Weld County roadways with CDOT.
WARRANTS:
1) GENERAL WARRANTS - AUGUST 3, 4, AND 5, 2022: Commissioner Buck moved to approve the
General Warrants, as printed. Commissioner Moreno seconded the motion and it carried unanimously.
BIDS:
1) APPROVE BID #62200113, CRUSHED CONCRETE AND RECYCLED ASPHALT PRODUCT (RAP)
- DEPARTMENT OF PUBLIC WORKS: Christie Peters, Purchasing Department, stated initially no bids
were received so it was rebid, and two (2) bids were received. She further stated Kelley Contracting, LLC,
and J-2 Contracting, Company, were recommended for this bid to procure the product when needed.
Ms. Peters confirmed this is not considered a single -source supplier, and stated this will allow the
Department of Public Works to purchase material when the demand is needed for projects. Ms. Peters
stated the Department of Public Works will purchase the material that is most cost effective and stay
within the budgetary limits of $450,000.00. In response to Chair James, Ms. Peters confirmed awarding
to two (2) vendors within bid specifications is allowed in the Weld County Code. Commissioner Moreno
moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried
unanimously.
2) APPROVE BID #62200099, WELD COUNTY 8TH AVENUE STORAGE BUILDING ROOF
REPLACEMENT- FACILITIES DEPARTMENT: Ms. Peters stated three (3) bids were received, and staff
recommends selecting the lowest bidder who meets specifications, RoofWorx, LLC, for a total amount of
$39,820.00. Commissioner Buck moved to approve said bid and authorize the Chair to sign. The motion
was seconded by Commissioner Freeman, and it carried unanimously.
3) PRESENT BID #62200102, WELD COUNTY COURTS DIVISIONS 7, 15, AND H, AUDIO-
VISUAL (AV) UPGRADE - FACILITIES DEPARTMENT: Ms. Peters stated two (2) bids were received
and staff will make a recommendation on August 22, 2022.
4) PRESENT BID #62200105, HOUSEHOLD HAZARDOUS WASTE BUILDING HEATING,
VENTILATION, AND AIR CONDITIONING (HVAC), AND ALARM UPGRADES - FACILITIES
DEPARTMENT: Ms. Peters stated 26 vendors downloaded the specifications; however, only one (1) bid
was received, and staff will make a recommendation on August 22, 2022.

NEW BUSINESS:
1) CONSIDER APPLICATION FOR TIER I AMBULANCE SERVICE LICENSE AND AUTHORIZE CHAIR
TO SIGN - BRIGHTON FIRE RESCUE DISTRICT: Gabri Vergara, Department of Public Health and
Environment, stated this is a new Tier I application for a mid -year Ambulance Service License for the
Brighton Fire Rescue District, which have not previously been licensed with Weld County. She reviewed
the service boundaries on the map for the record, and further stated the Emergency Medical/Trauma
Service (EMTS) Council has reviewed the application and recommends approval. Commissioner
Freeman moved to approve said application and authorize the Chair to sign the license. The motion was
seconded by Commissioner Buck, and it carried unanimously.
2) CONSIDER CONTRACT ID #6160 AGREEMENT FOR RELOCATION OF POTABLE WATER
FACILITIES FOR CRS 33 AND 74 INTERSECTION ROUNDABOUT PROJECT AND AUTHORIZE
CHAIR TO SIGN - NORTH WELD COUNTY WATER DISTRICT: Michael Bedell, Department of Public
Works, stated the County Roads 33 and 74 Intersection Roundabout Project requires the relocation of
potable water pipelines and associated facilities owned by the North Weld County Water District. He
further stated a portion of these facilities are located on private property and within a private easement.
Mr. Bedell stated the County's portion of the relocation is in the amount of $22,387.48, with work to
commence in the Fall of 2022. Commissioner Moreno moved to approve said agreement and authorize
the Chair to sign. The motion, which was seconded by Commissioner Buck, carried unanimously.
3) CONSIDER TEMPORARY CLOSURE OF CR 74 BETWEEN CRS 69 AND 79: Amy Mutchie,
Department of Public Works, stated this closure began August 1,2022, and will continue through
August 19, 2022, for emergency replacement of drainage culverts. In response to Commissioner
Freeman, Ms. Mutchie explained the difficult detour route is due to multiple dead-end roads; however,
local residents are aware. Commissioner Freeman moved to approve said temporary closure.
Commissioner Moreno seconded the motion and it carried unanimously.
.l 4) CONSIDER EXTENSION OF OIL AND GAS LEASE COVERING CERTAIN PROPERTY
OWNED BY WELD COUNTY, COLORADO - S29, T5N, R65W: Bruce Barker, County Attorney, stated
Section 2-2-70.6 of the Weld County Code allows the Board to extend oil and gas leases for up to six (6)
months dependent on terms and provisions that were explained for the record. Commissioner Freeman
moved to approve said extension. The motion was seconded by Commissioner Buck, and it carried
unanimously.
5) CONSIDER GROUP ACCOMMODATIONS AGREEMENT FOR 2023 10 COUNTY BUDGET
CONFERENCE AND AUTHORIZE CHAIR TO SIGN - BEAVER RUN HOMEOWNERS ASSOCIATION,
AND BEAVER RUN RESORT AND CONFERENCE CENTER: Cheryl Pattelli, Chief Financial Officer,
stated this agreement is for Weld County to reserve the conference center and rooms to host the annual
10 County Budget Conference, and this agreement is the lowest cost option for the total amount of
$22,075.00. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign.
The motion was seconded by Commissioner Moreno, and it carried unanimously.
PLANNING:
1) CONSIDER APPLICATION FOR SMALL BUSINESS INCENTIVE PROGRAM AND REQUEST FOR
RELEASE OF ECONOMIC DEVELOPMENT TRUST FUNDS (TIER II) - LONGVIEW KENNELS, LLC,
DBA HAPPY TAILS DOG RANCH, C/O KRISTI ROSS: Tom Parko, Director of the Department of
Planning Services, stated this application for the Small Business Incentive Program has met all the criteria
for Tier II funds, for the total amount of $7,268.26. Mr. Parko further stated Ms. Ross has previously come
before the Board to obtain an Amended Use by Special Review Permit. Commissioner Buck moved to
approve said application and authorize the release of funds, in the amount of $7,268.26. Commissioner
Moreno seconded the motion, and it carried unanimously.

RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:20 a.m.
