HomeMy WebLinkAbout20220407.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, JANUARY 26, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, January 26, 2022, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County Commissioners meeting of January 12, 2022, as printed. Commissioner Buck seconded the motion, and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Buck moved to approve the Certification of Hearings conducted on December 29, 2021, and January 12, 2022, as follows: 1) 1 MJUSR21-20-0025 — Joel Konig/Konig Ag Co., c/o Superior Oilfield Services Co., LTD, 2) COZ21-0027 — Gary Lee, and 3) MUSR14-0030 (formerly USR-1704) — Platte River Biogas, LLC (Relisted from January 12, 2022). Commissioner Freeman seconded the motion, which carried unanimously. PUBLIC INPUT: No public input was given. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. PRESENTATIONS: 1) RECOGNITION OF SERVICES, AREA AGENCY ON AGING ADVISORY BOARD - NANCY CULBREATH, BRUCE FITZGERALD, NORINE SCHONEMAN, AND GINGER ZECH:: Chair James read the 'certificates recognizing each of the volunteers for the record, which were handed, out by Jaime Ulrich, Director of the Department of Human Services. Each Commissioner, in turn,; 3 /IO Minutes, Wednesday, January 26, 2022, 2022-0407 / Page 1 BC0016 expressed their gratitude for the efforts these individuals put into serving the senior citizens of Weld County and their families. (Clerk's Note: The group gathered for a photo opportunity.) WARRANTS: 1) GENERAL WARRANTS - JANUARY 25, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. BIDS: 1) APPROVE BID #B2100146, DELL EMC ECS SECONDARY ARCHIVAL STORAGE — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated two (2) bids were received and staff recommends selecting the lowest bidder who met specifications, Lewan Technology, for the total amount of $246,146.00. Mr. Rose noted these funds were approved as part of the Public Safety Information Technology Capital Improvement Plan. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) APPROVE BID #B2100147, DELL EMC DATA DOMAIN AVAMAR — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated two (2) bids were received and staff recommends selecting the lowest bidder who met specifications, Lewan Technology, for the total amount of $250,515.00. Mr. Rose confirmed these funds were part of the Information Technology Capital Improvement Plan. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 3) APPROVE BID #B2100148, DELL EMC POWERSCALE A300 - DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated three (3) bids were received and staff recommends selecting the lowest bidder who met specifications, Lewan Technology, for the total amount of $90,821.00. Mr. Rose confirmed these funds were part of the Information Technology Capital Improvement Plan. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 4) PRESENT BID #2200040, VARIOUS CHILD WELFARE SERVICES - DEPARTMENT OF HUMAN SERVICES: Rob Turf, Purchasing Department, stated 48 vendors downloaded the specifications and submitted proposals, which staff will review and make a recommendation on March 30, 2022. NEW BUSINESS: 1) CONSIDER CONTRACT ID #5519 MEMORANDUM OF AGREEMENT FOR FOSTER AND ADOPTIVE FAMILY REQUIREMENTS AND AUTHORIZE THE CHAIR TO SIGN — PROJECT 1.27: Jaime Ulrich, Director of the Department of Human Services, reviewed Project 1.27 and their, memorandum of agreement to establish the requirements for the pre -certification process and training for foster and adoptive families. Commissioner Moreno moved to approve said memorandum of agreement and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) CONSIDER CONTRACT ID #5532 AGREEMENT FOR PROFESSIONAL SERVICES FOR: HOUSING AND LAND USE PROJECT GRANT FUNDS AND AUTHORIZE THE CHAIR TO SIGN UNITED WAY OF WELD COUNTY: Mark Lawley, Director of the Department of Public Health and, Environment, stated this agreement is for grant funding, in conjunction with the Housing and Land Use Project, Health Disparities and Community Grant Program, that requires a local subcontractor as a Minutes, Wednesday, January 26, 2022, 2022-0407' Page 2 BC0016 community -based service provider to allow more affordable housing options through United Way of Weld County. Mr. Lawley further stated the terms for this three (3) year contract began January 3, 2022, and will end December 31, 2024, for the total amount not to exceed $330,246.00. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Moreno,. the motion carried unanimously. 3) CONSIDER CONTRACT ID #5534 AMENDMENT #5 FOR PREVENTION OF INFERTILITY AND MANAGEMENT OF SEXUALLY TRANSMITTED INFECTIONS (STI) AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY: Mr. Lawley stated this amendment is for prevention of infertility and Sexually Transmitted Infections (STI) through the use of screening, treatment, and partner management for infectious diseases, as well as to update the language pertaining to the scope of work. Mr. Lawley noted the Colorado Department of Public Health and Environment (CDPHE) will reimburse the Weld County Department of Public Health and Environment lab in funds not to exceed $116,077.00. for the 2022 calendar year. Commissioner Freeman moved to approve said amendment and authorize the Chair to sign and submit electronically. The motion was seconded by Commissioner Saine, which carried unanimously. k = 4) CONSIDER APPOINTMENT TO BUILDING AND TRADES ADVISORY COMMITTEE: Commissioner Freeman moved to approve said appointment. The motion was seconded by Commissioner Moreno, and it carried unanimously. 5) CONSIDER REAPPOINTMENTS TO AREA AGENCY ON AGING ADVISORY BOARD: Commissioner Buck moved to approve said reappointments. The motion was seconded by Commissioner Freeman, and it carried unanimously. PLANNING: 1) CONSIDER VACATION OF USE BY SPECIAL REVIEW PERMIT, USR-1359 - ROCKY MOUNTAIN HOUSE RABBIT RESCUE, C/O SHELBA HEMMING: Maxwell Nader, Department of Planning Services, gave a brief overview of the location and stated ZPAG21-0029 was approved January 7, 2022, with a condition of approval to vacate the old USR-1 359 and then record the map. Shelba Hemming, applicant, was present for questions. Commissioner Saine moved to approve the vacation of said USR-1 359 permit. The motion was seconded by Commissioner Freeman, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved.
