HomeMy WebLinkAbout20222044.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, JULY 20, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, July 20, 2022, at the hour of 9:00 a.m. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli --' MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County Commissioners meeting of July 6, 2022, as printed. Commissioner Buck seconded the motion and it carried unanimously. PUBLIC INPUT: Steve Teets, Greeley resident, inquired of Chair James about the Ride Guides from the North Front Range Metropolitan Planning Organization (NFRMPO) meeting, and in response Chair James stated he has them and will bring them to next Wednesday's hearing. Mr. Teets further inquired about the homeless report from the Greeley City Council meeting, and Chair James stated he sent two (2) emails requesting a copy of that report with no response, so he indicated he will reach out to Mayor John Gates. Mr. Teets questioned the differences of being a Home Rule Charter County, and in response, Bruce Barker, County Attorney, explained at the County level it is primarily about the structure of the organization, and at the City level, it allows for a municipality to have greater powers than the State in some areas. He further stated cities without a Home Rule Charter are considered Statutory Municipalities and must align with State statues. AMENDMENTS TO AGENDA: There were no amendments to the agenda. Commissioner Freeman seconded the motion and it carried unanimously. BIDS: 1) PRESENT BID #62200097, TANDEM AXLE TANK TRAILER WITH DUST PALLIATIVE SPRAY SYSTEM (QTY 2) - DEPARTMENT OF PUBLIC WORKS: Christie Peters, Purchasing Department, stated 13 vendors downloaded the specifications; however, only one (1) bid was received, and staff will make a recommendation on August 3, 2022. .l NEW BUSINESS: 1) CONSIDER CONTRACT ID #6099 AGREEMENT FOR PROFESSIONAL SERVICES FOR INFANT EARLY CHILDHOOD MENTAL HEALTH CONSULTATION AND AUTHORIZE CHAIR TO SIGN — NORTH RANGE BEHAVIORAL HEALTH: Jamie Ulrich, Director of the Department of Human Services, stated with this agreement North Range Behavioral Health will provide early childhood mental health consultation to in -home childcare, foster care, and kinship providers. Commissioner Saine moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Buck, the motion carried unanimously. 2) CONSIDER CONTRACT ID #6119 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN FOSTER CARE HOME AND AUTHORIZE CHAIR TO SIGN - SAMUEL AND CINDY WOODRUFF: Ms. Ulrich stated this is a new kinship foster care home located in Johnstown, Colorado. Commissioner Freeman moved to approve said contract and authorize the Chair to sign. The motion was seconded by Commissioner Moreno, and it carried unanimously. 3) CONSIDER CONTRACT ID #6129 MEMORANDUM OF UNDERSTANDING FOR 2022 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM AND AUTHORIZE CHAIR TO SIGN - CITY OF GREELEY: Sonja Kohlgraf, Sheriff's Office, stated the City of Greeley is the fiscal agent for the grant and the County's awarded portion is $14,829.00, out of the total allocation of $53,289.00, with Greeley Police Department's portion being $38,460.00, and funds will be utilized for eligible projects in relation to crime and violence prevention. Commissioner Buck moved to approve said memorandum of understanding and authorize the Chair to sign. The motion was seconded by Commissioner Saine, and it carried unanimously. 4) CONSIDER CONTRACT ID #6142 INTERGOVERNMENTAL AGREEMENT FOR ENERGY AND MINERAL IMPACT ASSISTANCE FUND (EIAF) PROGRAM FOR CRS 66 AND 41 INTERSECTION IMPROVEMENTS PROJECT (TIER II - MARCH CYCLE): Elizabeth Relford, Deputy Director of the Department of Public Works, stated the Colorado Department of Local Affairs (DOLA) has awarded Weld County the total amount of $700,000.00, for the County Roads (CRs) 66 and 41 Intersection Project. She further commented this is the closest to the full amount allowed of $750,000.00, and work for this intersection project is to begin in November 2022, after first going out for bid. In response to Commissioner Freeman, Ms. Relford confirmed the full funding amount possible for this cycle was $750,000.00, and mentioned at one point it used to be $1 Million, and then was briefly reduced to $600,000.00. Commissioner Moreno commended the efforts of staff and especially Chair James for his comments and responses to the DOLA panel, when he stated funds exist as a result of oil and gas production in Weld County, and further moved to approve said agreement. The motion was seconded by Commissioner Buck, and it carried unanimously. Minutes, Wednesday, July 20, 2022 Page 2 2022-2044 BC0016 5) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CR 15 BETWEEN CRS 40 AND 42: Amy Mutchie, Department of Public Works, presented this request on behalf of SMH West, to extend the closure from July 29, 2022, through August 12, 2022, which is approximately six (6) additional weeks, due to high groundwater causing delays in the construction of a 16 -inch water main pipe, and no complaints have been received by staff. Commissioner Freeman moved to approve said extension of temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. 6) CONSIDER EXTENSION OF TEMPORARY CLOSURE OF CRS 35 AND 74 INTERSECTION: Ms. Mutchie presented this request on behalf of Duran Excavating, Inc., to extend the closure is from July 29, 2022, through August 19, 2022, which is approximately six (6) additional weeks, due to concrete supply chain shortages causing delays in the construction of the intersection improvements. Commissioner Freeman moved to approve said extension of temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. 7) CONSIDER TEMPORARY CLOSURE OF CR 76 BETWEEN CRS 31 AND 33: Ms. Mutchie stated this closure is to begin on August 1, 2022, and go through September 9, 2022, for road work and paving. She further stated the detour route is being paved in advance of next year's spring construction on the CRs 33 and 74 roundabout project, written public notices have been sent out twice and message boards will be placed in advance of the closure. Commissioner Saine moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. 8) CONSIDER TEMPORARY CLOSURE OF CR 72 BETWEEN CRS 31 AND 33: Ms. Mutchie stated this the second phase of the closure presented above, and this closure is to begin on August 8, 2022, and go through September 16, 2022, for road work and paving. She further stated the detour route is being paved in advance of next year's spring construction on the CRs 33 and 74 roundabout project, and staff is working with a local dairy farm for alternate access locations for the times when their access may be impeded to ensure deliveries are not disrupted. Ms. Mutchie advised written public notices have been sent out and message boards will be placed in advance of the closure. Commissioner Moreno moved to approve said temporary closure. The motion was seconded by Commissioner Buck, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
