MONDAY, JANUARY 31, 2022
The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity
with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration
Building, Greeley, Colorado, January 31, 2022, at the hour of 9:00 a.m.
ROLL CALL: The meeting was called to order by the Chair and on roll call the following members
were present, constituting a quorum of the members thereof:

_= MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County
Commissioners meeting of January 17, 2022, as printed. Commissioner Freeman seconded the motion,
and it carried unanimously.
_= PUBLIC INPUT: No public input was given.
AMENDMENTS TO AGENDA: There were no amendments to the agenda.
CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed;
Commissioner Freeman seconded the motion, and it carried unanimously.
COMMISSIONER COORDINATOR REPORTS: Commissioner Buck reported she attended an Oil
and Gas Energy workshop presentation at the Firestone/Del Camino location, and she is working closely.
with Tom Parko, Director of the Department of Planning Services, with the many development projects
that are under way. Commissioner Saine stated the Department of Human Services is currently very
active in the legislation session. Chair James commented the Board has been active with Colorado
Counties, Inc. (CCI), as well as conversations with the Colorado Department of Transportation (CBOT),
pertaining to the medium and heavy-duty truck standards. Commissioner Buck congratulated
Commissioner Freeman on his election as Chair to the Steering Committee.

J = WARRANTS:
1) GENERAL WARRANTS - JANUARY 28, 2022: Commissioner Buck moved to approve the General
Warrants, as printed. Commissioner Freeman seconded the motion, and it carried unanimously.
2) GREELEY-WELD COUNTY AIRPORT AUTHORITY WARRANTS - JANUARY 28, 2022:
Commissioner Freeman moved to approve the Greeley -Weld County Airport Authority Warrants, as
printed. Commissioner Buck seconded the motion, and upon a roll call vote the motion passed three (3)
to one (1), with Commissioner Saine opposed.

1) REJECT BID #B2100156, ENTRY DOOR REPLACEMENT (1400 NORTH 17TH AVE) - FACILITIES
DEPARTMENT: Rob Turf, Purchasing Department, stated one (1) bid was received that met all
specifications from Growling Bear Company, Inc., for the total amount of $117,623.00; however, staff's
recommendation is to reject this bid due to the amount being about twice the allotted budget, and to re-
bid at a later date. Commissioner Freeman moved to reject said bid per staff recommendation. The
motion was seconded by Commissioner Buck, and it carried unanimously.
2) APPROVE BID #B2200002, AWD OR 4X4 SUV'S PURSUIT RATED K9 (QTY 8) - SHERIFF'S
OFFICE: Mr. Turf stated three (3) bids were received and staff recommends selecting the lowest bidder
who met specifications, Greiner Ford of Casper, for a cost of $38,731.00 each, for a total amount of
$309,848.00. Commissioner Buck moved to approve said bid. The motion was seconded by
Commissioner Freeman, and it carried unanimously.
3) APPROVE BID #B2200003, MID -SIZED PASSENGER VANS (QTY 3) - SHERIFF'S OFFICE:
Mr. Turf stated two (2) bids were received and staff recommends selecting the lowest bidder who met
specifications, Greiner Ford of Casper, for a cost of $28,389.00 for each, and total amount of $85,167.00.
Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Freeman,
and it carried unanimously.
4) APPROVE BID #B2200004, MID -SIZED 4X4 EXTENDED/DOUBLE/SUPER CAB PICKUP
WITH 6 -FOOT BED, MAX WIDTH 78 -INCH (QTY 1) - FACILITIES DEPARTMENT: Mr. Turf stated
four (4) bids were received and staff recommends selecting the lowest bidder who met specifications,
Greiner Ford of Casper, for a total amount of $29,191.00. Commissioner Buck moved to approve said
bid. The motion was seconded by Commissioner Freeman, and it carried unanimously.
5) APPROVE BID #B2200005, MID -SIZED SUV'S 4 -DOOR 4X4 OR AWD (QTY 3) - FACILITIES
AND PLANNING SERVICES DEPARTMENTS: Mr. Turf stated four (4) bids were received and staff
recommends selecting the bidder who came closest to specifications, Ken Garff Ford of Greeley, for a
cost of $26,237.00 each, and for total amount of $78,711.00. Commissioner Buck moved to approve said
bid. The motion was seconded by Commissioner Saine, and it carried unanimously.
6) APPROVE BID #B2200006, MID -SIZED CARGO VAN (QTY 1) - PRINT SHOP: Mr. Turf stated
two (2) bids were received and staff recommends selecting the lowest bidder who met specifications;
Greiner Ford of Casper, for a total amount of $29,895.00. Commissioner Freeman moved to approve
said bid. The motion was seconded by Commissioner Buck, and it carried unanimously.

7) APPROVE BID #B2200007, 3/4 -TON 4X4 EXTENDED/DOUBLE/SUPER CAB PICKUP WITH
6.5 -FOOT BED, MINIMUM 10,000 GROSS VEHICLE WEIGHT RATING (GVWR) (QTY 2) -
DEPARTMENT OF PLANNING SERVICES: Mr. Turf stated three (3) bids were received and staff
recommends selecting the lowest bidder who met specifications, Greiner Ford of Casper, for a cost of
$36,694.00 each, and a total amount of $73,388.00. Commissioner Saine moved to approve said bid.
The motion was seconded by Commissioner Buck, and it carried unanimously.
8) APPROVE BID #B2200008, 1/2 -TON 4X4 EXTENDED/DOUBLE/SUPER CAB PICKUP WITH
6.5 -FOOT BED (QTY 2) - DEPARTMENTS OF PUBLIC WORKS AND PUBLIC HEALTH AND
ENVIRONMENT: Mr. Turf stated four (4) bids were received and staff recommends selecting the lowest
bidder who met specifications, Ken Garff Ford of Greeley, for a cost of $33,443.00 each, and a total
amount of $66,886.00. Commissioner Freeman moved to approve said bid. The motion was seconded
by Commissioner Saine, and it carried unanimously.
9) APPROVE BID #B2200009, ELECTRIC WALK BEHIND LIFT TRUCK (QTY 1) — DEPARTMENT
OF PUBLIC HEALTH AND ENVIRONMENT: Mr. Turf stated five (5) bids were received and staff
recommends selecting the bidder who came closest to specifications, Technology International, Inc., for
a total amount of $12,905.00. Commissioner Buck moved to approve said bid. The motion was seconded
by Commissioner Freeman, and it carried unanimously.
10) APPROVE BID #B2200015, BELLY DUMP TRAILERS (QTY 10) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf stated five (5) bids were received and staff recommends selecting the lowest bidder
who met specifications, Transwest Trailers of Brighton, for a total amount of $44,899.00 each, and a the
total amount of $448,990.00. Commissioner Buck moved to approve said bid. The motion was seconded
by Commissioner Saine, and it carried unanimously.
11) APPROVE BID #B2200017, 1 -TON 4X4 FULL SIZE EXTENDED CAB PICKUP WITH UTILITY
BOX (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received and staff
recommends selecting the bidder who came closest to specifications, Greiner Ford of Casper, for a total
amount of $54,423.00. Commissioner Buck moved to approve said bid. The motion was seconded by
Commissioner Freeman, and it carried unanimously.
12) APPROVE BID #B2200018, 60 -TON DETACHABLE LOW BOY TRAILER (QTY 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received and staff recommends
selecting the lowest bidder who met specifications, Wagner Equipment of Windsor, for a total amount of
$204,445.00. Commissioner Saine moved to approve said bid. The motion was seconded by,
Commissioner Buck, and it carried unanimously.
13) APPROVE BID #B2200019, 1 -TON 4X4 PICKUP 8 -FOOT BED EXTENDED/DOUBLE/SUPER
CAB (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received and
staff recommends selecting the lowest bidder who met specifications, Weld County Garage of Greeley,
for a total amount of $41,720.00. Commissioner Buck moved to approve said bid. The motion was
seconded by Commissioner Freeman, and it carried unanimously.

14) APPROVE BID #B2200021, 20 -TON SINGLE DRUM VIBRATORY ROLLER (QTY 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated four (4) bids were received and staff recommends
selecting the lowest bidder who met specifications, 4 Rivers Equipment of Fort Collins, for a total amount
of $212,406.00. Commissioner Freeman moved to approve said bid. The motion was seconded by
Commissioner Buck, and it carried unanimously.
15) APPROVE BID #B2200022, MOTORGRADERS (QTY 3) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf stated one (1) bid was received and staff recommends selecting the sole bidder who
met specifications, Wagner Equipment of Windsor, for a cost of $351,994.00 each, and a total amount of
$1,055,982.00. Commissioner Freeman moved to approve said bid. The motion was seconded by
Commissioner Buck, and it carried unanimously.
16) APPROVE BID #B2200023, 1/2 -TON 4X4 PICKUP 6.5 -FOOT BED CREW CAB (QTY 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated three (3) bids were received and staff recommends
selecting the lowest bidder who met specifications, Ken Garff Ford of Greeley, for a total amount of
$36,492.00. Commissioner Saine moved to approve said bid. The motion was seconded by
Commissioner Buck, and it carried unanimously.
17) APPROVE BID #B2200024, BACKHOE WITH 4 -WHEEL DRIVE AND EXTENDABLE BOOM
(QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated three (3) bids were received and staff
recommends selecting the lowest bidder who met specifications, 4 Rivers Equipment of Fort Collins, for
a total amount of $114,172.88. In response to Commissioner Buck, David Springer, Director of Fleet
Services, explained an extendable boom allows the equipment to dig deeper. Commissioner Freeman
moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried
unanimously.
18) APPROVE BID #B2200025, SKID STEER LOADER (QTY 1) - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf stated five (5) bids were received and staff recommends selecting the lowest bidder
who met specifications, 4 Rivers Equipment of Fort Collins, for a total amount of $52,668.17.
Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Freeman,
and it carried unanimously.
19) APPROVE BID #B2200026, 2 -TON 4X4 CREW CAB WITH DUAL WHEELS AND 8 -FOOT
UTILITY BED (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received
and staff recommends selecting the lowest bidder who met specifications, Greiner Ford of Casper, for a
total amount of $68,216.00. Commissioner Buck moved to approve said bid. The motion was seconded,
by Commissioner Freeman, and it carried unanimously.
20) APPROVE BID #B2200027, 2 -TON 4X4 CREW CAB WITH DUAL WHEELS AND 11 -FOOT
UTILITY BED (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received.
and staff recommends selecting the lowest bidder who met specifications, Greiner Ford of Casper, for a
total amount of $73,920.00. Commissioner Buck moved to approve said bid. The motion was seconded
by Commissioner Saine, and it carried unanimously.

OF PUBLIC WORKS: Mr. Turf stated six (6) bids were received and staff recommends selecting the
lowest bidder who met specifications, Transwest Trailers of Brighton, for a total amount of $41,547.00.
Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Freeman,
and it carried unanimously.

22) APPROVE BID #B2200029, 4X4 SUPER CAB AND CHASSIS (QTY 1) - DEPARTMENT OF
PUBLIC WORKS: Mr. Turf stated two (2) bids were received and staff recommends selecting the bidder
who came closest to specifications, Greiner Ford of Casper, for a total amount of $84,098.00:..
Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Saine, and
it carried unanimously.
23) APPROVE BID #B2200030, 1 -TON 4X4 FULL-SIZED CREW CAB PICKUP WITH UTILITY BOX
(QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated one (1) bid was received and staff
recommends selecting the sole bidder who met specifications, Greiner Ford of Casper, for a total amount
of $53,444.00. Commissioner Buck moved to approve said bid. The motion was seconded by
Commissioner Saine, and it carried unanimously.
24) APPROVE BID #B2200031, ARTICULATING WHEEL LOADER (QTY 1) - DEPARTMENT OF
PUBLIC WORKS: Mr. Turf stated four (4) bids were received and staff recommends selecting the lowest
bidder who met specifications, 4 Rivers Equipment of Fort Collins, for a total amount of $407,689.78.
Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Buck,
and it carried unanimously.
25) APPROVE BID #B2200032, SKID STEER (QTY 1) - DEPARTMENT OF PUBLIC WORKS:
Mr. Turf stated five (5) bids were received and staff recommends selecting the lowest bidder who met
specifications, 4 Rivers Equipment of Fort Collins, for a total amount of $56,537.10. Commissioner Buck
moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried
unanimously.
26) REJECT BID #B2200033, 2 -TON 4X4 CREW CAB WITH DUAL WHEELS AND FLAT BED
(QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated one (1) bid was received and staff
recommends rejecting the sole bid from McCandless Truck Center, for a total amount of $99,334.00,
which is over budget by $29,334.00. Commissioner Buck moved to reject said bid per staff
recommendation. The motion was seconded by Commissioner Freeman, and it carried unanimously.
27) APPROVE BID #B2200034, SKID STEER WITH 24 -INCH PLANER ATTACHMENT (QTY 1) -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated six (6) bids were received and staff recommends
selecting the bidder who came closest to specifications, Wagner Equipment of Windsor, for a total amount
of $110,833.47. Commissioner Buck moved to approve said bid. The motion was seconded by
Commissioner Saine, and it carried unanimously.
28) APPROVE BID #B2200035, 2 -TON 4X4 CREW CAB WITH DUAL WHEELS AND 8 -FOOT
UTILITY BOX (QTY 1) - DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received
and staff recommends selecting the lowest bidder who met specifications, Greiner Ford of Casper, for
total amount of $69,784.00. Commissioner Freeman moved to approve said bid. The motion was
seconded by Commissioner Buck, and it carried unanimously.
29) APPROVE BID #B2200036, TANDEM AXEL TRUCK WITH DISTRIBUTOR TANK (QTY 1)
DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received and staff recommends
selecting the lowest bidder who met specifications, Transwest Truck Trailer RV Brighton, for a total
amount of $238,297.00. Commissioner Freeman moved to approve said bid. The motion was seconded
by Commissioner Buck, and it carried unanimously. In response to Commissioner Freeman, Mr. Springer

stated that due to supply chain delays there is a struggle, there are still items pending from last year yet
to be delivered, and he confirmed that the pricing stays the same due to the purchase order contract.
30) APPROVE BID #B2200038, HOUSEHOLD HAZARDOUS WASTE PICKUP AND DISPOSAL
SERVICES — DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT: Mr. Turf stated Clean
Harbors Environmental Services, Inc., is the current vendor and is providing insufficient service, in
conjunction with raising prices, which is not a contractual obligation. Mr. Turf further stated four (4) bids
were received and staff recommends selecting the second lowest bidder, Veolia ES Technical Solutions,
based on inclusive pricing, waste treatment and disposal methods. Commissioner Buck moved to
approve said bid. The motion was seconded by Commissioner Saine, and it carried unanimously.
31) APPROVE BID #B2100145, 35TH AVE AND O ST ROUNDABOUT PROJECT -
DEPARTMENT OF PUBLIC WORKS: Mr. Turf stated two (2) bids were received and the selection
committee recommends awarding to the lowest bidder who met specifications, IHC Scott, based on the
Engineer's estimated cost for this project, for a total amount of $7,403,932.56. Cameron Parrott,
Department of Public Works, was present to answer questions. Commissioner Freeman moved to
approve said bid. The motion was seconded by Commissioner Saine, and it carried unanimously.
32) PRESENT BID #B2200043, DUST PALLIATIVE SUPPLY - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf stated thirteen (13) vendors downloaded specifications, two (2) bids have been
received and staff will review and make a recommendation on February 14, 2022.
33) PRESENT BID #B2200049, TRAFFIC PAINT AND BEADS - DEPARTMENT OF PUBLIC
WORKS: Mr. Turf stated seven (7) bids have been received and staff will review and make a
recommendation on February 14, 2022.
34) PRESENT BID #B2200044, JAIL SALLY PORT OVERHEAD DOOR REPLACEMENT —
FACILITIES DEPARTMENT: Mr. Turf stated three (3) bids have been received and staff will review and
make a recommendation on February 14, 2022.
NEW BUSINESS:
1) CONSIDER TAX INCENTIVE AGREEMENT PURSUANT TO C.R. S. § 30-11-123 AND AUTHORIZE
CHAIR TO SIGN - COLORADO STUD COMPANY: Don Warden, Director of the Department Finance
and Administration, stated this agreement provides a personal property tax incentive payment for the
total amount of $48,146.00, based on $4 million in equipment and an additional $2 million for the building,
over a ten (10) year period. Mr. Warden further gave an overview of Colorado Stud Company and,
explained they are locating to Nunn, Colorado, with the intent of hiring 15 employees in their first phase
and another 15 employees on their second phase, which meets all criteria for this incentive. In response
to Commissioner Saine, Mr. Warden confirmed that in order to get reimbursed they must submit
documentation with a list of employees to verify addresses for ensure that 50% of them live in Weld,
County. If they fail to do so, or don't meet the threshold, the County will not reimburse. Commissioner
Freeman moved to approve said agreement and authorize the Chair to sign. The motion was seconded
by Commissioner Buck, and it carried unanimously.
2) CONSIDER CONTRACT ID #5502 CONTRACT AND STATEMENT OF WORK FOR FIRST -IN
FIRE STATION ALERTING SYSTEM INTERFACING AND AUTHORIZE CHAIR TO SIGN - LOW
VOLTAGE INSTALLATIONS, INC. ON BEHALF OF WESTNET, INC.: Ryan Rose, Director of the
Department of Information Technology, stated this contract allows for the Department of Public Safety
Communications to purchase the licensing for the First -In alert system for fire stations and to interface

the new CentralSquare computerized dispatch system. Mr. Rose further mentioned this agreement
includes all software, hardware and installations and has been budgeted for this year. Commissioner
Freeman moved to approve said contract and statement of work and authorize the Chair to sign.
Seconded by Commissioner Buck, the motion carried unanimously.
_= 3) CONSIDER APPOINTMENTS TO REGIONAL COMMUNICATIONS ADVISORY BOARD:
Commissioner Freeman moved to approve said appointments. The motion was seconded by
Commissioner Saine, and it carried unanimously.
u_= 4) FINAL READING OF CODE ORDINANCE #2022-01, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 21 AREAS AND ACTIVITIES OF STATE INTEREST
AND CHAPTER 23 ZONING OF THE WELD COUNTY CODE (OGED LAP CODE): Commissioner
Freeman moved to read Code Ordinance #2022-01 by title only. The motion, which was seconded by
Commissioner Buck, carried unanimously. Bruce Barker, County Attorney, read the title for the record.
Jason Maxey, Director of the Department of Oil and Gas Energy, stated on January 20, 2022, the Oil and
Gas Working Group held its first quarterly meeting to discuss changes and answered questions, and
mentioned there were no comments received. Mr. Maxey further stated there have been no changes
made since the Second Reading. There was no public testimony concerning this matter. Commissioner
Freeman moved to approve Code Ordinance #2022-01 on Final Reading. The motion was seconded by
Commissioner Buck, and it carried unanimously.
5) FINAL READING OF CODE ORDINANCE #2022-02, IN THE MATTER OF REPEALING AND
REENACTING, WITH AMENDMENTS, CHAPTER 20 IMPACT FEES OF THE WELD COUNTY CODE:
Commissioner Freeman moved to read Code Ordinance #2022-02 by title only. The motion, which was
seconded by Commissioner Buck, carried unanimously. Mr. Barker read the title for the record.
Elizabeth Relford, Deputy Director of the Department of Public Works, stated there have been no
comments, concerns or questions from the public and further stated there have been no changes made
since the Second Reading. There was no public testimony concerning this matter. Ms. Relford, in
response to Commissioner Saine, confirmed this offers the option to submit a Traffic Narrative, rather
than a full Traffic Study. Commissioner Saine moved to approve Code Ordinance #2022-02 on Final
Reading. The motion was seconded by Commissioner Buck, and it carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. Code Ordinances #2022-01 and #2022-02 were approved on Final Reading.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Clerk to the Board. There being no further business, this meeting was adjourned at 9:35 a.m.
