PASS -AROUND TITLE: Equipment Transmission Replacement

Brief description of the problem/issue:
Public Works had a transmission fail on unit 15820197. This unit is a 2017 John Deere 772G Motor Grader.
With this failure the machine is out of service.
Fleet Services has contacted three vendors that regularly do this type of work for the county. The cost to repair
the transmission is $30,200.00. In addition, I have added two quotes for repairing the transmission (see
attached estimate). This grader is used by the Gravel Road Management Division of Public Works to maintain
gravel roads and remove snow.
Section 5-4-80 A.27.a of the County Code allows for emergency purchases when Human life, safety, health,
or county property is in jeopardy.
What options exist for the Board? (Include consequences, impacts, costs, etc. of options):
1. Allow Fleet Services to purchase the transmission repairs according to the code reference above, limiting
the down time to Public Works operations where delays could affect snow removal in a large snow event.
2. Require Fleet to go out to bid and possibly not receive any bids because the bid process for equipment
repairs is not how a repair shops function.
Recommendation:
With BOCC approval allow Fleet Services to authorize the transmission repair according to the code reference
above limiting the down time to Public Works operation where delays could affect snow removal in a large
snow event.
