WELD COUNTY COUNCIL
March 21, 2022
The Weld County Council met in regular session in full conformity with the Weld County Home
Rule Charter at 6:30 p.m., Monday, March 21, at the Weld County Administration Building, 1150
0 Street, Greeley, CO.
ROLL CALL:
la The meeting was called to order by President Nancy Teksten. Councilmembers Tonya L.
Van Beber, James Welch and Rupert Parchment were present, constituting a quorum of
members. Also present was Council Secretary Linda Kane.
APPROVAL OF AGENDA :
Councilmember Van Beber made a motion to approve the agenda, seconded by
Councilmember Welch and carried.
APPROVAL OF DOCUMENTATION:
Approval of February 28, 2021, Minutes
Councilmember Welch made a motion to approve the February minutes, seconded by
Councilmember Van Beber, and the motion carried.
REVIEW PROGRAM:
There was no review program.
PUBLIC COMMENT:
There was no public comment.
NEW BUSINESS:
There were none.

Bills
Councilmember Van Beber made a motion to approve bills, it was seconded by Councilmember
Welch and carried. The bills were paid as follows:
o Weld County Phone Bill for February $25.00
Interview of Candidates for Open At -Large Vacancy
Council received 9 applications for the open At -Large Council vacancy left by Elijah Hatch. Mr.
Hatch's seat became vacant on January 1, 2022, after he announced his bid for county
commissioner.
The 9 applicants were narrowed down to 5, who were interviewed by Council. They were: David
Huntwork of Windsor, Bill Gillard of Greeley; Trent Leisy of Windsor; Lori Garcia Sander of
Eaton; and Cindy Beemer of Windsor.

Councilmember Welch made a motion that each candidate have 20 minutes to answer 8
questions, it was seconded by Councilmember Van Beber, and the motion carried.
Councilmember Van Beber made a motion that in the event of a tie, Council would come up with
a final question and rate the candidates accordingly, it was seconded by Councilmember Welch,
and carried.
Each applicant was asked the same 8 questions. They were:
1) Why do you want to be a member of Council?
2) As a Council member, how would you view your role?
3) How do you feel about reviewing and gathering information about issues that may arise
within county government?
4) What qualifies you as a candidate?
5) What is your understanding of the role of the County in county government?
6) What do you hope to accomplish?
7) Who do you feel you will be representing and why is that important to you?
8) Do you have any questions for Council?
Each applicant was then rated on a point system from 1-5 with 5 being the most points earned.
Cindy Beemer received the most points and was appointed the At -Large position.

A summary of Ms. Beemer's responses: She grew up in Weld County and has been involved
with various community boards. She said Council provides oversight to the county and
reassurance to voters that elected officials are being held accountable.
Ms. Beemer said it's the Council's duty to review different departments and make sure they are
in compliance with the County Charter and state laws. She hopes to continue to assist in
providing high quality oversight while retaining an open mind.
She said it helps to be a critical thinker when it comes to complications and to be sure to
consider all sides when making unbiased decisions. She hopes to represent the citizens of Weld
County and educate them on the role of Council. She said citizens benefit from the oversight
and transparency of Council, but many people don't know it exists or its function.
Councilmember Welch made a motion to appoint Cindy Beemer for the At -Large position, it was
seconded by Councilmember Parchment, and the motion carried unanimously.
OLD BUSINESS:
There was no old business.
ADJOURNMENT:
By acclamation, the meeting was adjourned at 8 p.m.

Interview Process for the County Council At -large Vacancy
• Candidates will check in with Linda and draw for their place in the interview process.
• Candidates will be escorted to a meeting room and asked to surrender their phones
until after their interview.
+' Each Council member will prepare a small list of potential questions to ask the
candidates. 'From discussion of these questions among the Council members, each
member will decide on two questions that they will ask each candidate.
The Council will agree upon a time limit for each candidate's questioning at Monday
night's meeting.
• The Council will have to decide the process used to break a tie. Executive Session is NOT
an option,.
* When the Council has reached the point in the meeting under new business allowing for
the interview process to begin, the candidate having drawn #1 will be escorted to the
meeting and the podium.
• Each candidate will be asked two (2) questions by each County Council person beginning
with Rupert Parchment on the far left of the chair.
• After all candidates have been interviewed, each Council member will rank the
candidates using a scoring system with 5 being their first choice and 1 the last.
• Linda will use a roll call method to ask each Council member to provide their candidate
ranking numbers.
Linda will tally the numbers and provide the results.
• It is agreed that the candidate receiving the highest number will be selected to fill the
vacancy. A motion and second must be made to officially welcome our new At -large
member to the Council.

solicitation of bribery, or subornation of perjury, shall be eligible to the general
assembly, or capable of holding any office of trust or profit in this state."
