RE: ANNUAL MEETING AND 2023 BUDGET HEARING - WELD COUNTY PIONEER
COMMUNITY LAW ENFORCEMENT AUTHORITY
A public hearing was conducted on December 12, 2022, at 9:00 a.m., with the following present:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine
Also present:
Clerk to the Board, Esther E. Gesick
County Attorney, Bruce Barker
Director of Finance and Administration, Donald D. Warden
Budget Manager, Jennifer Oftelie
The following business was transacted:
I hereby certify that pursuant to a notice dated November 2, 2022, and duly published
November 4, 2022, in the Greeley Tribune, the Annual Meeting of the Weld County Pioneer
Community Law Enforcement District Authority Board was conducted, and a public hearing was
conducted to consider the proposed 2023 Budget for the Weld County Pioneer Community Law
Enforcement Authority District. Jennifer Oftelie, Budget Manager, recommended approval of the
budget, in the amount of $4,212.00, which is supported by 7.0 mills in property tax, and the
amount is used for extraordinary patrol services by the Sheriffs Office.
El No public testimony was offered concerning this matter.
tE Commissioner Moreno moved to approve the Resolution to Adopt the Budget, in the amount
of $4,212.00. The motion was seconded by Commissioner Buck, and it carried unanimously.
Ms. Oftelie requested approval to appropriate the funds for receipt and expenditure. No
public testimony was offered concerning this matter. Commissioner Freeman moved to approve
the Resolution to Appropriate Sums of Money. The motion was seconded by Commissioner
Saine, and it carried unanimously.
''' Ms. Oftelie requested approval to set the mill levy at 7.000 mills, for a total assessed value
of $573,090.00, which will collect $4,012.00. No public testimony was offered concerning this
matter. Commissioner Saine moved to approve the Resolution to Set the Mill Levy at 7.0 mills.
The motion was seconded by Commissioner Freeman, and it carried unanimously.

Ms. Oftelie recommended approval of the Intergovernmental Agreement with the Sheriff's
Office to provide law enforcement services. Commissioner Moreno moved to approve said
agreement and authorize the Chair to sign. The motion was seconded by Commissioner Saine,
and it carried unanimously.
There being no further discussion, the hearing was completed at 10:14 a.m.
This Certification was approved on the 28th day of December, 2022.
