HomeMy WebLinkAbout20222920.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, OCTOBER 19, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, October 19, 2022, at the hour of 9:00 a.m. MOMENT OF SILENCE: Chair Pro-Tem Freeman called for a Moment of Silence in remembrance of Ray Patch, former Mayor of Hudson, father of Undersheriff Donnie Patch, and public servant on the Home Rule Charter Committee. El ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair — EXCUSED Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Clerk to the Board, Esther Gesick Chief Financial Officer, Cheryl Pattelli MINUTES: Commissioner Buck moved to approve the Minutes of the Board of County Commissioners meeting of October 5, 2022, as printed. Commissioner Moreno seconded the motion and it carried unanimously. CERTIFICATION OF HEARINGS: Commissioner Saine moved to approve the Certification of Hearings conducted on October 5, 2022, as follows: 1) USR22-0017 — Jeffery Futter. Commissioner Moreno seconded the motion, which carried unanimously. El PUBLIC INPUT: Steve Teets, Greeley resident, provided the Board with a list of opportunities for housing, referenced a Denver Post article regarding aging adults struggling to survive, and noted his attendance at several City of Greeley meetings which reviewed a consultant's report and executive summary that provided statistics about housing and homelessness, but offered no useful suggestions. Mr. Teets also discussed a recent AARP report (Exhibit A) and stated the United Way of Weld County and Weld's Way Home have done extensive work to produce ideas for the entire community to collaborate and start taking action and making changes. Lastly, he cited the Colorado -Wyoming Transit Feasibility Study documenting the number of daily trips and the need to improve public transit. Responding to Mr. Teets, Commissioner Moreno confirmed he will continue serving on the United Way Board following his retirement as a commissioner. Minutes, Wednesday, October 19, 2022 Page 1 2022-2920 BC0016 Steven Grant, Destiny Christian Center in Evans, Colorado, commented Becky Safarik will be hosting a meeting to discuss the difficult issue of homelessness, which will take place on October 20, 2022, from 9:30-11:00 a.m., at the Greeley Downtown Recreation Center. El AMENDMENTS TO AGENDA: Commissioner Moreno moved to amend the Consent Agenda to modify item #5 to add "(...and RWE-02A); remove item #6, and renumber accordingly. The motion was seconded by Commissioner Buck, and it carried unanimously. E; CONSENT AGENDA: Commissioner Moreno moved to approve the Consent Agenda, as amended. Commissioner Saine seconded the motion and it carried unanimously. t� l WARRANTS: 1) GENERAL WARRANTS - OCTOBER 18, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Saine seconded the motion and it carried unanimously. El BIDS: 1) APPROVE BID #62200122, CISCO ISE (IDENTITY SERVICE ENGINE) — DEPARTMENT OF INFORMATION TECHNOLOGY: Ryan Rose, Director of the Department of Information Technology, stated staff recommends selecting the lowest bidder who met specifications, Advanced Network Management, for a total amount of $31,300.00, which is within the budgeted amount. Commissioner Moreno moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) PRESENT BID #B2200150, CISCO ACCESS POINTS — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated one (1) vendor downloaded specifications, staff did reach out to other vendors to verify they had received the specifications, and following review staff will make a recommendation on November 7, 2022. '.% 3) PRESENT BID #B2200151, CISCO NETWORK SWITCHES — DEPARTMENT OF INFORMATION TECHNOLOGY: Mr. Rose stated one (1) vendor downloaded specifications, staff did reach out to other vendors to verify they had received the specifications, and following review staff will make a recommendation on November 7, 2022. 4) PRESENT BID #62200142, PRINT SHOP ROOF REPLACEMENT - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated eight (8) bids were received and staff will make a recommendation on November 7, 2022. la NEW BUSINESS: 1) CONSIDER CONTRACT ID #6379 INDIVIDUAL PROVIDER CONTRACT FOR PURCHASE OF FOSTER CARE SERVICES IN A FOSTER CARE HOME AND AUTHORIZE CHAIR PRO-TEM TO SIGN - SYLVIA LOPEZ: Jamie Ulrich, Director of the Department of Human Services, stated this contract is for a new kinship foster care home located in Greeley, Colorado. Commissioner Saine moved to approve said contract and authorize the Chair Pro-Tem to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. Minutes, Wednesday, October 19, 2022 Page 2 2022-2920 BC0016 f� 2) CONSIDER CONTRACT ID #6384 MEMORANDUM OF UNDERSTANDING FOR FAMILY UNIFICATION PROGRAM AND AUTHORIZE CHAIR PRO-TEM AND DEPARTMENT OF HUMAN SERVICES TO SIGN - VARIOUS AGENCIES: Ms. Ulrich explained the participating entities help support youth who are transitioning out of the Child Welfare program with housing vouchers, in collaboration with North Range Behavioral Health and United Way of Weld County. Commissioner Saine moved to approve said memorandum of understanding and authorize the Chair Pro-Tem to sign. The motion, which was seconded by Commissioner Buck, carried unanimously. I'E, 3) CONSIDER CONTRACT ID #6391 INTERGOVERNMENTAL AGREEMENT FOR CONTRIBUTION FOR ROADWAY IMPROVEMENTS FOR CRS 54 AND 13 INTERSECTION ROUNDABOUT PROJECT AND AUTHORIZE CHAIR PRO-TEM TO SIGN — LARIMER COUNTY: Clay Kimmi, Department of Public Works, stated on March 4, 2022, the North Front Range Metropolitan Planning Organization (NFRMPO) awarded $1,419,409.00 for construction on the County Road 54/13 Intersection Roundabout project. He further stated, since this project will be on the County line with Larimer County, a condition of the grant is that Larimer County will assist with the local match funding, in the amount of $30,000.00. Commissioner Moreno moved to approve said agreement and authorize the Chair Pro-Tem to sign. The motion, which was seconded by Commissioner Saine, carried unanimously. , PLANNING: 1) CONSIDER PARTIAL VACATION OF TWO -LOT RECORDED EXEMPTION, RE -3854, FOR REMOVAL OF LOT B — CR7 ERIE RV, LP: Maxwell Nader, Department of Planning Services, stated the property owner has requested to vacate Lot B of Two -Lot Recorded Exemption, RE -3854, which will result in an approximately 73 -acre unplatted parcel. He gave a brief description of the location of the site, stated the Code criteria has been met, confirmed Lot A will be unaffected, and confirmed no easements are impacted by this request. Cameron Grant, Attorney with Lyons Gadys, represented the applicant and explained the applicant purchased the property with the intent of gaining a Use by Special Review permit on the western portion of the site. He noted the eastern portion is unused, thus they want to vacate the exemption from Lot B and then work to create two separate 35 -acre parcels. No public testimony was offered concerning this matter. Commissioner Buck moved to approve said partial vacation, with the Condition of Approval. The motion was seconded by Commissioner Moreno, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board. Northern Colorado Continuum of Care What needs to be done is Research what other Groups, Cities, States or Federal government opportunities in shelters/housing and funding sources for housing/homelessness. Locally need to team up with Weld County and the Cities of Greeley/Evans (including Garden City) possible State of Colorado as well as non -profits organizations (including Churches). Also include Big Companies, as well as Developers/Contractors and also Veterans Administration (including 4 veteran organizations in Greeley/Evans) to come up with solutions and implement them that would be a lot less people who are Homeless.
