HomeMy WebLinkAbout20223626.tiffWELD COUNTY 401K SAVINGS PLAN AND 457 DEFERRED COMPENSATION PLAN FIDUCIARY COMMITTEE April 5, 2022 MEMBERS PRESENT: Ryan Rose, Director of Administration - Absent Cheryl Pattelli, Chief Financial Office John Lefebvre, County Treasurer Michelle Raimer, Interim Director of HR Staci Datteri-Frey, HR Benefits Manager OTHERS PRESENT: Karla Ford, BOCC Office Manager Brad Shaps, Alera Group Rebecca Noordhoek, Alera Group Masoud Shirazi, Shirazi and Associates Michael Shirazi, Shirazi and Associates CALL TO ORDER: This meeting was held and recorded by Microsoft Teams. Brad Shaps, Alera Group, called the meeting to order at 9:00am. Alera emailed an updated Weld County 401k Savings Plan Investment Policy Statement Draft (Attachment A) and an updated Deferred Compensation Plan of the County of Weld Investment Policy Statement Draft (Attachment B) to the Committee. This meeting was scheduled to continue with the previous agenda. Mr. Shaps continued the discussion of the Weld County Service Plan (Attachment C). GOAL SETTING/EDUCATION: Staci Datteri-Frey, HR Benefits Manager, requested more education including written materials be distributed to employees, along with some virtual meetings for employees, group presentations and a recorded segment to be embedded within the New Hire Orientation presentation. Lunch & Learn opportunities for employees was suggested, along with the materials being clearly noted for 401k and 457 programs. Mr. Shaps requested to have a Retirement Basics Class available for employees. It was determined the Alera Group will put the following together and come to Weld County in June: In -person presentation to have for employees (two back-to-back), short recording to be put into the New Hire Orientation presentation, supplements with what Principal does (these will be sent to the Committee regarding basic topics to use if Committee chooses to do so). Cheryl Pattelli, Committee Chair, responded to a question of who was eligible for these programs - all employees are eligible to participate in one or both programs. Mr. Shaps responded to a question that a social security class would be different than the presentation Alera would give to employees. He also stated that cryptocurrency is not a topic they discuss in presentations. 2022-3626 The Committee would like to see an overall increase in participation and an increase in contribution rates. The Committee also wants to ensure the fiduciary committee is monitoring the programs closely to ensure employees have the best options at the lowest cost. The Committee would like to have Principal representatives attend the fiduciary meetings at least twice per year to provide plan updates. Ms. Pattelli requested that the Committee members be educated and understand the responsibilities and topics covered in the meetings. INVESTMENT REVIEW: Discussion for future meetings will be sector funds and the self -directed brokerage option. FIDUCIARY EDUCATION AND BEST PRACTICES: There are some high-level training classes through Source that have several different segments. Mr. Shaps will review these classes and create a plan. PLAN DESIGN ANALYSIS: Discussion/review of plan to verify if anything needs to be added or updated. Plan design discussions include items such as changes in federal law. The Committee would like to do this twice per year. This will start in August. ADMINISTRATIVE: Hardship withdrawal best practices were discussed and suggested to be a separate meeting from the Committee. Ms. Datteri-Frey stated that for compliance, she would like details about paper tracking so HR can verify all is being done correctly. Michael Sharazi, Sharazi & Associates, stated there can be a standard call with Principal quarterly to discuss administrative issues. FOR UPCOMING MEETING: Mr. Shaps will work with Weld County to get travel dates in June. The Alera group will get May agenda completed, run updated monitoring reports and reach out to Principal.
