("Noble") is the current operator of the Lilli (D -Sand) Unit ("Unit") located in Weld County, Colorado. Noble has taken the steps to plug and abandon all the remaining wells within the Unit and has chosen to terminate the Unit under the terms of the Unit Agreement. Noble worked with the Bureau of Land Management ("BLM") to finalize the decommissioning of the Unit and received the attached letter from the BLM stating the Unit is terminated as of April 28, 2022. The public interest requirement [43 CFR 3183.4(b)] for this secondary recovery unit agreement was met December 1, 1995, the unit effective date. The expiration date of any committed Federal lease(s) shall be modified as appropriate. A committed lease would receive a two-year extension from the unit termination date, or the remaining primary term of the lease, whichever is longer; or for so long thereafter as the lease is capable of production in paying quantities. Copies of this letter are being distributed to the appropriate agencies. We request that you furnish notice of this termination to each working interest owner, lessee, and lessor. Please take note; the BLM has implemented a new records system effective March 14, 2022. MLRS (Mineral and Land Records System) has replaced LR2000. Therefore, all LR2000 serial numbers for existing records now have a new MLRS serial number. Both the MLRS and the LR2000 legacy serial numbers have been included in this letter. For future correspondence, please reference the new MLRS serial number. INTERIOR REGION 7 • UPPER COLORADO BASIN COLORADO. NEW MEXICO. UTAH. WYOMING 2 A person contesting an order of the authorized office or violation must request a State Director Review of the Order. This request must be filed within 20 working days of receipt of this letter with the Colorado State Director at 2850 Youngfield Street, Lakewood, Colorado 80215 (see 43 CFR 3165.3). The State Director Review decision maybe appealed to the Interior Board of Land Appeals, 801 North Quincy Street, MS 300 -QC, Arlington, Virginia 22203 (see 43 CFR 3165.4). You may file a notice of appeal or a State Director Review request by paper hardcopy only. The BLM will not accept a notice of appeal, or a State Director Review request transmitted electronically (e.g., by email, facsimile, or social media means). Also, the BLM will not accept a petition for stay that is transmitted electronically (e.g., by email, facsimile, or social media means). Even if the BLM has previously corresponded with you by email, facsimile, or social media means, the BLM will not accept a notice of appeal, or a State Director Review request transmitted electronically. The notice of appeal, or a State Director Review request, and any petition for stay must be received on paper at the office address above.
