RE: SHOW CAUSE HEARING, PCSC22-0002, TO DETERMINE WHETHER OR NOT THE
LANDWONERS ARE IN COMPLIANCE WITH CERTAIN CONDITIONS OF APPROVAL
(PLAT NOTES), CONTAINED IN PLANNED UNIT DEVELOPMENT FINAL PLAN,
PF-622 - ESTATES AT HILL LAKE HOA, C/O STACY KISSAM
A public hearing was conducted on February 16, 2022, at 9:00 a.m., with the following present:
Commissioner Scott K. James, Chair
Commissioner Mike Freeman, Pro-Tem
Commissioner Perry L. Buck
Commissioner Steve Moreno
Commissioner Lori Saine
Also present:
Acting Clerk to the Board, Jess Reid
County Attorney, Bruce Barker
Planning Services Department representative, Angela Snyder
The following business was transacted:
A public Show Cause hearing, PCSC22-0002, was conducted to determine whether or not
Estates at Hill Lake HOA, c/o Stacy Kissam, 18620 Hill Lake Drive, Johnstown, Colorado 80534,
was in compliance with certain Conditions of Approval (plat notes) contained in Planned Unit
Development Final Plan, PF 622. Bruce Barker, County Attorney, made this a matter of record.
Tom Parko, Department of Planning Services, presented a brief summary of the violations
related to the absence of the outlet structure in the detention pond. He stated a stamped and
signed letter was received on February 8, 2022, from a Professional Engineer stating the existing
pond was sufficient to manage stormwater, which brings the permittee into compliance with their
Stormwater Management Plan. He requested the Board dismiss the Show Cause hearing.
No public testimony was offered concerning this matter.
Mr. Barker suggested clarifying language for the Resolution indicating the originally
scheduled Show Cause date of June 15, 2022, is vacated.
In the matter of Show Cause hearing, PCSC22-0002, Commissioner Freeman moved to
dismiss the Show Cause hearing and vacate the originally scheduled Show Cause date of
June 15, 2022. The motion was seconded by Commissioner Buck. Commissioner Saine
expressed appreciation to staff for their prompt attention on this matter, and the motion carried
unanimously. There being no further discussion, the hearing was completed at 10:15 a.m.
