RE: APPROVE APPLICATION FOR 2022-2023 PEACE OFFICERS BEHAVIORAL HEALTH
SUPPORT AND COMMUNITY PARTNERSHIPS GRANT PROGRAM, AND
AUTHORIZE ELECTRONIC SUBMITTAL
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for the 2022-2023 Peace
Officers Behavioral Health Support and Community Partnerships Grant Program between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Sheriff's Office, and the Colorado Department of Local Affairs, with further
terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for the 2022-2023 Peace Officers Behavioral Health
Support and Community Partnerships Grant Program between the County of Weld, State of
Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the
Sheriff's Office, and the Colorado Department of Local Affairs, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Sonja Kohlgraf, Sheriff's Office, be, and
hereby is, authorized to electronically submit said application.

Brief description of the problem/issue:
The Sheriffs Office would like to apply for the FY2022-23 Peace Officers Behavioral Health Support and Community
Partnerships Grant Program funding. This grant is focuses on the Behavioral Health support for Peace Officers.
The funds assist with:
• counseling services
• training and educational programs to recognize the symptoms of job -related trauma and how to prevent and treat
it
• Peer support programs for peace officers
• Hiring, contracting, or developing a remote network to provide behavioral health counseling, therapy, or other
related support services to peace officers involved in job related traumatic situations
A total of $7.5 million has been made available by the State of CO, stretching over a period of 18 months (Jan23-Jun24).
This grant does not require matching. Application deadline is 10/31/2022 in the DOLA Grant management tool.
WCSO would like to apply for 172,191, covering the following items for the WCSO Peer Support Group.
Peer Support Training: $3,500 COPS conference tuition for 5 Peer Support Group members and 40Hrs at $50/hr
for Peer Support Group coordinator from Larimer County to participate in training for Peer Support Group
Peer Support Outfitting: $20,295 Jackets, vest, cap, backpack and charger kit for Peer Support Group member
• External support services: $18,500 EMDR/Brainspotting sessions available for 10 WCSO deputies
Officer Wellness App $30,000 for 301-500 WCSO employee users
WCSO's goal is to work toward creating a culture that focuses on building a mentally strong workforce by supporting
deputies, civilians and their families and providing resources for proactive mental health assistance after traumatic events.
The listed items would benefit the existing WCSO Peer Support Group and strengthen their work in the field and provide
wellness tools for deputies who had to work critical incidents.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
• Approve to apply for FY2022-23 Peace Officers Behavioral Health Support and Community Partnerships Grant
Program funds which can support the work of the WCSO's Peer Support Group and WCSO deputies.
• Do not approve the application for the grant funding and forego the opportunity to increase behavioral health
support efforts.
• Schedule a work session to discuss further.

The Peace Officers Behavioral Health Support and Community Partnerships grant program within the Department of Local
Affairs (DOLA) is available for law enforcement agencies, peace officer organizations, public safety agencies for purposes
1-7.

Behavioral health or community -based social services providers are eligible to apply in partnerships with law enforcement or
public safety agencies for the purpose of 1-2:
1. Co -responder community responses.
2. Community -based alternative responses.
Eligible entities include:
• Law enforcement or peace officer agencies
• Behavioral health entities
• County or district public health agency
• Community -based social service or behavioral health providers in partnership with a law enforcement or
public safety agency.

Weld County Sheriff's Office (WCSO) would like to apply for these grant funds and make its Peer Support Team Program more
robust. Additional tools and trainings for the Peer Support Group will assist in given better care during a callout. In addition all
Peace Officers will benefit from a downloadable law enforcement wellness app that's available any time and in any setting. The
WCSO is working toward creating a culture that focuses on building a mentally strong workforce by supporting deputies, civilians
and their families with resources that can proactively support the mental health well being and assist in addressing and processing
traumatic events. The following items were identified as a need by the WCSO Peer Support Team and will improve their role
function: - The Cordico Shield Law Enforcement Wellness App, at a cost of an estimated $30,000/year for 301-500 users ,
provides 24/7/365 in hand, on demand customized, confidential, mobile wellness resources. This is an app that includes a
complete range of anonymous self -assessments as well as continuously updated videos and guides on more than 60 behavioral
health topics that are all designed specifically for first responders. With instant feedback and educational guidance. - External
Support Services in the form of EMDR and Brainspotting, estimated cost $18,500, covering 10 users per year for 10 sessions.
Brainspotting is a powerful, focused treatment method that works by identifying, processing and releasing core
neurophysiological sources of emotional/body pain, trauma, dissociation and a variety of other challenging symptoms. EMDR is a
psychotherapy treatment that was originally designed to alleviate the distress associated with traumatic memories. The Peer
Support Group has identified individuals in the past that could have benefitted from these treatments but were not able to get
them due to out of pocket cost. - Peer Support Outfitting: Jackets„ vests, caps, backpacks and charger kits for 41 members, in the
amount of $20,295. The items would carry a logo so that the individual is easily identifiable as a Peer Support Group member
while assisting peace officers on scene. As an on -call response team, the team members are often dispatched directly from their
homes to area hospitals, agency facilities, neighboring jurisdictions, or incident scenes at any time, day or night. The team
members would have adequate garments that allow them to access the incident scene or other areas they maybe required to be
as a support person. The backpacks would be used as "go -bags" that would allow team members to place their manuals and other
necessary items in a ready state for rapid deployment during initial response. Chargers are helpful when the peer support
member is on scene for hours at a time and needs to stay connected. - Peer support training: Tuition cost to the COPS conference,
which is a week long training for critical incident response and advance emotional support. Estimated cost of $1,500 for 5 team
members at $300/person. $2,000 to cover 40hrs at $50/hr for an additional expert attending the 40hrs training to certify new
team members. This expert supports the clinical advisor from WCSO who teaches the class and brings an additional perspective
to the classroom sharing experiences from another agency.

3. Please describe your need for these funds.
WCSO has a Peer Support Team in place which is made up of 20 members and a Clinical Advisor. WCSO is planning to grow its
program by an additional 20 members to provide 24/7 coverage, whenever a critical incident occurs. In the past, the team
responded to approximately 8 critical incidents per year and over the previous 12 months the clinic advisor has had 1:1 meetings
with approximately 150 WCSO employees. The goal is to increase the times that peer support attends critical incidents and meets
with the involved deputies afterwards. Grant funding will elevate the WCSO Peer Support Group to a new level by increasing
program awareness throughout the agency and build a robust mental well-being program. Additional resources in form of training
, direct behavioral health support , readily available programs and applications will advance the cultural change in accepting
behavioral health assistance in law enforcement. The ultimate goal of the Peer Support Group is to prevent the destructive effects
of emotional trauma, mental illness or suicidal behavior and at the same time provide effective assistance to the agency if one of
their officers or co-workers die.
4. How do the project goals correlate to your organization goals?
The project goal, to increase the emotional support during or after critical incidents for WCSO's peace officers, correlates directly
with the agency's goal to proactively enhance its Peer Support Team and create a culture that focuses on building a mentally
strong workforce by supporting deputies, civilians and their families. Leadership acknowledges that it is important to train agency
members to recognize warning signs. The peer support group is a core element in providing officer's safety and mitigate the
threat of officer suicide. The grant funding will assist in various ways to enhance the work of the Peer Support Team and provide
additional training for the team members and direct help for the peace officer.
5. Explain how your project goals are specific and measurable.
This program needs to report on measurable impacts of the funding provided and this will be a requirement for every successful
applicant.
The project goal is to increase the attendance and support given by a peer support member to peace officers involved in critical
incidents. WCSO is striving to improve awareness of the behavioral aspect of peace officer's well being. The goals is measured by
taking the base data of eight peer support group callouts and follow ups during the past year and increase it by 50%, trying to
achieve at least 12 callouts/follow ups or more in the coming year. The increase will be driven by engaging the group increasingly
in certain critical incidents and how many incidents actually are determined to need peer support action. Having the peer support
group available and having the peace officer accept its assistance is a culture change which can have a very positive impact on the
peace officer and the agency as a whole.
