HomeMy WebLinkAbout20223299.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO MONDAY, NOVEMBER 28, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, November 28, 2022, at the hour of 9:18 a.m. (Clerk's Note: Due to technical difficulties, there is no digital recording of this meeting.) ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno - EXCUSED Commissioner Lori Saine Also present: Assistant County Attorney, Karin McDougal Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli MINUTES: Commissioner Saine moved to approve the Minutes of the Board of County Commissioners meeting of November 14, 2022, as printed. Commissioner Buck seconded the motion, and it carried unanimously. PUBLIC INPUT: No public input was given. AMENDMENTS TO AGENDA: There were no amendments to the agenda. CONSENT AGENDA: Commissioner Saine moved to approve the Consent Agenda, as printed. Commissioner Buck seconded the motion, and it carried unanimously. COMMISSIONER COORDINATOR REPORTS: Commissioner Buck stated she was a judge for the first time at the Parade of Lights in Greeley, Colorado, and was impressed by the turnout, and stated Chair James did a great job as the emcee for the event. PRESENTATIONS: 1) RECOGNITION OF SERVICES, HUMAN SERVICES ADVISORY COMMISSION — REBECCA LORENZ: Chair James read the certificate for the record recognizing the volunteer contributions of Rebecca Lorenz. November 28, 2022 Page 1 2022-3299 BC0016 2) RECOGNITION OF SERVICES, JUVENILE COMMUNITY REVIEW BOARD — DARLENE DEICHERT: Chair James read the certificate for the record recognizing the volunteer contributions of Darlene Deichert. 3) RECOGNITION OF SERVICES, GREELEY HOUSING AUTHORITY — DENNIE KUTCHER: Chair James read the certificate for the record recognizing the volunteer contributions of Dennie Kutcher. 4) RECOGNITION OF SERVICES, UNITED WAY OF WELD COUNTY - JEANNINE TRUSWELL: Chair James read the certificate for the record recognizing Jeannine Truswell, who served as the United Way Executive Director for 36 years. Ms. Truswell shared she is humbled by the recognition, and stated none of work during her tenure could have been accomplished without the dedication of volunteers, Board of Directors, staff, committees, and other community organizations all working together for the common betterment of Weld County. Each Commissioner, in turn, stated it has been a blessing to participate in helping through United Way of Weld County, led by Ms. Truswell as someone who truly cares about community. They also commended her on the leadership and training she provided as a great visionary for community support. (Clerk's Note: The group gathered fora photo opportunity). BIDS: 1) APPROVE BID #62200152, COURTS HOLDING RENOVATION - FACILITIES DEPARTMENT: Christie Peters, Purchasing Department, stated staff recommends rejecting all bids, as they are all over budget, and rebidding at a later time. Commissioner Saine moved to reject said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) APPROVE BID #B2200158, DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT BUILDING BOOSTER PUMPS REPLACEMENT - FACILITIES DEPARTMENT: Ms. Peters stated staff recommends selecting the lowest bidder who met specifications, Polarized Water Solutions, LLC, for a total amount of $36,500.00. Commissioner Freeman moved to approve said bid. The motion was seconded by Commissioner Saine, and it carried unanimously. 3) APPROVE BID #B2200160, 4H BUILDING HEATING, VENTILATION, AND AIR CONDITIONING (HVAC), AND ELECTRICAL SYSTEMS UPGRADE - FACILITIES DEPARTMENT: Ms. Peters stated the two (2) lowest bids from BLS Electrical, Inc., and Wagner Electric Company, did not meet specfications; therefore, staff recommends selecting the third bidder who met specifications, TCC Corporation, for a total amount of $450,646.00. Commissioner Buck moved to approve said bid. The motion was seconded by Commissioner Freeman, and it carried unanimously. 4) PRESENT BID #B2200164, DESIGN SERVICES FOR WASH BAY CONVERSION - FACILITIES DEPARTMENT: Ms. Peters stated five (5) bids were received and staff will make a recommendation on December 12, 2022. NEW BUSINESS: 1) CONSIDER CONTRACT ID #6486 ANNEXATION AGREEMENT AND PETITION FOR ANNEXATION OF PORTIONS OF CR 74 AND AUTHORIZE CHAIR TO SIGN — TOWN OF EATON: Elizabeth Relford, Deputy Director of the Department of Public Works, stated the conditions of the agreement have been completed, and the next step is to petition the Town to annex the constructed project. Commissioner Buck moved to approve said agreement and petition, and authorize the Chair to sign. The motion was seconded by Commissioner Freeman, and it carried unanimously. Minutes, Monday. November 28, 2022 Page 2 2022-3299 BC0016 2) CONSIDER CONTRACT ID #6496 ANNEXATION AGREEMENT AND PETITION FOR ANNEXATION OF PORTIONS OF CRS 59, 18, AND 16.5, AND AUTHORIZE CHAIR TO SIGN - TOWN OF KEENESBURG: Ms. Relford stated the County previously entered into a non-exclusive license agreement with the Town of Keenesburg for sidewalk improvements, as well as clean up and annexing portions of right-of-way being utilized by the community. Commissioner Freeman moved to approve said agreement and petition, and authorize the Chair to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. 3) CONSIDER REAPPOINTMENTS TO HUMAN SERVICES ADVISORY COMMISSION: Commissioner Freeman moved to approve said reappointments. The motion was seconded by Commissioner Buck, and it carried unanimously. 4) CONSIDER APPOINTMENTS TO JUVENILE COMMUNITY REVIEW BOARD: Commissioner Freeman moved to approve said appointments. The motion was seconded by Commissioner Saine, and it carried unanimously. 5) CONSIDER APPOINTMENT TO WELD FAITH PARTNERSHIP COUNCIL: Commissioner Saine moved to approve said appointment. The motion was seconded by Commissioner Buck, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The Resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
