.RESOLUTION
WH REAS, Duane .Wilson, Rt. .2, Eaton, Colorado, has requested
permissio for expansion of an existing•sheep and hog feeding operation
on the foll wing described property, to-wit:
Th South Half of the Southeast Quarter of the Northwest.
Qu 4rter (S4SEjNW4) of Section Thirty-five (35),
' To nship Seven (7) North, Range Sixty-six (66) West of
the 6th P. M. , Weld County, Colorado, containing 20
acres, more or less, and -
- WHEREAS, the said -requested expansion of an existing sheep and .
hog feeding operation is located in an agricultural zone as set forth by
the Weld County Zoning Resolution, and
WHEREAS, according to.Section 3. 3(3),(c)• of the Zoning Resolution
of Weld County, said sheep and hog feeding operation or any expansions
thereof may be authorized upon the approval of the Board of County
Commissi ners of Weld County,- and ' • , '

EREAS, the Weld County Planning Commission, by resolution
dated December 16, 1970, hasrecommended .that expansion of this sheep
and hog feeding operation be approved; -
. NOW, THEREFORE, BE IT RESOLVED, that the petition of Duane
Wilson, Rt. 2, Eaton, Colorado, for expansion of an existing sheep and
hog feeding operation on the following described property, to-wit:
The South Half of the Southeast Quarter of the Northwest
Quarter (SiSE:NW4) of Section Thirty-five (35),
' , Tgwnship Seven (7) North, Range Sixty-six (66) West of
the 6th P. M. , Weld County, Colorado, containing 20
acres, more or less, and •
as provided by Section 3. 3(3)(c)-of the Zoning Resolution of Weld County,
Colorado is hereby granted. under the conditions following:

1. Any water and sanitation facilities t6 be installed shall be
approved by the State Health Department.
2. That petitioner shall proceed with due diligence to expand
said feedlot operations and that he shall have, up to one
year from date hereof to begin construction of the expansion
thereof and shall proceed with due diligence to expand up
to full capacity within a reasonable length of time.
3 That when expansion of said feedlot operation is completed, same
shall not contain more than 2Q,000 head of sheep at any-one time,
and not more than 600 head of hogs at any one time. .
4 Subject to the lagoons being sealed'to protect the underground
water(table at least three feet below the surface.

APPEARANCE: Mr. Wilson
DISCUSSION: Mr. Lorenson stated the Extension office has approved the operation on
waste inv ntory. Mr. Wilson stated his proposal is for 9600 lambs expansion
• plus a ne hog finishing operation of 300 with a maximum of 600. Mr. Lorenson
read a le ter from the Health Department. A lagoon is installed. Mr. Paul re—
commended that the lagoon be sealed to which Mr. Wilson agreed. Mr. Lorenson
stated th soils had been checked and it does leach very well, the ground water
is 3 ' below the surface and it would be necessary to seal the lagoon. Mr.
Lorenson stated they would accept the opinion of the engineer.
RESOLUTION:
Be it' therefore resolved to recommend approval to the Board of County
Commissio ers subject to the engineering report. Second by Mr. Anderson. A
unanimous vote of "Aye". Motion carried.

DISCUSSION: Dennis Scholl stated the property in question is 12 acres lying directly
• north of West High School. Mr. Austin had had a plat prepared. Because of the
problem of other collector streets in the area, he had drawn a concept showing
and area for multiple units, possibly 5 units per acre showing one entrance on
35th Aven e. Mr. Austin would like about 8 units per acre. Mr. Austin stated
he had co sulted. the City Planning Commission and they suggested he have a plat
drawn to it the zoning which is "Estates". The City Planning Commission approved
the plat. Mr. Austin stated on a Planned Unit Development, it would not be
economically feasible on less than 8 units per acre. Mr. Watson suggested that
it would easier sell the people on zoning at 5 units per acre than at a higher
density.

DISCUSSION: Mr.ILorenson stated this matter was discussed at the last meeting. A
resolution was voted on but because of no representation from Dacono, the
matter is being discussed again. Mr. Moculeski stated their past relations
with the istrict now treating their sewage has not been good. They have tried
all means and avenues to get a working arrangement with them for treatment fac—
. ilities b tween the two of them. They have tentatively agreed to a consolida—
tion of t e two districts. It would have to come to a vote of the people. For
this reason they are asking for approval of the site in the same general location
in case this consolidation does not take place. The developer in the Dacono
district is at the point where he has know whether there is going to be enough
sewage treatment for him. Dacono has offered a number of solutions to the Tri—
area dist ict to continue working with them. All proposals were turned down.
The quest on of consolidation came up about a month ago and Dacono is willing to
go throug with it, which probably would bring the best results for the whole
area. Th s is controlled by a vote of the people. If this does not go through,
they stil have to have a place for sewage treatment, and the area is growing and
developing, Mr. Lorenson stated the Federal Water Quality Agency has been set
up for water pollution. He felt that i Dacono is going to ask for Federal Funds,

RECOMMENDATIONI
Farm location from Eaton, one mile north and one and a half west.
Land slopes and drains to the east and southeast on the west portion of this
parcel to a waste ditch. The east portion of parcel slopes and drains to the west
and south. No evidence of alkili which indecates mood drainage, however the
water table at thie site of the proposed hog feedinm area shows about 3 feet
below ground level. Soil Weld Sandy Loam.

Dear Sirs,
A survey was made on December 14, 1970 of the Duane Wilson feedlots
located in t e N.W.' Sec.35, T.7, R.66, Eaton, Colorado. The survey
was made by ield County Health Department with Mr. Wilson,in relation
to any possible surface or ground water pollution resulting from the
drainage of the stock pens.
Mr. Wilson h s installed a lagoon and a recovery pond as indicated on - -
the enclosed map. These installations are located approximately 50 to 75
feet away from a stream. There is not any indication of drainage of
water from the ponds into the stream at present. Mr. Wilson indicated
he would co-Qperate with the commission and discuss any problems pertain-
ing to the p oposed expansion.
