NOTICE OF SCOPING PERIOD REQUESTING COMMENTS ON
ENVIRONMENTAL ISSUES
FOR THE PROPOSED TRAILBLAZER CONVERSION PROJECT
(July 11, 2022)
The staff of the Federal Energy Regulatory Commission (FERC or Commission)
will prepare an environmental document, that will discuss the environmental impacts of
the Trailblazer Conversion Project (Project) involving abandonment in -place,
construction, and operation of facilities by Trailblazer Pipeline Company, LLC (TPC)
and Rockies Express Pipeline, LLC (REX) in Weld, Logan, and Sedgwick Counties,
Colorado; and Kimball, Franklin, Webster, Jefferson, Perkins, Lincoln, Kearney,
Fillmore, Adams, and Saline Counties, Nebraska. The Commission will use this
environmental document in its decision -making process to determine whether the project
is in the public convenience and necessity.
This notice announces the opening of the scoping process the Commission will use
to gather input from the public and interested agencies regarding the project. As part of
the National Environmental Policy Act (NEPA) review process, the Commission takes
into account concerns the public may have about proposals and the environmental
impacts that could result from its action whenever it considers the issuance of a
Certificate of Public Convenience and Necessity to construct and an authorization to
abandon gas pipeline facilities. This gathering of public input is referred to as "scoping."
The main goal of the scoping process is to focus the analysis in the environmental
document on the important environmental issues. Additional information about the
Commission's NEPA process is described below in the NEPA Process and
Environmental Document section of this notice.
By this notice, the Commission requests public comments on the scope of issues to
address in the environmental document. To ensure that your comments are timely and
properly recorded, please submit your comments so that the Commission receives them
in Washington, DC on or before 5:00pm Eastern Time on August 10, 2022. Comments
may be submitted in written form. Further details on how to submit comments are
provided in the Public Participation section of this notice.

Your comments should focus on the potential environmental effects, reasonable
alternatives, and measures to avoid or lessen environmental impacts. Your input will
help the Commission staff determine what issues they need to evaluate in the
environmental document. Commission staff will consider all written comments during
the preparation of the environmental document.
If you submitted comments on this project to the Commission before the opening
of this docket on May 27, 2022 you will need to file those comments in Docket No.
CP22-468-000 to ensure they are considered as part of this proceeding.
This notice is being sent to the Commission's current environmental mailing list
for this project. State and local government representatives should notify their
constituents of this proposed project and encourage them to comment on their areas of
concern.
If you are a landowner receiving this notice, a pipeline company representative
may contact you about the acquisition of an easement to construct, operate, and maintain
the proposed facilities. The company would seek to negotiate a mutually acceptable
easement agreement. You are not required to enter into an agreement. However, if the
Commission approves the project, the Natural Gas Act conveys the right of eminent
domain to the company. Therefore, if the project is approved by the Commission and
you and the company do not reach an easement agreement, the pipeline company could
initiate condemnation proceedings in court. In such instances, compensation would be
determined by a judge in accordance with state law. The Commission does not
subsequently grant, exercise, or oversee the exercise of that eminent domain authority.
The courts have exclusive authority to handle eminent domain cases; the Commission has
no jurisdiction over these matters.
TPC and REX provided landowners with a fact sheet prepared by the FERC
entitled "An Interstate Natural Gas Facility On My Land? What Do I Need To Know?"
which addresses typically asked questions, including the use of eminent domain and how
to participate in the Commission's proceedings. This fact sheet along with other
landowner topics of interest are available for viewing on the FERC website
(www.ferc.gov) under the Natural Gas Questions or Landowner Topics link.
Public Participation
There are three methods you can use to submit your comments to the Commission.

Summary of the Proposed Project
TPC is proposing to abandon certain natural gas pipeline facilities and associated
compressor stations. REX is proposing to provide capacity on the existing REX Pipeline
to TPC and construct, install, own, operate, and maintain certain facilities necessary for
TPC to continue service to its existing customers. According to TPC and REX, the
purpose of the Project is to provide continuing service to TPC's existing natural gas firm
transportation customers using underutilized jurisdictional capacity on REX pipeline
facilities while making TPC's pipeline facilities available in anticipation of future non -
jurisdictional use to transport carbon dioxide (CO2) for final sequestration. The Project
would not involve an increase in natural gas transportation capacity.
The Trailblazer Conversion Project would consist of the following:

abandonment in -place of 392 miles of 36 -inch -diameter TPC pipeline
facilities;
abandonment in -place of three TPC mainline compressor stations;
construction of a new 18.8 -mile -long, 20 -inch -diameter lateral pipeline
(REX Lateral to TPC Adams);
construction of a new 22.2 -mile -long, 36 -inch -diameter lateral (REX
Lateral to TPC East);
installation of station piping and additional regulation at three existing TPC
meter stations to enable deliveries into end users or interstate pipeline
systems;
expansion of one existing meter station between the REX Pipeline and the
TPC Pipeline;
construction of two new REX meter stations; and
construction of five new interconnect booster stations at existing TPC
pipeline facilities (footprint of booster stations ranging from 1.2 to 2.1 acres
in size and total horsepower ranging from 50 to 3,533).
The general location of the project facilities is shown in appendix 1.1
Land Requirements for Construction
The Project would affect approximately 685.2 acres during construction and
abandonment activities. About 264.6 acres would be needed for operation of the Project.
The remaining acreage would be restored following construction. Of the 41 miles of
proposed new pipeline laterals, about 76 percent (31.3 miles) would be co -located with
other existing pipeline rights -of -way.
NEPA Process and the Environmental Document
Any environmental document issued by the Commission will discuss impacts that
could occur as a result of the construction and operation of the proposed project under the
relevant general resource areas:

geology and soils;
water resources and wetlands;
vegetation and wildlife;
threatened and endangered species;
cultural resources;
land use;
socioeconomics;
environmental justice;
air quality and noise;
cumulative impacts; and
reliability and safety.
Commission staff have already identified one issue that deserves attention based
on a preliminary review of the proposed facilities and the environmental information
provided by TPC and REX as well as public comments. We have so far received
comments regarding the safety of the non jurisdictional transport of CO2. The
preliminary list of issues may change based on your comments and our analysis.
Commission staff will also evaluate reasonable alternatives to the proposed project
or portions of the project and make recommendations on how to lessen or avoid impacts
on the various resource areas. Your comments will help Commission staff identify and
focus on the issues that might have an effect on the human environment and potentially
eliminate others from further study and discussion in the environmental document.
Following this scoping period, Commission staff will determine whether to
prepare an Environmental Assessment (EA) or an Environmental Impact Statement
(EIS). The EA or the EIS will present Commission staff's independent analysis of the
issues. If Commission staff prepares an EA, a Notice of Schedule for the Preparation of
an Environmental Assessment will be issued. The EA may be issued for an allotted
public comment period. The Commission would consider timely comments on the EA
before making its decision regarding the proposed project. If Commission staff prepares
an EIS, a Notice of Intent to Prepare an EIS/Notice of Schedule will be issued, which will
open up an additional comment period. Staff will then prepare a draft EIS which will be
issued for public comment. Commission staff will consider all timely comments received
during the comment period on the draft EIS and revise the document, as necessary, before
issuing a final EIS. Any EA or draft and final EIS will be available in electronic format
in the public record through eLibrary2 and the Commission's natural gas environmental
documents webpage (https://www.ferc.gov/industries-data/natural-

gas/environment/environmental-documents). If eSubscribed, you will receive instant
email notification when the environmental document is issued.
With this notice, the Commission is asking agencies with jurisdiction by law
and/or special expertise with respect to the environmental issues of this project to
formally cooperate in the preparation of the environmental document.3 Agencies that
would like to request cooperating agency status should follow the instructions for filing
comments provided under the Public Participation section of this notice.
Consultation Under Section 106 of the National Historic Preservation Act
In accordance with the Advisory Council on Historic Preservation's implementing
regulations for section 106 of the National Historic Preservation Act, the Commission is
using this notice to initiate consultation with the applicable State Historic Preservation
Office(s), and to solicit their views and those of other government agencies, interested
Indian tribes, and the public on the project's potential effects on historic properties.4 The
environmental document for this project will document findings on the impacts on
historic properties and summarize the status of consultations under section 106.
Environmental Mailing List
The environmental mailing list includes federal, state, and local government
representatives and agencies; elected officials; environmental and public interest groups;
Native American Tribes; other interested parties; and local libraries and newspapers.
This list also includes all affected landowners (as defined in the Commission's
regulations) who are potential right-of-way grantors, whose property may be used
temporarily for project purposes, or who own homes within certain distances of
aboveground facilities, and anyone who submits comments on the project and includes a
mailing address with their comments. Commission staff will update the environmental
mailing list as the analysis proceeds to ensure that Commission notices related to this
environmental review are sent to all individuals, organizations, and government entities
interested in and/or potentially affected by the proposed project.

Trailblazer Pipeline Company LLC ("TPC") and Rockies Express Pipeline LLC ("REX")
currently operate natural gas pipeline facilities on or near your property. This letter tells you about
a new project that TPC and REX plan to undertake. As part of the project, TPC plans to change
how it uses its pipeline in the future, so that the pipeline will transport carbon dioxide ("CO2")
instead of natural gas. At the same time, REX plans to build new pipeline facilities so that natural
gas previously transported on TPC's pipeline can instead be transported on REX's pipeline system.
Together, TPC's plans to convert its natural gas pipeline to CO2 service and REX's plans to
construct new pipeline facilities are referred to as the "Trailblazer Conversion Project."
On May 27, 2022, TPC and REX filed an application asking the Federal Energy Regulatory
Commission ("FERC") to approve the Trailblazer Conversion Project. You are receiving this
letter pursuant to FERC regulations as a landowner or stakeholder who may be affected by the
Trailblazer Conversion Project. This letter contains information about the Trailblazer Conversion
Project, the FERC process for approving the project, how you can get involved and your rights,
and how you can obtain additional information about the project.
Who Are TPC and REX?
TPC and REX are both interstate natural gas pipelines. TPC is a wholly owned subsidiary and
REX is a majority owned subsidiary of Tallgrass MLP Operations, LLC. The TPC pipeline system
is a 436 -mile pipeline that originates in Colorado and terminates in Nebraska. The REX pipeline
spans 1,679 miles between the Rocky Mountains in Colorado and eastern Ohio, passing through
eight states. Through Colorado and Nebraska, the TPC pipeline system and REX pipeline system
run parallel to one another.

What is the Trailblazer Conversion Project?
The Trailblazer Conversion Project will convert approximately 392 miles of Trailblazer pipeline
from natural gas to gaseous CO2 transportation. The natural gas volumes currently being
transported on TPC will be transferred to and from REX, which runs parallel to TPC. To allow
gas to flow between the two pipeline systems, REX will construct two new pipeline segments that
will connect the two pipeline systems. REX has enough space on its pipeline to accommodate the
additional volumes from TPC. By transporting gas that would have otherwise been transported on
the TPC pipeline system, REX will be able to ensure the continued reliability of natural gas service
to those customers who currently rely on the TPC pipeline system. Below is a map that shows the
location of the TPC and REX facilities that are part of the Trailblazer Conversion Project.

Once converted to CO2 operations, the Trailblazer pipeline will take CO2 from ethanol plants and
other industrial sources in Nebraska, Kansas, and Colorado and transport it to Wyoming where it
can be injected into deep underground geological formations to be permanently stored. This
process, known as carbon sequestration, keeps CO2 out of the atmosphere and helps to
mitigate climate change. In fact, the U.S. federal government has identified carbon capture,
utilization, and sequestration as a critical technology for reducing greenhouse gas emissions and
responding to climate change.
The Trailblazer Conversion Project will offer new revenue streams to ethanol plants and other CO2
sources, increasing the economic viability of those facilities and preserving important jobs in the
region. Specifically in the case of ethanol, plants can participate in programs across the country
that will pay a premium for lower carbon fuels, enhancing the value of the ethanol as a low -carbon
fuel.
What New Facilities Will Be Constructed?
The new facilities to be constructed by REX include (1) eight new pipeline taps on the REX
Pipeline with accompanying short pipe laterals, each less than 200 feet. This will enable the
current TPC connections to be connected and transferred over to the REX pipeline system. This
activity will take place in the following counties: Weld, Logan, and Sedgwick in Colorado and
Kimball, Perkins, and Lincoln in Nebraska; (2) five new booster compressor stations totaling
approximately 7,800 hp in Weld, Logan, and Sedgwick Counties in Colorado and Kimball County

in Nebraska; (3) a new 18.8 -mile, 20" lateral, and associated connection facilities including a new
pipeline tap, to connect the REX pipeline system with the TPC pipeline system in Franklin,
Webster, and Adams Counties in Nebraska; and (4) a new 22.2 -mile, 36" lateral, and associated
connection facilities including a new pipeline tap, to connect the REX pipeline system with the
TPC pipeline system in Jefferson and Saline Counties in Nebraska. Additionally, REX plans to
expand an existing pipeline interconnection at an existing facility in Weld County, Colorado to be
able to increase the current capacity of 400,000 Dth/d to 902,000 Dth/d.
The 18.8 -mile and 22.2 -mile pipeline laterals that REX plans to construct as part of the Trailblazer
Conversion Project will require new rights -of -way for construction and operation. The alignment
for these laterals will be co -located with other existing pipelines for approximately 31.3 miles (76
percent) of their respective routes. Approximately 95.8 percent of the 18.8 -mile lateral and 92.7
percent of the 22.2 -mile lateral are located on previously disturbed lands (co -located with other
pipelines and/or located on actively worked farmland, etc.) This will minimize environmental
disruption.
The FERC Application Process
As noted above, on May 27, 2022, TPC and REX filed an "Abbreviated Application for
Certificates of Public Convenience and Necessity and Abandonment Authorizations" with FERC
seeking authorization to move forward with the Trailblazer Conversion Project ("FERC
Application").
The docket number that FERC has assigned to the FERC Application is CP22-468-000. The
docket number is important to know if you want to contact FERC with questions concerning the
Trailblazer Conversion Project. By using the docket number, you will be able to find information
on the FERC's website (www.ferc.gov). Please use the docket number in any communication with
FERC.
A copy of FERC's notice of application for the Trailblazer Conversion Project is enclosed. Both
the FERC Application and notice of application are available on FERC's website at:
https://www.ferc.gov/. TPC and REX have also posted the FERC Application and notice on its
website at: www.trailblazerconversion.com. Complete copies of the FERC Application are also
available in each of the 19 counties that the Trailblazer Conversion Project is located, at the
addresses specified in the enclosure.
As specified in the enclosed FERC notice of application, there are two ways for you to become
involved in FERC's review of the Trailblazer Conversion Project, including: (1) any person
wishing to obtain legal status by becoming a party to the proceedings should, on or before the
comment date stated in the notice, file a motion to intervene in accordance with FERC's
regulations; and (2) filing comments in support of or in opposition to the Trailblazer Conversion
Project. However, please be aware that the filing of a comment alone will not serve to make the
filer a party to the proceeding. Enclosed is a copy of FERC's information sheet on accessing

Proposed Timeline
TPC and REX have asked FERC to approve the Trailblazer Conversion Project by the second
quarter of 2023. Construction of new facilities would begin shortly thereafter with the goal of
placing the new facilities in service and commencing CO2 transportation early 2024. However,
over the coming months, you may see increased activity along the existing right-of-way, in the
areas of planned new construction, and on adjoining properties, as survey work progresses.
What will Trailblazer Conversion Project require from me?
All affected landowners have received detailed information about the proposed project. Individual
landowners have been contacted by a representative of the Trailblazer Conversion project as
necessary. Representatives will also discuss payment for any damages, payment for any agreement
modifications, construction and restoration methods that will be utilized on affected property as
needed, and specific concerns you may have.

Landowner Rights
In light of the limited construction necessary to complete the Trailblazer Conversion Project and
the fact that the .majority of the pipeline and associated facilities already exist, TPC and REX
expect impacts to landowners and communities to be limited. However, some additional ROW is
needed for the pipeline facilities that REX plans to construct. REX intends to enter into voluntary
agreements with landowners to acquire that ROW in the form of easements. When REX secures
an easement upon that property by negotiated payment, the landowner still owns the property, but
the landowner cannot undertake activity within the easement area that would conflict with the
rights granted to REX for use of the easement. Landowner activities that do not impact REX's
rights are permitted. The easement is a written document similar to a deed or lease. It is typically
recorded at the county courthouse.
REX is also planning to purchase certain real property on which to locate permanent structures,
such as the booster stations. By securing these necessary property rights by deed, rather than by
easement, REX has full and complete ownership of the property.

On those rare occasions where REX cannot secure the property rights it needs by reaching a
voluntary agreement with the affected landowner, a federal law called "The Natural Gas Act,"
pursuant to which FERC grants Certificates of Public Convenience and Necessity ("Certificate")
for interstate natural gas pipelines, allows a holder of a Certificate, such as REX if a Certificate is
issued for the Trailblazer Conversion Project, to secure property rights by eminent domain. Efforts
to obtain easements or real property through eminent domain begin with the Certificate holder
initiating condemnation filings, either in state court or a federal district court. Usually a bond or
other type of financial security is deposited with the court to ensure that the landowner will be paid
for any property rights that are taken when the matter is finally decided. After various preliminary
matters, a hearing is held to award the landowner "just compensation" for any property that is
utilized for the project. Just compensation is the difference between the fair market value of the
property as a whole immediately prior to the condemnation and as unaffected by it, and the fair
market value of the property as a whole immediately after the condemnation and as affected by it.
Both the United States Constitution and the State of Colorado require the payment of just
compensation to landowners who must give up some of their property for a public use, such as a
natural gas pipeline or other similar facilities. Enclosed is a brief summary of the eminent domain
law for the State of Colorado.

§ 38-1-121.
(1) As soon as a condemning authority determines that it intends to acquire an interest in
property, it shall give notice of such intent, together with a description of the property interest to
be acquired, to anyone having an interest of record in the property involved. If the property has
an estimated value of five thousand dollars or more, such notice shall advise that the condemning
authority shall pay the reasonable costs of an appraisal pursuant to subsection (2) of this section.
Such notice, however, need not be given to any of such persons who cannot be found by the
condemning authority upon the exercise of due diligence. Upon receipt of such notice, such
persons may employ an appraiser of their choosing to appraise the property interest to be
acquired. Such appraisal shall be made using sound, fair, and recognized appraisal practices
which are consistent with law. The value of the land or property actually taken shall be the fair
market value thereof. Within ninety days of the date of such notice, such persons may submit to
the condemning authority a copy of such appraisal. The condemning authority immediately upon
receipt thereof shall submit to such persons copies of its appraisals. If the property interest is
being acquired in relation to a federal aid project, then the appraisals submitted by the
condemning authority shall be those which have been approved by it pursuant to applicable
statutes and regulations, if such approval is required. All of these appraisals may be used by the
parties to negotiate in good faith for the acquisition of the property interest, but neither the
condemning authority nor such persons shall be bound by such appraisals.
(2) If an appraisal is submitted to the condemning authority in accordance with the
provisions of subsection (1) of this section, the condemning authority shall pay the reasonable
costs of such appraisal. If more than one person is interested in the property sought to be
acquired and such persons cannot agree on an appraisal to be submitted under subsection (1) of
this section, the condemning authority shall be relieved of any obligation herein imposed upon it
to pay for such appraisals as may be submitted to it pursuant to this section.
(3) Nothing in this section shall be construed as in any way limiting the obligation of the
condemning authority to negotiate in good faith for the acquisition of any property interest sought
prior to instituting eminent domain proceedings or as in any way limiting the discovery rights of
parties to eminent domain proceedings.
(4) Nothing in this section shall prevent the condemning authority from complying with
federal and state requirements to qualify the authority for federal aid grants.
(5) Nothing in this section shall be construed to limit the right of the condemning agency
to institute eminent domain proceedings or to obtain immediate possession of property as
permitted by law; except that an eminent domain proceeding may not proceed to trial on the issue
of valuation until the ninety -day period provided in subsection (1) of this section has expired or
the owner's appraisal has been submitted to the condemning authority, whichever is sooner.
(6) If the parties involved in the negotiations fail to reach agreement on the fair market
value of the property being acquired, the condemning authority, prior to proceeding to trial on the
issue of valuation, shall furnish all owners of record a written final offer.

Take notice that on May 27, 2022, Trailblazer Pipeline Company LLC ("TPC") and
Rockies Express Pipeline LLC ("REX") filed with the Federal Energy Regulatory
Commission ("Commission") an application for a certificate of public convenience and
necessity and abandonment authorization pursuant to Sections 7(b) and 7(c) of the Natural
Gas Act seeking:
1) Authorization for TPC to abandon approximately 392 miles of pipeline and
related facilities, including one gas -fired compressor station and two electric
compressor stations totaling 60,000 horsepower, and one interconnect that has
no firm service (the "Abandoned Facilities"), with the pipeline to be
repurposed for carbon dioxide transportation service that will not be subject to
the Commission's NGA jurisdiction;
2) A certificate of public convenience and necessity pursuant to Part 157, Subpart
A of the Commission's regulations, authorizing REX to construct, install, own,
operate, and maintain various pipeline facilities and booster compression
stations to allow continuity of flow for TPC firm service through capacity
leased from REX (the "New REX Facilities");
3) Authorization for TPC to lease capacity from REX pursuant to a capacity lease
agreement (the "Lease") so that TPC can utilize the New REX Facilities and
otherwise available capacity on REX's existing system;
4) Authorization for REX to lease capacity to TPC pursuant to the Lease, which
will allow TPC to replicate the services it currently provides on the Abandoned
Facilities and ensure seamless service for TPC's existing firm shippers; and
5) Approval of the pro forma tariff records that TPC has filed to establish caps on
its Fuel Reimbursement Percentage, Lost and Unaccounted For Retention
Percentage, and its Power Cost Tracker Reimbursement Charges, as well to
provide its shippers with access to certain receipt and delivery points on the
REX system.
