James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: Acting Clerk to the Board, Houstan Aragon County Attorney, Bruce Barker CDBG Program Analyst, Cynthia Martin The following business was transacted: I hereby certify that pursuant to a notice dated May 19, 2022, and duly published May 21, 2022, in the Greeley Tribune, a public hearing was conducted concerning the Community Development Block Grant (CDBG) 2021 Consolidated Annual Performance and Evaluation Report. El Cynthia Martin, CDBG Program Analyst, stated Weld County is required to submit a Consolidated Annual Performance and Evaluation Report (CAPER) to the U.S. Department of Housing and Urban Development (HUD) concerning the progress made utilizing Entitlement Funds to meet the goals of the Consolidated Plan. She further stated HUD requires public participation in every step of the CDBG process, and this hearing is an opportunity for the public to participate and comment on the report that has been posted to the County website, and social media outlets. Report to the U S Department of Housing and Urban Development (HUD) in order to report progress using Community Development Block Grant (CDBG) Entitlement funds toward the goals of the Weld County 2021-2025 Consolidated Plan The public is invited to review and comment on the Consolidated Annual Performance and Evaluation Report The U S Department of Housing and Urban Development (HUD) has outlined three clear national objectives to be addressed by the CDBG program Projects funded with CDBG funds must address one of the following national objectives pnncipally benefit low- and moderate -income persons, prevent and/or eliminate slums and blight, and address an urgent need The County received $1,057,285 00 dunng the program year 2021 The goals of the Weld County 2021-2025 Consolidated Plan are to use the funds for infrastructure improvements, improved public facilities, improved access to public services, housing preservation, and general grant administration CDBG funds are intended to provide decent housing, suitable living environments, and economic opportunities, principally for low- and moderate -income persons through public facilities and infrastructure improvements, rehabilitation and preservation, and economic/job development A public hearing will be held at 9 00 a m , on June 6, 2022, at the Weld County Administration Building, 1150 O Street, Greeley, Colorado 80631, to obtain citizen views and to respond to proposals and questions related to Approval of the Consolidated Annual Performance and Evaluation Report and the progress made using CDBG funds towards Consolidated Plan goals Written comments are also welcome and must be received by 5 00 p m , on June 5, 2022, in the Office of the Clerk to the Board, located at 1150 O Street,
