HomeMy WebLinkAbout20221128.tiffMINUTES WELD COUNTY COUNCIL February 28, 2022 The Weld County Council met in regular session in full conformity with the Weld County Home Rule Charter at 6:30 p.m., Monday, February 28, 2022, at the Weld County Administration Building, 1150 O Street, Greeley, CO. ROLL CALL: el The meeting was called to order by President Teksten. Councilmembers Tonya L. Van Beber, and Rupert Parchment were present, constituting a quorum of members. Councilmember James Welch had an excused absence. Also present was Council Secretary Linda Kane. APPROVAL OF AGENDA Councilmember Parchment made a motion to approve the agenda, seconded by Councilmember Van Beber and carried. APPROVAL OF DOCUMENTATION: Approval of January 17, 2022, Minutes Councilmember Van Beber made a motion to approve the January 17 minutes, seconded by Councilmember Parchment, and the motion carried. 4th Quarter Report to the People Councilmember Van Beber made a motion to approve the 4th quarter Report to the People, seconded by Councilmember Parchment, and the motion carried. Resolution 221: meeting dates for 2022 Councilmember Parchment made a motion to approve Resolution 221 — meeting dates for 2022 -, it was seconded by Councilmember Van Beber, and the motion carried. REVIEW PROGRAM: There was no review program. PUBLIC COMMENT: William Gillard, Greeley, introduced himself to Council and let them know he would be applying for the vacant At -Large position. NEW BUSINESS: Coordinator Reports/Councilman Reports Councilmember Van Beber said County Clerk and Recorder Carly Koppes has been readily available to the public and available to answer questions regarding elections. Van Beber said Koppes continues to address the issues and accept feedback. She also said getting what you need from the clerk's office is much more efficient. Co►Arrun cow+;o1S /20/22 2022-1128 Bills Councilmember Parchment made a motion to approve bills, it was seconded by Councilmember Van Beber and carried. The bills were paid as follows: o Weld County Phone Bill for December $25.00 o Publication of 2nd and 3rd quarter Reports to the People $514.80 Councilmember Van Beber noted she encourages the commissioners to accept the lowest bid for publications. Discuss appointment of new At -Large councilmember Council discussed the process of interviewing candidates. Councilmember Van Beber asked how to quantify candidates. She said a ranking system has been used efficiently in the past. Councilmember Teksten suggested candidates be interviewed separately. Discussion of changes to Press Release announcing President/VP for 2022 Councilmember Van Beber made a motion to accept applications until 5 p.m., March 16, it was seconded by Councilmember Parchment, and the motion carried. See addendum 1. Councilmember Van Beber made a motion nominating Councilmembers Welch and Parchment to narrow down the list of applicants to five with one alternate, it was seconded by Councilmember Teksten, and the motion carried. Councilmember Van Beber made a motion that candidates be interviewed individually during the March 21 meeting, their phones be held by Council until after the interview process and candidates wait in a separate meeting room during interviews, it was seconded by Councilmember Parchment, and the motion carried. Councilmember Van Beber brought up discussion about possibly needing to go into executive session if necessary. Councilmember Parchment made a motion to accept the news release, it was seconded by Councilmember Van Beber, and the motion carried. See addendum 2. OLD BUSINESS: Re -Assign Review Program dates for March, May and August This item was tabled until a new councilmember is appointed. Incumbent Nancy Teksten, District 2, was elected President. Incumbent Rupert Parchment, District 1, was elected Vice -President. Created by the Weld County Home Rule Charter in 1976, the County Council consists of five nonpartisan elected members, one representing each district and two at -large members. The Council meets at 6:30 p.m., the third Monday of each month, except February on which the third Monday is President's Day and county offices are closed. The next meeting will be March 21 at the administration building, 1150 O St. Weld County residents are welcome to attend Weld County Council meetings to discuss ideas or concerns regarding Weld County Government. Qualified electors who are at least 21 years of age and reside in Weld County may apply for the vacant Weld County Council At -Large position to serve for the remainder of the present term, which expires December 31, 2024. The position became vacant on January 1, 2022, with Councilmember Elijah Hatch announcing his candidacy for Weld County Commissioner. Applicants must have resided in Weld County for at least one (1) year prior to applying. Applications may consist of a letter or other writing stating a desire to apply for the position and must include some biographical information regarding the applicant (attached resumes are acceptable). Applications must be submitted to the Weld County Council on or prior to the close of business on Wednesday, March 16. Applications may be mailed to: Weld County Council, P.O. Box 758, 1150 O Street, Greeley, Colorado 80632, or by email to: countycouncil weldaov.com. Interviews of as many as five applicants will be held at the regular meeting set for 6:30 p.m., Monday, March 21. Candidates will be interviewed individually in the public meeting. Applicants who are waiting to be interviewed will do so in a separate meeting room. The new Councilmember is expected to be selected that evening.
