AgricupLure will always be the root of Weld County, but the uncertainty in farming — especially of water availability — really puts difficult decisions on farmers. I own river rights, but haven't been able to secure reservoir rights. When the river runs out in around July each year, I then rent waterfrom the city, whiTh isn't always certain. As an example, in 2012 when the snow pack in the mountains was very low, I made it through July with river water. When it ran out in July, I then went to the city and ditch company and they said there was no waterto rent. I then lost my whole corn crop. And this year, some farmers I know ran out of their reservoir water a few weeks ago and now are unsure whether they can get other water. Even if farmers can lease water from the city, the cost is another uncertain factor. When I first started farming things were not as expensive. I've seen a fourfold increase in He cost to rent waterto support my operation. Every yearthis financial burden on my farm and the agricultural community continues to grow. Many farmers have had to resortto selling their land to have some predictasility. Finding somethingto supplement ourfarms, to offset things just a littlsn oft, allovvs us some predictability and significantly supports ouroperations. When I learned that my lam! was able to host a solar project, I decided to do it because the solar project will help my operation to pc ncil out. Through farming slightly feweracres, saving some money on water costs, and receiving solar rent, I can provide some stability to my operation and ensure I can continue to farm this land foryears to came. Without the solar project, I may need to look into other options for my farm. By installing this solar project, I stand a betterchance to keep farminE t he ground for the foreseeable future. With that, I request that you approve my permit to host this solar projec . I appreciate yourtime and consideration in reviewingthis solar project and serving our community. Sincerely, David Cogburn 970-391-2124 case4894aol.com
