December 19, 1974

Fifth Meeting
The Home Rule Charter Commission of Weld County, Colorado, met in session in full
conformity with the law and by-laws of said Commission at the meeting room of the
Weld County Health Department Building, Greeley, Colorado, On Thursday, December 19,
1974, at the hour of 7:30 P.M.
ROLL CALL: The meeting was called to order by the Chairman J. L. Johnson, and 18 of the
21 members were present, constituting a quorum of the members thereof. Those

MINUTES: -The minutes were submitted by mail in rough draft. The corrections and additions
were noted by Chairman Johnson. Mr. Anderson made a motion to accept the minutes with the
corrections Chairman Johnson made. Mr. Weigand seconded the motion. Motion carried.
GUESTS: MR. J. FREESE, COUNTY SURVEYOR: Mr. Freese gave a presentation of his office and its
operations. He answered questions from the Commission members.
Chairman Johnson quoted some recommendations made by Mr. Willard Quirk, the present
County Surveyor.
MR. DICK GAMEY, AMBULANCE SERVICE: Mr. Gazley explained his position and the operations
of his office. He answered questions from the Commission members.
MR. JIM DEAKINS; BUILDINGS AND GROUNDS SUPERINTENDENT: Mr. Deakins gave a presentation
of his position and explained its operations. He answered questions from the Commission
members.
MR. ROSS ADAMSON, COUNTY CORONER: Mr. Adamson explained the County Coroner's position
and budget. Mr. Adamson answered questions from the Commission members.
GENERAL DISCUSSION:
COUNSEL COMMITTEE: Mr. Southard explained that nine attorneys had filed resumes and had
been interviewed by the Counsel Committee.
Mr. Southard made a motion to have the Commission hire Mr. William West at the rate of
$1,000. per month or a flat rate of $6,000., with $2,000. to be paid on the last month;
with the stipulation that the Commission reserve the right to discharge him in the event
that he is unable to complete the assignment. He also added, that any additional com-
pensation would have to be considered by the Counsel Committee and the Executive
Committee.
Mr. Anderson suggested the Commission go into an Executive session. Chairman Johnson
suggested that all personnel matters be voted on by a secret ballot.
After the Executive session, Mr. Southard restated his motion and Chairman Johnson
stated after a tally of the votes that Mr. William West will be employed as Legal
Counsel.
Mr. Southard further stated that access to the Legal Counsel is to be by Chairman of
the Commission or by a Committee Chairman only.
CONTINUE MEETING: Being 10:00 P.M., Mr. Anderson made a motion that the meeting be continued.
Mr. Billings seconded the motion. Motion carried.
VACANCY COMMITTEE: Mr. Anderson introduced Mrs. Marge Easton and after a btief talk the
members of the Commission questioned Mrs. Easton.
Mr. Anderson then introduced Mr. Willis Rosenoff. Mr. Rosenoff gave a brief resume of
his qualifications and talked of his interest in the Home Rule Charter Commission.
Mr. Anderson suggested a ballot be on the two candidates. After a tally of the
votes it was announced that Mr. Willis E. Rosenoff will fill the vacant seat on the
Home Rule Charter Commission.
RULES COMMITTEE: No report.
PUBLIC RELATIONS: No report
CHARTER COMMITTEES:
SAFETY COMMITTEE - The next scheduled meeting is January 4, 1975, at 8:30 A.M.
The book "Duties and Functions of County Officials" was discussed. Mrs. Clark made a
motion to buy 4 books and have the Secretary act as the librarian. Mr. Billings seconded
the motion. Motion carried.
COUNTY PERSONNEL AND CIVIL SERVICE: Mr. Brooks suggested that Mrs. Hill's name be
added to the list of people to interview.
HEALTH COMMITTEE: Mrs. Clark stated the Health Committee will hold a public meeting on
Monday, January 6.
PUBLIC UITLITIES: Mr. Weigand stated that his Committee will begin setting goals.
PUBLIC WORKS: Mr. Carlson stated his Committee will have a report by the January 4, 1975
meeting.
COUNTY SERVICES: No report.
FINANCE COMMITTEE: Mr. Waldo requested a definition on the difference between functional
and structural.
COUNSEL COMMITTEE: Mr. Weigand will inform Mr. West that his presence is requested
at the next meeting.
COUNTY RELATIONS: No report.
COUNTY GOVERNANCE: No report.
PERSONNEL: Mr. White stated that a questionaire will be mailed to 107 of the County
employees.
OLD BUSINESS: Please submitt expense report before the 31st of December.
NEW BUSINESS: Next meeting to be on January 4, 10:00. All day meeting.
