The intent of Component One is to identify and isolate any possible impacts the proposed use may have upon the environment on the site, as well as on neighboring sites. B. Duties of the Department of Planning Services. The Department of Planning Services, in conjunction with personnel from the Public Works and Department of Public Health and Environment, will be responsible for reviewing the potential environmental impacts presented by the PUD development. The Department of Planning Services will utilize the development guide for assessing each of the following environmental impacts. The applicant shall submit an explanatory statement as to how the PUD development will plan for and accommodate the following impacts: 1. Noise and vibration. Will only be the typical noise associated with building a house. 2. Smoke, dust and odors. There will not be any of these concerns. 3. Heat, light and glare. There will not be any of these concerns. 4. Visual/aesthetic impacts. The visual will be two houses fitting in with the neighboring houses. 5. Electrical interference. There will be no electrical interference during or after construction. 6. Water pollution. There will be no contamination to any water source. 7. Wastewater disposal. The only wastewater concern is after the 2 homes are built. They will have onsite septic systems. 8. Wetland removal. There is will not be any wetland removal concern. 9. Erosion and sedimentation. The project will not cause any of these concerns. 10. Excavating, filling and grading. This will be typical to the envelope of a new house. There will be nothing done outside of this area. 11. Drilling, ditching and dredging. There will be no need for any of these actions. 12. Air pollution. There is no concern for air pollution. 13. Solid waste. King : The purpose of this memo is to address expected drainage impacts from the proposed improvements, including a 3 , 500+ 112 residence and gravel driveway to the site located at 13813 Weld County Road 74 . The site is situated in Section 32, Township 7 North, Range 66 West of the 6th P . M . in the County of Weld, State of Colorado. The site is bound to the north and east by residential properties, to the south by CR 74, and to the east by an oil/gas site . (see vicinity map in the appendix) . The site is 15 .23 acres and is currently zoned as A (Agriculture), which is being changed to P. U . D. (Planned Unit Development) . The existing site consists of a gravel access road, a residence, and several out-buildings. The site is covered with native vegetation that drains to the southwest to the roadside ditch of CR 74, which directs runoff west through multiple culverts to an existing storm sewer inlet located north of the Wood Lakes Farm access . From the existing inlet. runoff is directed south under CR 74 to a swale that drains to Woods Lake. Due to the concrete irrigation channel located east of the site, it is not anticipated that any offsite flows enter the site. According to the NRCS soils map survey, the native soil consists of Kim Loam (United States Department of Agriculture Type "A") soils . These soils have a high infiltration rate when thoroughly wet. The site is located within the FEMA Firm Map Panel 08123C 1225E but is outside of the FEMA floodplain and floodway (see FEMA Firm Map in the appendix) . The proposed site improvements include construction of a 3 , 500+ ft2 residence and gravel driveway. Runoff will generally follow historic drainage patterns, flowing southwest into the roadside ditch . The site imperviousness was taken from Table 6-3 Recommended Percentage Imperviousness Values. This method uses the local 1 -hour rainfall depth and Figure 3 - 1 Intensity- Duration-Frequency to calculate peak discharge as a function of the time of concentration . Stormwater will follow historic flow patterns, draining to the southwest corner of the site. Due to the site ' s proximity to an existing lake, the capacity of the roadside ditch, and the minimal increase in peak discharge, detention is not being recommended for this site . The proposed improvements cause the WSEL in the ditch to raise 0 .02 ' , with a freeboard of 1 . 58 ' . Water quality will be provided by grass buffers before runoff enters the roadside ditch .
