RE: APPROVE INTERGOVERNMENTAL AGREEMENT FOR THE SHARING OF VOTER
REGISTRATION SERVICES AND AUTHORIZE CHAIR TO SIGN - TOWN OF
FIRESTONE
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Intergovernmental Agreement for the
Sharing of Voter Registration Services between the County of Weld, State of Colorado, by and
through the Board of County Commissioners of Weld County, on behalf of the Clerk and
Recorder's Office, and the Town of Firestone, commencing April 1, 2022, and ending April 5,
2022, with further terms and conditions being as stated in said intergovernmental agreement, and
WHEREAS, after review, the Board deems it advisable to approve said intergovernmental
agreement, a copy of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Intergovernmental Agreement for the Sharing of Voter
Registration Services between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Clerk and Recorder's Office, and the
Town of Firestone, be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized
to sign said intergovernmental agreement.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 9th day of March, A.D., 2022.

Brief description of the problem/issue:
The Town of Firestone will conduct a Municipal Election on April 5th, 2022. Between the dates of April 1,
2022, and April 5, 2022, the Town of Firestone would like to use election judges that worked for Weld County
previously that specialize in Voter Registration and Signature Verification to help conduct the election for the
Town of Firestone. Due to the state's security requirements, Firestone must hire someone qualified to access the
statewide voter registration system. We have done this previously for Firestone. There will be no cost to the
county and the Town of Firestone will be billed after the election for all costs associated with the election.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
Approve the IGA so Firestone can utilize the services of the voter registration and signature verification
specialist.

INTERGOVERNMENTAL AGREEMENT FOR THE SHARING OF VOTER
REGISTRATION SERVICES
THIS INTERGOVERNMENTAL AGREEMENT ("IGA") is made and entered into
effective as of the %4ay of Fel) . , 2022, A.D. between the COUNTY OF WELD, a
political subdivision of the State of Colorado, whose address is P. O. Box 758, 1150 O Street,
Greeley, CO 80632, hereinafter referred to as, "Weld County," and the Town of Firestone, a
political subdivision of the State of Colorado, with address of gg5O h1 C-A1/e, Fires -tune, cohereinafter referred to as, "Firestone." Both entities may be referred to herein individually as lact-DLF
"Jurisdiction," or collectively as "the Jurisdictions."
WITNESSETH:
WHEREAS, intergovernmental agreements to provide functions or services, including
the sharing of costs of such services or functions, by political subdivisions of the State of
Colorado, are specifically authorized by C.R.S. § 29-1-203, and other sections of the Colorado
Revised Statutes, and
WHEREAS, Town of Firestone is in need of the services of Voter Registration, and
WHEREAS, Weld County employs a Voter Registration Specialist, and said professional
has time available to offer to assist Town of Firestone in Voter Registration, and
WHEREAS, Weld County is willing to share the services of its Voter Registration
Specialist with Town of Firestone, pursuant to the terms of this IGA, in order to assist Town of
Firestone.
NOW, THEREFORE, in consideration of the mutual promises and covenants expressed
herein, the Jurisdictions agree as follows:
1. Sharing of Voter Registration Services. Weld County consents to having its Voter
Registration Specialist spend a portion of his or her time each week assisting the Town of
Firestone in Voter Registration. The Weld County Voter Registration Specialist shall
keep careful track of his or her time spent. Weld County shall bill Town of Firestone for
all costs of said professional on Town of Firestone work, at the rate of $15 per hour,
which shall include all costs for said professional's time and travel expenses incurred by
Weld County. The Voter Registration specialist will be present at the Town of Firestone
for the 2022 Municipal Election on the following dates and times:
Friday, April 1, 2022 from 8:00 a.m. to 5:00 p.m.
Monday, April 4, 2022 from 8:00 a.m. to 5:00 p.m.
Tuesday, April 5, 2022 (Election Day) from 7:00 a.m. to 7:00 p.m.

2. Employment Status of Voter Registration Specialist. Nothing contained in this IGA, and
no performance under this IGA by the Voter Registration Specialist shall in any respect
alter or modify the status of said professional for purposes of worker's compensation or
his or her benefits or entitlements, pension, levels or types of training, internal discipline,
certification, or rank procedures, methods, or categories, or for any purpose, or condition
or requirement of employment.
3. Assignment. This IGA shall be binding upon the successors and assigns of each of the
Jurisdictions hereto, except that neither Jurisdiction may assign any of its rights or
obligations hereunder without the prior written consent of the other Jurisdiction.
4. No Third -Party Beneficiary. It is expressly understood and agreed that enforcement of
the terms and conditions of the IGA, and all rights of action relating to such enforcement,
shall be strictly reserved to the Jurisdictions, and nothing contained in this IGA shall give
or allow any such claim or right of action by any other or third person on such IGA. It is
the express intention of the Jurisdictions that any person other than the Jurisdictions
receiving services or benefits under this IGA shall be deemed to be an incidental
beneficiary, only.
5. Amendments. Amendments to this IGA may be made only upon unanimous consent by
both Jurisdictions. Such consent shall become effective upon its receipt in writing at the
addresses set forth above.
6. Termination. Either Jurisdiction may terminate this IGA, with or without cause, upon ten
(10) days prior written notice sent to the other Jurisdiction at the address set forth above.
7. Execution of IGA. This IGA may be executed by each Jurisdiction on a separate
signature page. Original signature pages will be held by each Jurisdiction.
