7. GENERAL INTENT
The purpose of this modification is to incorporate into this Grant
the balance of your program under the Emergency Employment Act of
1971. This modification results in an increase in Federal Funds
as shown in block 6, page 1 of this modification.

Application is hereby made for the balance of funds allocated under Section 9(a) (1) of the Emergency En:ploy:1 mm. Act
of 1971, Public Law 92-54, to the area for which the Applicant has been previously designated Program Agent under
Grant Agreement Number E.E.A. 08-2-0002
The Program Agent agrees that the funds requested herein will be used to conduct a program within the area tovert,i oy
this application in order to provide unemployed and underemployed persons with transitional employment iiu yobs , o-
vidhng needed public services and, wherever feasible, related training and employment services, to enable s:.d. purser's
to move into employment and training not supported under this Act.
The Program Agent agrees to:

PROGRAM DESCRIPTION FOR FULL FUNDING
A. The Population and Labor Force.
The area to be served by the agent includes all of Weld County, Colorado,
with a population of 90,000 persons. During the past year there has been
approximately 29,100 employed in Weld County, with an unemployment trent
between 1 ,000 and 1 ,100 persons over the past year. The major industries
in Weld County are agriculture, Monfort Packing Company, cattle feeding
and the University of Northern Colorado. At present it is estimated that
there are approximately 1 ,050 persons unemployed, with the rate of unemploy-
ment approximately 3.3%.
B. Characteristics of the Unemployed.
The persons unemployed in Weld County would generally represent the lesser
qualified people for existing jobs , some teachers and recent college gradu-
ates. The age, race and sex would most likely be in direct proportion to
the general population across the country. Most of those unemployed need
some additional training and a chance to work at a job to acquire experience.
The past few months veterans have been returning at the rate of about 100
per month and it is most difficult to find employment for these young men
since most of them went directly to the service after graduating from high
school and many are financially unable to continue their education. As of
August 31 the following numbers of families and individuals were receiving
welfare benefits:
1 ) Aid to Dependent Children 1 ,175 families
2) Aid to Dependent Children - Unemployed
Father and Work Incentive Program 220 families
3) Aid to Needy Disabled 606 individuals
4) Aid to Blind 11 individuals
5) Old Age Pension 1 ,795 individuals
6) Families receiving food stamps
but not receiving public assistance 780 families
It is estimated that 22,271 persons are living in poverty under established
Office of Economic Opportunity guide lines.
C. Description of Public Service Needs.
There are various unmet public service needs which are listed in the order
of their priority: environmental , quality and control , health care, public
safety (crime prevention and control ) , recreation, maintenance and construc-
tion of parks , pollution control , and housing and neighborhood improvement.

D. Distribution of Funds and Job Opportunities.
1 ) The formula used to distribute funds between Weld County and the City
of Greeley was based on population.
2) The source of data used to determine the extent and persistence of
unemployment was obtained from the State Department of Employment.
3) The Emergency Employment Act of 1971 was discussed with officials of
the City of Greeley and because of the small amount of available funds
and the small number of jobs this would make available, other agencies
were not contacted. Persons placed in positions with Weld County
cover the total area of the county.

E. Changes in Initial Plans for Sub-Grantees , Distribution of Funds and Jobs.
In the initial application funding was requested for Weld County. These
funds are now being shared as well as jobs with the City of Greeley.
F. Clearances.
1 ) Comments of Government Units.
A copy of the application has been furnished to the Governor of the State
of Colorado and to the officials of the City of Greeley. As of this date
no comments have been received. The proper notice is being published in
the Greeley Tribune on September 11 and September 13 and in the Greeley
Booster on September 17.
2) Comments of Labor Organizations.
Copies of the application were not furnished any labor organizations in
Weld County. There are no labor unions active in Weld County representing
• municipal or county employees.

A. Methods of Recruitment and Selection
Applicants for requested jobs are obtained from the State
Department of Employment in Greeley. Preference is given to special
veterans, if veterans are not available, unemployed are considered.
From three to six applicants are interviewed for each position, to
determine their qualifications for the job in accordance with the Weld
County and City of Greeley Job Specifications. The agencies involved
in these functions are Weld, County, City of Greeley and State Department
of Employment. Special effort will be made to select participants
from Vietnam war veterans. If veterans are not available unemployed
will be considered. Persons currently employed will not be considered
under any circumstances as participants in this program.
B. Training and Supportive Services •
On the job training will be provided for all participants by
Superintendents, Foremen, and Co-workers. Participants that exhibit
some special skill will be provided the opportunity to attend classes
at Aims Community College to further their training in their special
job related skill. Day care for children is provided by the Weld County
Department if Public Welfare and numerous licensed day care centers
available throughout the area. The Weld County Health Department provides
Health Care and Family Counseling services.
All eight participants will receive on the job training and will
be eligible for special training at Aims Community College. Attendence
at Aims Community College will be provided, for a period sufficent for them
to obtain a certificate of completion or as long as the participant
desires.
C. Career Development
The job specifications of the City of Greeley and Weld County
have been established so as to encourage advancement to more responsible
employment.
The only departments employing persons under Civil Service are
the Fire and Police Departments of the City of Greeley the requirements
of this program are not too restrictive.
When the unemployment rate recedes, the occupational fields most
likely to expand are environmental quality, health care, public safety,
recreation, maintenance of parks and streets, pollution control, housing
and neighborhood improvement and conservation and beautification.
Personnel Policy provides pay ranges which include annual merit
increases. Whenever a job opening occurs, information is made available
to all City and County employees, and those interested in advancing
are encouraged to apply for the position.
Contact will be maintained with contractors and industrial firms
in the area through the State Department of Employment to place participants
in full time permanent jobs. The job being filled by participants are
positions which the City and County has been desirable of filling for several
years, every effort will be made to budget sufficent funds to absorb these

participants into our own permanent staff.
Supervisory personnel in most cases are long time employees which
were placed in these positions as a result of their educational
background or experience.. We feel that all Supervisory personnel
are well qualified for the positions they hold and are willing and able
to work with and train new participants.
D. Compensation of Participants
The City of Greeley and Weld County have both established schedules
of Compensation. These include classification of employees, pay ranges
and pay steps. Participants will be paid the same salary as regular
employees hired to fill like positions.

Under supervision to apply simple bookkeeping principles
to the keeping of accounts or in keeping an accounts receivable
or payable ledger of moderate difficulty , together with the
performance of related office functions ; work follows standard
procedures which are prescribed by ordinance , state law , or
departmental accounting regulations ; employees are given speci -
fic instructions when starting work but , as routines and de-
partmental policies and regulations are learned , the employes
work with only general supervision ; work is reviewed by super-
ior; engages in routine posting , elementary bookkeeping , and
cost accounting or related clerical work .
Jobs Performed - Examples
Maintains simple journals and subsidiary ledger accounts ;
maintains simple cost accounts ; reconciles accounts and inven-
tory records ; posts purchase orders , invoice vouchers , and
warrants ; operates a calculating machine or adding machine
as an incidental part of the work ; performs related work as
assigned .
Education and Experience Requirements
Any combination of education and experience equivalent
to graduation from a standard high school plus one year of
experience in bookkeeping or accounting work ; some knowledge

Definition of Work
Under supervision , performs skilled work in the repair
and maintenance of automotive and heavy duty equipment .
Jobs Performed -- Examples
Overhauls , repairs , and maintains cars , trucks , sweepers ,
and diesel engines ; transmissions ; differentials ; drive
units ; brakes ; suspension systems ; chassis ; front and rear
ends ; cooling systems ; fuel systems ; instruments ; electrical
systems ; h;ydra►ulic systems ; and accessory power equipment ;
rebuilds engines , carburetors , ignition systems , radiators ;
performs general tune-up , using testing machines ; performs
emergency road service ; performs related work as required.
-21 Education and Experience Requirements
Any combination of education and experience equivalent to
completion of the eighth grade and completion of an apprentice-
ship as automotive mechanic on heavy duty and construction
equipment plus one year ' s experience or three years of
experience in the repair and maintenance of automotive equipment .
Knowledge of the standard practices methods , materials ,
and tools used in the automotive mechanic trade ; ability to
diagnose mechanical defects and determine parts and adjust-
ments necessary to put equipment into proper operating condi -
tion ; ability to follow written and oral instruction .
