HomeMy WebLinkAbout20221033.tiffRECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO WEDNESDAY, APRIL 6, 2022 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 6, 2022, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Scott K. James, Chair Commissioner Mike Freeman, Pro-Tem Commissioner Perry L. Buck Commissioner Steve Moreno Commissioner Lori Saine Also present: County Attorney, Bruce Barker Acting Clerk to the Board, Houstan Aragon Chief Financial Officer, Cheryl Pattelli _= MINUTES: Commissioner Moreno moved to approve the Minutes of the Board of County Commissioners meeting of March 23, 2022, as printed. Commissioner Freeman seconded the motion, and upon a roll call vote, the motion passed four (4) to one (1), with Commissioner Saine abstained. El CERTIFICATION OF HEARINGS: Commissioner Saine moved to approve the Certification of Hearings conducted on March 23, 2022, as follows: 1) COZ21-0010 - R.H. Amen Farms, LLC, 2) COZ21-0011 — J & K Investments, LLC, and 3) COZ21-0012 — W3 Legacy, LLC. Commissioner Buck seconded the motion, which carried unanimously. w = PUBLIC INPUT: No public input was given. • AMENDMENTS TO AGENDA: There were no amendments to the agenda. El CONSENT AGENDA: Commissioner Freeman moved to approve the Consent Agenda, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. • PROCLAMATIONS: 1) DAY OF THE YOUNG CHILD - APRIL 9, 2022: Chair James read the proclamation for the record. Sheri Hannah-Roh, United Way of Weld County, expressed her appreciation for the continued support and partnership with Weld County, and further mentioned their annual children's festival will be held at the Greeley Recreation Center and DoubleTree Hotel in downtown Greeley. Each member introduced themselves for the record. In turn, each Commissioner expressed their gratitude for the work that has 5 /23 Minutes, Wednesday, April 6, 2022 Page 1 2022-1033 BC0016 been accomplished, and stressed the importance of early education to help children get a headstart in life. (Clerk's Note: The group gathered for a photo opportunity.) ._ WARRANTS: 1) GENERAL WARRANTS - APRIL 5, 2022: Commissioner Buck moved to approve the General Warrants, as printed. Commissioner Moreno seconded the motion, and it carried unanimously. Ei BIDS: 1) APPROVE BID #B2200040, VARIOUS CHILD WELFARE SERVICES - DEPARTMENT OF HUMAN SERVICES (CONT'D FROM 3/30/2022): Christie Peters, Purchasing Department, stated the Department of Human Services staff recommends approving 47 of the 48 listed providers for either full or partial services. Commissioner Saine moved to approve said bid. The motion was seconded by Commissioner Buck, and it carried unanimously. NEW BUSINESS: 1) CONSIDER CONTRACT ID #5683 CHAFEE FOSTER CARE INDEPENDENCE PROGRAM (CFCIP) AND COLORADO FOSTER YOUTH SUCCESSFUL TRANSITION TO ADULTHOOD GRANT PROGRAM COMBINED APPLICATION AND PLAN FOR FEDERAL AND STATE FISCAL YEAR 2022-2023 AND AUTHORIZE CHAIR, AND DEPARTMENT OF HUMAN SERVICES TO SIGN: Jaime Ulrich, Director of the Department of Human Services, stated this federally funded program allows for age -appropriate independent living services for youth ages 14-23. Ms. Ulrich further stated additional funding through House Bill 21-1094, will allow for successful transition to adulthood. Commissioner Moreno moved to approve said application and plan, and authorize the Chair, and the Department of Human Services to sign. The motion was seconded by Commissioner Buck, and it carried unanimously. 2) CONSIDER CONTRACT ID #5691 AGREEMENT TO PURCHASE OUT -OF -HOME PLACEMENT SERVICES AND AUTHORIZE CHAIR TO SIGN — HABILITATION CENTER, LLC, DBA LITTLE CREEK BEHAVIORAL: Ms. Ulrich stated this is a child -specific agreement to purchase out-of-state psychiatric residential treatment facility services, in Conway, Arkansas. Commissioner Freeman moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Moreno, the motion carried unanimously. PLANNING: 1) CONSIDER PARTIAL VACATION OF FOUR -LOT RECORDED EXEMPTION, RECX18-0152, FOR REMOVAL OF LOT D — TERRY AND MARILYN ROTHE: Angela Snyder, Department of Planning Services, stated staff received a request on March 7, 2022, to remove Lot D from Recorded Exemption, RECX18-0152, and further gave a brief overview of the property history and location. Ms. Snyder stated this is the second Recorded Exemption on the property, with six (6) other smaller lots associated with the parent parcel were notified. Ms. Snyder further stated the resulting parcel will be larger than 35 acres. The applicant was not present. No public testimony was offered concerning this matter. Commissioner Saine moved to approve said partial vacation. The motion was seconded by Commissioner Buck, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Clerk to the Board.
