BOCC STAFF USE Date Set: Time: BOARD OF COUNTY COMMISSIONERS WORK SESSION REQUEST WORK SESSION TITLE: Weld County UFRTPR & NFRMPO Multimodal Transportation & Mitigations Options Fund (MMOF) Grant Application — On -Demand Transit Services Follow -Up DEPARTMENT: Public Works DATE: May 23, 2022 PERSON REQUESTING: Evan Pinkham EXTENSION: 3727 Has your Commissioner Coordinator or BOCC Chair approved the work session? X Yes, Commissioner Coordinator Yes, BOCC Chair Recommended length of time needed for discussion: 15 minutes X 30 minutes other (list): In addition to yourself and the board, please list who should attend: Elizabeth Relford, Jay McDonald, Don Warden, Ryan Rose, Cheryl Pattelli, Bruce Barker, and Esther Gesick. Brief description of the issue: Informational only X Action needed The purpose of this work session is to follow up from the May 16th work session to decide whether or not Weld County will submit a MMOF application for Via Mobility services at the June 2nd UFR meeting. This would require the application being placed on the May 25th BOCC agenda. Attached to the work session request is the information communities provided regarding their need/ support for the application. At the June 2. UFR meeting, staff recommends Weld County request the UFR Regional Planning Commission (RPC) consider reducing the county's required 50% local match rate to 25%. The UFR must approve this request and forward it to the Transportation Commission for final approval. The application also includes the justification for this request. In addition, the Board also needs to consider the same request for an MMOF application for the NFRMPO boundary. The communities of Johnstown, Milliken, and Severance also want to partner on this service. Applications are due to the NFR on June 3rd, so this application would also need to be on the next BOCC agenda. Options for the board: 1. Allow staff to proceed with placing both applications on the May 25th BOCC agenda. 2. Do not proceed with applications. Recommendation to the board: Staff will proceed as directed by the Board. The City was fortunate enough to benefit from the pilot program that ran from August 2021 to February 2022. During this time the program demonstrated that the residents of Weld County and smaller communities need these services. The economics of running a standalone program would be challenging for a community such as ours. Considering our limited resources, a collaborative effort funding by grants like this one will create viable opportunities to benefit our citizens. The City Council is earmarking up to $73,500.00 as our portion of the required local match to help make this needed resource a reality. This is a true regional effort to help Weld County and its small communities to provide needed services for those who are overlooked all too often. I look forward to this this project becoming an asset to the region. I encourage CDOT to approve the grant application submitted for the Via Mobility Project. Please do not hesitate to contact me with any questions. Sincerely, Mobile: 720 753 7335 a i c c4 . Gilcrest has no medical services, grocery store or shopping for essential services within the Town. Seniors and other disadvantaged residents without personal transportation are forced to find rides with other individuals to get to Greeley and other communities along the Hwy 85 corridor to cover their basic needs. This lack of local commerce and services also means there are little in the way of job opportunities, without commuting to other communities. The Town Board believes providing on demand transit service to be extremely important to our residents. The Town fully supports your application for MMOF funding, and subject to annual appropriations, the Town of Gilcrest will commit to cover the Town's proportional share of the local match in 2023 and 2024, if you are successful in acquiring the MMOF funding. Sincerely, oren Town AdmirSistrator RESOLUTION NO. 22-36 Series of 2022 TITLE: A RESOLUTION SUPPORTING THE MMOF GRANT FOR SENIOR AND ADA RIDE SERVICES TO HUDSON FROM VIA WHEREAS, the Town of Hudson recognizes the need for and benefits of providing transportation services to its citizens; WHEREAS, in collaboration with Weld County and several other communities, the Town will join in a grant application for funding from the Multi -Modal Transportation and Mitigation Options Fund ("MMOF") to provides certain transportation services (the "Services"); WHEREAS, if awarded funds, Weld County would contract with Via Mobility for on - demand transit service, available to Hudson residents, free of charge for riders aged 60 and up, and for riders with disabilities; WHEREAS, if awarded funds, based on population, the Town would be required to contribute 4.28% of the total cost of the required local match; and WHEREAS, the Town of Hudson is fully committed to providing the required local match to assist in funding the Services. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF HUDSON, COLORADO, AS FOLLOWS: Section 1. The Town Council of the Town of Hudson fully supports this MMOF grant application, understands its obligation to contribute matching funds for the Services, and has budgeted and appropriated the following funds sufficient to cover the Town's share of approximately 4.28% of the total cost of the required 2022 local match of $5,444.34. Any associated matching funds allocated for 2023 will be processed in the 2023 Budget. INTRODUCED, READ and PASSED this /gli-A day of (1l, 2022.
