HomeMy WebLinkAbout20221478.tiffRESOLUTION RE: APPROVE 2022-2023 LOCAL MULTIMODAL TRANSPORTATION AND MITIGATION OPTIONS FUND (MMOF) PROJECT APPLICATION FOR ON -DEMAND TRANSIT SERVICES AND AUTHORIZE CHAIR TO SIGN AND ELECTRONIC SUBMITTAL - UPPER FRONT RANGE TRANSPORTATION PLANNING REGION (UFRTPR) WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with the 2022-2023 Local Multimodal Transportation and Mitigation Options Fund (MMOF) Project Application for On -Demand Transit Services from the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Works, to the Upper Front Range Transportation Planning Region (UFRTPR), which, if awarded, will commence January 1, 2023, and end December 31, 2024, with further terms and conditions being as stated in said grant application, and WHEREAS, after review, the Board deems it advisable to approve said grant application, a copy of which is attached hereto and incorporated herein by reference. Brief description of the issue: Informational only X Action needed The purpose of this work session is to follow up from the May 16th work session to decide whether or not Weld County will submit a MMOF application for Via Mobility services at the June 2nd UFR meeting. This would require the application being placed on the May 25th BOCC agenda. Attached to the work session request is the information communities provided regarding their need/ support for the application. At the June 2. UFR meeting, staff recommends Weld County request the UFR Regional Planning Commission (RPC) consider reducing the county's required 50% local match rate to 25%. The UFR must approve this request and forward it to the Transportation Commission for final approval. The application also includes the justification for this request. In addition, the Board also needs to consider the same request for an MMOF application for the NFRMPO boundary. The communities of Johnstown, Milliken, and Severance also want to partner on this service. Applications are due to the NFR on June 3rd, so this application would also need to be on the next BOCC agenda. Options for the board: 1. Allow staff to proceed with placing both applications on the May 25th BOCC agenda. 2. Do not proceed with applications. Recommendation to the board: Staff will proceed as directed by the Board. The program would allow for unincorporated Weld County residents (in the service area), and individuals living in Ault, Fort Lupton, Gilcrest, Hudson, Keenesburg, Kersey, Nunn, Pierce, and Platteville to schedule free transportation to get to local/regional destinations. This program with help to fill a gap in transportation that many Weld County residents currently have . The program will help to connect rural Weld County residents to many different destinations including medical/dental appointments, grocery stores, and community centers . Currently, these individuals must solely rely on assistance from friends and family because there are currently no other transportation options that serve the area . Providing an on-demand transit service to these individuals will give them more flexibility to find transportation to several locations, and reduce and potentially eliminate the need for assistance from caregivers. Via Mobility A pilot test program was conducted by Via Mobility, which served southwest Weld County communities from August 2nd , 2021 to February 28th , 2022 . The pilot project helped to determine the viability of the project, as well as how Weld County could extend the project to more communities . The pilot project was deemed a success by many accounts, and assisted many people in getting to their destinations. The pilot project laid the groundwork for how the program will work for Weld County Upper Front Range communities . Weld County has worked with Via Mobility staff to develop an implementation plan that will replicate a446ft Pawnee the successes seen in the pilot National Pawnee Grasslands National Grasslands program . There is currently no fixed transit system that serves residents in the Upper Front Range region . Residents that are unable to drive must rely on the help of friends and family to get them to the destinations that they are needing to go to. This can create a burden for caregivers, and increase the possibility of missed appointments for a vulnerable population . There are many individuals in rural Weld County that must deal with this reality on a regular basis . As Weld County's population ages, additional opportunities for transportation are needed . The percentage of people living with a disability in Weld County tends to be higher in sparsely populated areas. Much of the Upper Front Range Transportation Planning Region is rural in nature which creates a hardship for many people when it comes to transportation . Figure 2 shows the percentage of people living with a disability throughout Weld County. Many areas located within the proposed service boundary have above 10 percent of the population living with a disability. This high percentage underscores the need for transportation assistance in the region . { i , I 25 . In Colorado as a whole , between 2003 and 2014 the n umber of adults 65 years and older increased by 46 .8% which was the 3rd highest growth rate in the country. With an increasing n umber of 65 + individuals residing in Weld County, the need for reliable transportation will greatly increase . Weld County wishes to assist this aging population with reliable transit opportunities since this is a growing need . With over 13 percent of Weld County residents over the age of 64 , this program is vital to the community. In Weld County, many older individuals reside in the rural parts of the county. This service will provide individuals a safe and reliable transportation option to get them to the services that they need including medical , shopping, education , and recreation . The program provides the opportunity for riders to go shopping, get to their place of employment, and among other things, go to medical appointments. Giving these residents a more reliable form of transportation will help them engage more with their community, which is a great benefit for the community. Weld County is looking to contract transportation service with Via Mobility on behalf of nine Weld County communities to deliver a much-needed transit mobility program to the region . The proposed on-demand transit service MMOF application would provide on-demand transportation services to a portion of our community that currently does not have dependable transportation options . The proposed project would serve our 60+ community as well as individuals living with a disability with transportation to a variety of regional destinations at no cost to the rider. This much needed program will promote a complete and integrated multimodal system in Upper Front Range region . The proposed program meets several of the funding goals of MMOF including : • Benefits seniors by making aging in place more feasible . • Benefits residents of rural and disproportionately impacted communities by providing them with more access and flexible public transportation services . • Provides enhanced mobility for persons with disabilities . • Reduces emissions of air pollutants and greenhouse gases . Weld County requests a lowered local match amount due to budget constraints with several of our partner communities . The communities of Ault, Fort Lupton , Gilcrest , Hudson , Keenesburg , Kersey , Nunn , Pierce , and Platteville are looking to provide a portion of the local match for the program , however struggle to come up with the proportional amount needed . According to the MMOF Program Overview, Weld County is required to match MMOF funding at 50% . We are requesting this amount be reduced to 25% to align with our other UFR counties who were both granted 25 % match rate requirements , especially considering Weld County is not as affluent as Larimer County and has similar characteristics to Morgan County as depicted on the attached maps . For geographical consistency and due to the financial hardship the larger match requirement creates for small communities , we appreciate your consideration in this very important matter .
