The Board of County Commissioners for Weld County requests your
support in their decision regarding the financing of the county' s
portion of Welfare and the testing of the maximum mill levy statute.
We hope that all Colorado residents are concerned with this
matter, and it is the opinion of Weld County that requirements over
the statutory maximum mill levy is not a county obligation, but
rather one of the State and Federal Government.
We believe that the time has come for us to take a definite
stand. The State and Federal Government, through Legislation, have
forced these Welfare Programs upon the property taxpayers, with
little regard as to how the counties can raise their share. If the
funding of these programs is in excess of the maximum statutory mill
levy, then it is our belief that the responsibility lies with those
making the rules, namely the State and Federal Governments.
I have enclosed a copy of a petition that has been circulated
throughout the state and would hope that we may receive support
from your organization through a resolution, and signatures of the
Mesa County citizens.
