HomeMy WebLinkAbout20222713.tiffRESOLUTION RE: APPROVE AMENDMENT #1 TO SUBAWARD AGREEMENT FOR DRIVE SMART WELD COUNTY YOUNG DRIVER TRAFFIC SAFETY PROJECT AND AUTHORIZE CHAIR TO SIGN AND SUBMIT ELECTRONICALLY WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Board has been presented with Amendment #1 to the Subaward Agreement for the Drive Smart Weld County Young Driver Traffic Safety Project between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Public Health and Environment, and the Colorado Department of Transportation, commencing October 1, 2021, and ending September 30, 2023, with further terms and conditions being as stated in said amendment, and WHEREAS, after review, the Board deems it advisable to approve said amendment, a copy of which is attached hereto and incorporated herein by reference. The deleterious public health consequences associated with motor vehicle fatalities and injuries are numerous and costly. The goal of this project will be to collaborate with traffic safety stakeholders (law enforcement, local traffic safety coalitions, nonprofit organizations, health, and prevention professionals) to reduce the number and severity of traffic crashes in Weld County, thus reducing the economic and human loss associated with such crashes. The Board's approval is requested to maintain the momentum and efforts of DRIVE SMART Weld County in reducing traffic related fatalities and injuries among young drivers. The contract will support the current .55 FTE allocated to adolescent injury prevention as well as associated programming expenses. The current contract period is from October 1, 2022, through September 30, 2023. Activities will be conducted by current staff; no additional FTE is being requested. During FY22-23, CDOT/OTS agrees to pay WCDPHE $82,992.30 for services provided in this continuation contract. Assistant Weld County Attorney, Karin McDougal, has reviewed this contract and determined that its terms are acceptable. The Board approved placement of this contract on the Board's agenda via pass -around dated September 14, 2022. This contract is undergoing legal review by Assistant Weld County Attorney Karin McDougal and we will await her final approval prior to placement on the agenda. What options exist for the Board? (Include consequences, impacts, costs, etc. of options): Approval of this renewal contract will permit WCDPHE to receive funding to positively impact the effectiveness of the DRIVE SMART Weld County program by paying for .55 FTE and additional operating costs that are needed and may otherwise not be attained through other funding sources. Declining this contract will result in reduced impact of the DRIVE SMART Weld County program. Without maintaining personnel and operating costs to pay for .55 Injury Prevention FTE, program materials, media campaigns and training, the reach of the program will have less impact and motor vehicle fatalities may increase. Recommendation: I recommend approval of this contract amendment 1 with CDOT/OTS for the DRIVE SMART Weld County — Young Driver Traffic Safety Project. The young driver component will educate and motivate high school students about GDL, seatbelt use, distracted driving, and impaired driving. The parent component will consist of Parent of Teen Driver small groups and on-line classes and encourage parents to initiate parent/teen driving contracts. The law enforcement component will work with law enforcement officers to increase their knowledge of GDL provisions and increase their willingness to issue citations. The grantee shall provide the Work through a grant at the prices and rates specified in this Action Plan. The budget will be within 10% in Years 2 and 3 as it was planned in Year 1. The planned activities noted below will be similar in Years 2 and 3. Grantee Responsibilities: 1. Educating young drivers about GDL and consequences of unsafe driving practices through increased knowledge of GDL laws, seatbelt use, distracted driving, and impaired driving. Evaluation done via pre- and post- high school challenge surveys, percentage of young drivers wearing seatbelts, and never texting while driving. 2. Strengthen local law enforcement's knowledge and enforcement of GDL provisions by increasing their knowledge of GDL laws. Evaluation will be done through number of parent/teen driving contracts, and overall increase knowledge of parental GDL laws. 4. Coalition and community capacity building will include education to decision makers on stronger GDL components to include county specific data. Evaluation will be done through recruitment of new member organizations, the 2020 Community Health survey, and pre/post small group presentation surveys. If applicable, and in accordance with 23 CFR Part 1300 Appendix C, the accepting agency, as a representative of its political subdivision, requests the benefit of the CDOT Highway Safety Office's coordination of paid media, traffic safety marketing, and law enforcement liaison assistance to change driver behavior. The CDOT Highway Safety Office coordinates these activities Statewide to complement the initiatives outlined in your Scope of Work. These efforts include local jurisdictions and will be coordinated statewide.
