Subject : Employee Recognition for completion of their EOC Task Books
Commissioners, I would like to recognize two of our county employees that have worked very
hard over the last few years to complete their Emergency Operations Center ( EOC) Task Books.
The process of completion of the task book requires several steps : participating in training,
exercises and or real-world events . The process includes completing several tasks identified in
the task book and demonstrate that you understand them and can complete them with no or
very limited direction . Each performance is evaluated, and a performance review is completed .
The Task Books are then submitted to the State for reviewed by a peer group of Emergency
Managers from across the State and if the requirements are met the certification is awarded .
Elizabeth Relford has been recognized and certified by the Colorado Division of Homeland
Security and Emergency Management and the Colorado Emergency Management Association
for completion of her Planning Section Chief EOC Task Book . Elizabeth started her Task Book in
2018 during our Integrated Emergency Management Course with FEMA and was able to
complete the Task Book with her work in the EOC during the response to COVID- 19 . As you
know Elizabeth was an incredible help during our operation in the EOC and this recognition and
certification is well deserved .
David Burns has been recognized by the Colorado Division of Homeland Security and Emergency
Management and the Colorado Emergency Management Association for completion of his
Planning Section Chief and Emergency Operation Center Manager Task Books . David has worked
for several years on his Task Books including Hazmat Exercises, EOC Functional Exercise and of
course the response to COVID- 19 . David played a critical role in running our EOC during COVID-
19 . I believe his dedication to the operation of the EOC was one of the main reasons for our
success .

With their certifications David and Elizabeth are both recognized by the Division of Emergency
Management and the Colorado Emergency Management Association as having the expertise
and capability of assisting other Counties and the State in their Emergency Operation Centers
for their specific roles
I believe this accomplishment shows another example of how Weld County leads the way in our
preparedness level for the citizens of Weld County
