RE: APPROVE APPLICATION FOR CONGESTION MITIGATION AND AIR QUALITY
(CMAQ) PROJECT GRANT FUNDS FOR COUNTY ROAD 41 AND
STATE HIGHWAY 52 TURN LANE AND AUTHORIZE ELECTRONIC SUBMITTAL -
UPPER FRONT RANGE TRANSPORTATION PLANNING REGION (UFRTPR)
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with an Application for Congestion Mitigation
Air Quality (CMAQ) Project Grant Funds for the County Road 41 and State Highway 52 Turn
Lanes from the County of Weld, State of Colorado, by and through the Board of County
Commissioners of Weld County, on behalf of the Department of Public Works, and on behalf of
Larimer County, to the Upper Front Range Transportation Planning Region (UFRTPR), with
further terms and conditions being as stated in said application, and
WHEREAS, after review, the Board deems it advisable to approve said application, a copy
of which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the Application for Congestion Mitigation Air Quality (CMAQ) Project
Grant Funds for the County Road 41 and State Highway 52 Turn Lanes from the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Public Works, and on behalf of Larimer County, to the Upper Front Range
Transportation Planning Region (UFRTPR), be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that Evan Pinkham, Department of Public
Works, be, and hereby is, authorized to electronically submit said application.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 16th day of February, A.D., 2022.

Brief description of the problem/issue:
Public Works is requesting to submit an application through the Upper Front Range Transportation
Planning Region applying for Congestion Mitigation and Air Quality (CMAQ) funding for intersection
improvements at WCR 41 and SH 52. The improvements would include turn lanes on WCR 41 at the
intersection. The available CMAQ funding is $953,445. Weld County's local match for CMAQ funding
is $198,198. The total project cost is $2,504,053. In advance of the auxiliary lane project, COOT
intends to install a traffic signal at this location next year to compliment this proposed project.
What options exist for the Board? (include consequences, impacts, costs, etc. of options):
1. Submit the CMAQ grant application to the UFR Regional Planning Commission (RPC) for
approval.
2. Don't submit an application for CMAQ funding.
Recommendation:
Public Works recommends presenting this application to the UFR RPC at the December meeting.

On Weld County Road 41 at State Highway 52
Project Description
The proposed intersection improvements include left turn lanes on the north and south sides of WCR 41 at the
intersection of SH 52. This improvement will occur after CDOT installs a traffic signal at the intersection.
How will the project reduce emissions?
Emissions will be reduced by reducing the number of idling vehicles at the intersection. Traffic flow improvements will
help to reduce emissions and improve safety at the intersection.
Is there another project or phase that needs to be completed before this project can be implemented? Please explain.
CDOT will be installing a traffic signal at SH 52 in 2022. The proposed turn lanes will be constructed after the signal is
installed.
