Analysis: The commercial team reviewed the 2021 value and concluded the original value is supported. • The cost approach calculates to $831,280 ($192/sf). o The cost approach provided by the petitioner contains multiple calculation errors on the Marshall & Swift form including incorrect building class, building height, building perimeter, height multiplier, perimeter multiplier, cost multiplier, depreciation percentage and property add-ons. The market approach included a review of market sales for comparable properties which ranged from $196 to $247/sf. The income approach included a review of market lease information for comparable properties with a range of $12.50 to $31/sf NNN. Using $18/sf NNN, market vacancy (5%), market expenses (8%) and a market CAP rate (7.5%), the income approach results in an opinion of value at $210/sf. Reconciliation and Summary: The Assessor's value of $863,200 is supported by the market and income approaches, and I recommend denial of the petition. The petitioner requested an administrative denial of the appeal and will not attend the abatement petition hearing. An administrative denial is not an option for an abatement petition.
